Call to Order The regular meeting of the Arbor Committee was called to
order by Chair Parenteau at 7:00 p.m.
Members Present Chair Mary Parenteau, Sarah Piket, Don Varney, Darleen
Lindgren, Marilyn Arnlund, Bob Henke, Emma Molls, Rachael
Lamsal and Frank Kampel.

Approval of Agenda Motion Piket, second Arnlund to approve the agenda for
November 8, 2023. Vote all ayes. Motion passed.
Approval of Minutes Motion Arnlund, second Varney to approve the minutes
from October 12, 2023. Vote all ayes. Motion passed.
Old Business
Parking Lot Subcommittee The subcommittee updated committee members on the
progress made in their previous meetings. The
subcommittee plans to review all of the recommended
ordinance changes with the Arbor Committee at the January
meeting and will be prepared to share the changes with city
staff thereafter.
Pollinator Garden Planning The Arbor Committee discussed the need to hire a landscape
designer who is familiar with pollinator garden plantings. An
example of similar project, which included a landscape plan,
that was recently completed in the City of Shoreview was
shared. If the pollinator garden is intended be a showcase
for the city, committee members feel it is necessary to work
with an expert in order to better determine the design and
plant materials that will make up the garden. Corrow stated
the city is open to that approach and will reach out to
several design firms to establish a plan. Corrow also shared
that a presentation to the Park Board will be moved to their
January 18 meeting, allowing more time to develop a plan.
Buckthorn Removal Event Since the piece of land provided to the Arbor Committee is
Review over 17,000 square feet, the committee decided that a
majority of the site can be covered in native prairie grasses
and a few new tree plantings, while the actual pollinator
garden will make up approximately 2,000 square feet, which
is consistent with the size of the Shoreview garden.
New Business
Area Reports Arnlund noted some EAB infested trees along the road that
runs behind Cub and the neighboring shopping center. The
trees should be inspected and ordered for removal.

p.m. Vote all ayes. Motion carried.

Old Business
Parking Lot Subcommittee The subcommittee addressed water quality issues at its last
meeting. They anticipate 2-3 more meetings before bringing
its findings to the Arbor Committee and staff for review.
Pollinator Garden Planning Parenteau, Henke and Corrow met with Parks staff regarding
a location for the pollinator garden. A pollinator garden at
the community center is no longer an option due to the
planned expansion in the coming years. Parks staff felt the
best option would be a ½ acre piece of property at Central
Park. The Arbor Committee agreed on this location.
The subcommittee will continue to work on a plan which will
be presented to the Parks Department on December 21,
2023.
Buckthorn Removal Event The Arbor Committee focused on a different area for
Review removal this year base on a recommendation from Ed’s
Buckthorn, who is contracted to remove buckthorn in the
Forest Preservation Area. The Committee plans to check with
the contractor for removal locations in future years.
New Business
Bella Woods Tree Corrow presented a tree removal plan for the single-family
Preservation Plan home development. 34.2% of the trees are proposed for
removal so tree replacement is not required. The committee
is concerned with the number of ash trees on the property
that will eventually die. The committee recommended not
clear cutting the lots and not removing trees beyond the lot
lines. Corrow will look into why so many trees are planned
for removal beyond the lot lines.
DeRosier Estates Tree Corrow presented a tree removal plan for the single-family
Preservation Plan home development. 8.37% of the trees are proposed for
removal so tree replacement is not required. The committee
did not have any comments on this project.
T-zone District at Tree Staff will be requesting the City Council to rezone the
Planting Site. affected area to a T-Zone. The request will first go to a future
Planning Commission meeting for review and a public
hearing.

The Parking Lot Subcommittee has resumed subcommittee meetings to discuss ways to
increase the survival rates of trees in parking lots. Members of the subcommittee (Arnlund,
Piket, Varney) will provide an update on meetings that have taken place since the last Arbor
Committee meeting.

PREVIOUS ACTIONS:
At their meeting on September 14, 2023, the Arbor Committee was asked to take the
lead on planning and designing a Community Demonstration Pollinator Garden within the
City of Maple Grove. Committee members Henke, Lindgren and Molls volunteered to begin
gathering information to assist the Arbor Committee with making a future recommendation
to council.
COMMENTS:
Committee members Henke, Lindgren and Molls will provide an update. The Arbor
Committee is planning to present a plan to the Maple Grove Parks & Recreation Board on
December 21, 2023. The committee should be prepared to provide a draft site plan, plant
materials, cost estimates, interpretive sign ideas and a regular maintenance schedule to the
Park Board.
Two members from the Maple Grove Rotary Club will be joining the meeting to provide input
on the pollinator garden project. The Arbor Committee welcomes Dave Barr and Tom
Anderson.
