ATTACHMENTS: March 9, 2023 Meeting Minutes  Maple Grove Arbor Committee Regular Meeting Minutes March 9, 2023 Mayor’s Conference Room 7 p.m. Call to Order The regular meeting of the Arbor Committee was called to order by Chair Parenteau at 7 p.m. Members Present Chair Mary Parenteau, Sarah Piket, Cody Lensing, Frank Kampel, Don Varney, Rachael Lamsal, Marilyn Arnlund, Apeckchya Karki and Darleen Lindgren Members Absent Bob Henke and Emma Molls Also Present Rachelle Johnson, Council Liaison Jesse Corrow, Staff Liaison Oath of Office Chair Parenteau administered the oath of office to Marilyn Arnlund Sarah Piket and new Arbor Committee members Apeckchya Karki and Darleen Lindgren. Approval of Agenda Motion Henke, second Piket to approve the agenda for March 9, 2023. Vote all ayes. Motion passed. Approval of Minutes A typo was noted by Kampel. Motion Kampel, second Piket to approve the minutes from February 9, 2023. Vote all ayes. Motion passed. Old Business Hy-Vee North Funds Parenteau informed the new committee members why these funds are available and how the Arbor Committee is planning to spend the money. The committee confirmed that they plan to focus on site #1 this year for a tree planting event along with additional tree plantings by a contractor. The committee would like to determine if the soils are appropriate for tree plantings. Corrow will check to see if city staff has the equipment to make this determination. The committee will begin designing a landscape design at its next meeting with plans for the tree planting event to take place in September, 2023. Arbor Day Event The Arbor Committee reviewed the “to do” list and each member discussed the progress that has been made to date. The list will continue to be updated leading up to the event. Piket provided possible designs for the new signs and the committee agreed on one. The 2023 Arbor Day event will be held on Saturday, April 29 from noon to 3 p.m. at the Maple Grove Community Center. Buckthorn Eradication Group Chair Parenteau provided information on the group’s last meeting. Paul Buck, City Forester in Plymouth, joined the meeting and shared an example of a buckthorn removal project that took 11 years, he also offered other suggestions to the group. Tom Anderson had a good conversation with the mayor about the Buckthorn Eradication Group. Parenteau requested that the Arbor Committee provides a buckthorn informational article in the summer newsletter. Area Reports Lindgren had questions on the landscape plan review process. Parenteau recommended that the new Arbor Committee members receive copies of the landscape and T-zone ordinances for their review. Varney mentioned a newspaper article that discussed how communities are scaling back minimum parking stall requirements. Corrow mentioned that parking numbers have been trending downward in Maple Grove with the flexibility provided by PUD zoning. Johnson noted that new developments are reviewed on a case-by-case basis, and that traffic patterns and parking needs are considered for each specific use. Respectfully submitted, Jesse Corrow, City Planner City of Maple Grove Arbor Committee  REQUEST FOR ARBOR COMMITTEE ACTION MEETING DATE: April 13, 2023 PREPARED BY: Jesse Corrow, City Planner AGENDA ITEM: Hy-Vee Funds - Agenda Item 3A PREVIOUS ACTIONS: At their meeting on March 9, 2023, the Arbor Committee discussed options on how the spend the $67,150 cash-in-lieu received from Hy-Vee for excessive tree removal at their property at 9960 Maple Grove Parkway. RECOMMENDED ARBOR COMMITTEE ACTION: Continue to discuss possible uses for these funds. COMMENTS: The committee has decided to focus on site #1 this year for a tree planting event and additional tree plantings by a contractor. The Public Works Department will prepare the holes for the tree planting event and will assist in determining the soil conditions on the site. Attached area several aerial images of the subject property: The first image shows how the location of County Road 30 was previously routed directly over the subject site. The second image compares the grade contours from the year 2000, when the road was in place, to the current conditions. Based on these contours, it appears that much of the road bed was removed to allow for the park trail tunnel and small storm pond. The third image shows the existing conditions along with current contour lines. This can be used to begin discussing a landscape plan. Lot dimensions are included to reference scale (the park trail is 10’ wide). COMMENTS: Chair Parenteau has provided the attached materials related to a City Forester position. ATTACHMENTS: City Forester Information Arborist or Forester? An Arborist looks after one tree at a time. A Forester looks at the whole urban forest and determines what is needed to have a healthy forest. The forester has a 4 year degree and the arborist may have a 2 year degree and may be ISA (International Society of Arboriculture) certified (but may not be). The forester typically would be in charge of the arborist in a city. Arborist: *Plants, prunes and removes trees *Diagnoses individual tree diseases *Assesses the condition of individual trees Forester: *Determines best practices for all trees in a city including street trees, neighborhood trees and forested areas *Determines when areas have diseases and/or infestations and what to do *Sees that landscape and tree related ordinances (such as T-Zone) are followed *Manages all treed areas including the Forest Preservation Area. COMMENTS: Public Works crews, along with YTS Tree Care, have been removing infected ash trees from the boulevard as part of the EAB Management Plan. It is estimated that approximately 250 trees have been removed since the program began in 2018. City staff has been discussing creating a companion program to the EAB Management Plan that will provide a tree voucher to residents who have lost a boulevard tree in recent years. Adjacent property owners who receive a tree voucher will have the opportunity to choose a tree of their choice from the Maple Grove fall tree sale. Trees received through this program are expected to be planted within the owner’s property and not within the boulevard or public road right of way. Staff is requesting the following motion from the Arbor Committee: A Motion to recommend the City Council authorize a tree replacement program to for residents that have had a boulevard tree removed as part of the EAB management plan.
