7:00 p.m.
Call to order The regular meeting of the Arbor Committee was called to
order by Chair Parenteau at 7:00 p.m.
Members present Chair Mary Parenteau, Sarah Piket, Don Varney, Marilyn
Arnlund, Bob Henke, Rachael Lamsal, Frank Kampel and Cody
Lensing.
Members absent Apeckchya Karki and Darlene Lindgren
Also present Jesse Corrow, Staff Liaison
Approval of agenda Motion Piket, second Henke to approve the agenda for
March 14, 2024. Vote all ayes. Motion passed.
Approval of minutes Motion Kampel, second Lamsal to approve the minutes from
February 8, 2023. Vote all ayes. Motion passed.
Old Business
Parking lot subcommittee Since presenting the revised landscape ordinance at the
February 8 meeting, the subcommittee made some minor
changes for inspecting girdling roots and will provide some
new detail drawings that will focus on proper planting of
potted trees and balled and burlap trees. The updated
drawing will be shared at the next meeting.
Pollinator garden planning Corrow shared that the pollinator garden project will be
handed off to the Parks Department and will be brought
before the Park Board for authorization in April. The Arbor
Committee, as well as members from the Rotary Club, will
have the opportunity to make recommendations on the final
design and may be asked to coordinate a neighborhood
outreach gathering to receive additional input.
Arbor Day planning Arbor Committee members provided updates to the “to do”
list and discussed other items that need to be taken care of
before the event. The Arbor Day supplies were also
inventoried by the committee. Display signs will be brought
to the next Arbor Committee meeting for inspection.
New Business
2024 goals The Arbor Committee reviewed last year’s goals and
discussed their goals for 2024. The following goals were
proposed:
• Install a small permanent sign at the site of last year’s
tree planting event
• Host a public tree planting demonstration
• Host public tree related classes/seminars at the
Government Center
• Replace trees removed as part of the 610 extension
project
The Committee will continue updating their goals and work
with the City Forester towards achieving them.
Area reports Arnlund inquired on the progress of removing dead ash trees
behind Maple Grove Crossings mall. Staff will inspect and
enforce tree removal when the growing season begins.
Lensing asked why the city removed a number of trees from
a linear park near Sycamore Lane and 63rd Ave North. Staff
will find out and share at the next meeting.
Adjournment Motion Arnlund, second Lensing to adjourn the meeting at
8:12 p.m. Vote all ayes. Motion carried.

Call to Order The regular meeting of the Arbor Committee was called to
order by Chair Parenteau at 7:00 p.m.
Members Present Chair Mary Parenteau, Sarah Piket, Don Varney, Darleen
Lindgren, Marilyn Arnlund, Bob Henke, Emma Molls, Rachael
Lamsal and Frank Kampel.

Oath of Office Chair Parenteau administered the oath of office to Frank
Kampel and Don Varney
Election of Officers Motion Arnlund, second Piket to nominate Mary Parenteau
as Chairperson. Vote all ayes. Motion passed.
Motion Arnlund, second Varney to nominate Frank Kampel
as Vice Chairperson. Vote all ayes. Motion passed.
Approval of Agenda Motion Kampel, second Piket to approve the agenda for
February 8, 2024. Vote all ayes. Motion passed.
Approval of Minutes Motion Varney, second Henke to approve the minutes from
December 14, 2023. Vote all ayes. Motion passed.
Special Business
Ed’s Buckthorn Control Ed Mallum from Ed’s Buckthorn Control attended the
Estimate Review meeting to review the treatment plan that he is proposing in
the Forest Preservation Area. Ed discussed the significance of
each line item in the estimate and emphasized the
importance of continuing to manage the areas treated last
year.
Committee Member Varney made a motion to recommend
the City Council authorize the expenditure of necessary
funds to continue to control buckthorn and other invasive
vegetation in the Forest Preservation Area, by use of the
contract provided by Ed’s Buckthorn Control. The motion
was seconded by Piket. Vote all ayes. Motion passed.
Old Business
Pollinator Garden Planning Corrow provided an update on the Pollinator Garden. The
next steps will involve staff presenting a summary of the
project to the Parks Board and then a request of the City
Council to seek professional services to draw up a landscape
plan.
New Business
Arbor Day Planning The 2024 Arbor Day event will be held on Saturday, April 27
from noon to 3 p.m. at the Maple Grove Community Center.
The Arbor Committee discussed the “to do” list for the event
and responsibilities were assigned to committee members.
Staff is to research which items from years prior are available
for the event, and will bring those items to the March Arbor
Committee meeting for review.
Parking Lot Subcommittee The subcommittee presented their proposed changes of the
landscape ordinance to Arbor Committee members and
provided a justification document to go along with the
ordinance revisions. In addition to parking lot requirements,
changes to landscape inspections and tree selection
requirements were also discussed. Arbor Committee
members were very appreciative of the hard work and
commitment the subcommittee made in researching and
revising the landscape ordinance. The Subcommittee will
present the revised ordinance to staff after the City Forester
is hired.
Area Reports Arnlund reported that city trees along County Road 30 and
Elm Creek Boulevard had mulch mounded over their trunks
improperly. Staff will convey the message.

p.m. Vote all ayes. Motion carried.

AGENDA ITEM: Parking Lot Subcommittee – agenda item 3A
PREVIOUS ACTIONS:
The Parking Lot Subcommittee presented the proposed changes of the landscape ordinance
to the Arbor Committee at its meeting on February 8, 2024.
COMMENTS:
Members of the subcommittee (Arnlund, Piket, Varney) have been putting the finishing
touches on the landscape ordinance (Sec. 36-831) revision and will provide a brief update to
the committee.
The next step will be to review the ordinance with staff once the City Forester is hired.

AGENDA ITEM: Mayor’s Monarch Pledge - Agenda item 3B
PREVIOUS ACTIONS:
At their meeting on September 14, 2023, the Arbor Committee was asked to take the
lead on planning and designing a Community Demonstration Pollinator Garden within the
City of Maple Grove. Committee members Henke, Lindgren and Molls volunteered to begin
gathering information to assist the Arbor Committee with making a future recommendation
to council.
COMMENTS:

The Arbor Committee began planning for the 2024 Arbor Day event at its meeting on
February 8, 2024.
RECOMMENDED ARBOR COMMITTEE ACTION:
Continue discussion on this year’s Arbor Day event, which will be held at the Community
Center on Saturday, April 27, 2024 from noon to 3 p.m.
COMMENTS:
Arbor Day Supplies stored at the Government Center will be brought to the meeting for
the committee to inventory.
The list of committee member responsibilities is attached and will be updated ahead of
each meeting leading up to Arbor Day.

RECOMMENDED ARBOR COMMITTEE ACTION:
The area reports section of the agenda provides an opportunity for any Committee member
to report any item in the city that needs staff attention. Arbor related items will be
forwarded to the appropriate staff member with a response provided at the next meeting.
COMMENTS:
City Forester: The first round of interviews took place during the week of March 4 and a
final round will take place this week. There is a very qualified pool of applicants to choose
from and the expected start date is April 22, 2024.
