CALL TO ORDER Vice-Chairman Mainer called the meeting to order at 6:00 p.m. in the City Council Chambers of City Hall, 1200 East Broad Street, with the meeting being open to the public and notice of said meeting, giving the date, place, and subject thereof, having been posted as prescribed by Chapter 551, Texas Government Code. APPROVAL OF MINUTES 22-4976 Minutes - Approval of the October 3, 2022 Planning and Zoning Commission Meeting Minutes Commissioner Groll made a motion to approve the October 3, 2022 minutes as presented. Commissioner Goodwin seconded the motion which carried by the following vote: Aye: 5- Stephen Groll; Jennifer Thompson; Brandon Shaw; David Goodwin and Michael Mainer Nay: 0 Absent: 2- Blake Axen and Justin Gilmore Abstain: 0 6. CITIZENS COMMENTS None. 7. PUBLIC HEARINGS 22-4974 OA#22-008: Public Hearing to Consider Proposed Amendments to the provisions Section 155.073 of the Mansfield Code of Ordinances Related to Block Size, to Clarify the Requirements for Underground Utilities; to Clarify the Requirements for Building Façade Lengths; to Add Architectural and Urban Design Standards to Promote Visual Variety; and to Provide Definitions Related to the Same Regarding the S, South Mansfield Form-based Development District. Mr. Alexander, Director of Planning, gave presentation and was available for questions. Vice-Chairman Mainer opened the public hearing at 6:17 p.m. and called for anyone wishing to speak to come forward. Seeing no one come forward to speak, Vice-Chairman Mainer closed the public hearing at 6:18 p.m. After a brief discussion, Commissioner Goodwin made a motion to approve the Proposed Amendments as presented. No. D218247118, located at 1831 E. Broad St; SSB Designs, Inc, designer, and Flying Squirrel Coffee Company proposed tenant. Mr. Wheaton-Rodriguez, Assistant Director of Planning, gave presentation and was available for questions. Vice-Chairman Mainer opened the public hearing at 6:27 p.m. and called for anyone wishing to speak to come forward. Seeing no one come forward to speak, Vice-Chairman Mainer closed the public hearing at 6:28 p.m. After a brief discussion, Commissioner Groll made a motion to approve the Specific Use Permit as presented. Commissioner Shaw seconded the motion which carried by the following vote: Aye: 5- Stephen Groll; Jennifer Thompson; Brandon Shaw; David Goodwin and Michael Mainer Nay: 0 Absent: 2- Blake Axen and Justin Gilmore Abstain: 0 8. SUMMARY OF CITY COUNCIL ACTIONS Mr. Alexander advised the Commission of City Council actions from their October 10, 2022 meeting. 9. COMMISSION ANNOUNCEMENTS Vice-Chairman Mainer reminded the Commission of Bethlehem Baptist Fall Festival. 10. STAFF ANNOUNCEMENTS Staff reminded the Commission of possible moments of meetings during the holiday period. Staff also advised the Commission of possible future projects.
