Call to order The regular meeting of the Arbor Committee was called to
order by Vice Chair Kampel at 7:00 p.m.

Approval of agenda Motion Piket, second Arnlund to approve the agenda for

Old Business
Parking Lot Subcommittee The parking lot subcommittee gave an update on their
update research into alternative methods used to calculate
minimum tree requirements for developments. Calculations
can be categorized as perimeter based, area based, area-
minus-building based, and street frontage based.
Subcommittee members shared some examples from other
cities in the metro area, and will reconvene in early
December.
Fall tree plantings and City Forester DeGroy gave a recap and shared photos of the
volunteer updates plantings and volunteer events since the prior Arbor
Committee meeting. DeGroy also shared his plan for changes
to volunteer organization and management for next year.
New Business
Annual report City Forester DeGroy shared language in the city’s ordinance
stating the requirement for the committee to submit an
annual report to the City Council before January first.
DeGroy also shared that Rachael Lamsal does not intend to
continue serving on the Arbor Committee after her term
expires at the end of the year.
Arbor Committee City Forester DeGroy shared Henke’s write-up regarding an
anniversary outreach campaign for the Arbor Committee’s upcoming 40 th
anniversary. City Communications staff were supportive of
the idea, and had recommendations for outreach.
Website updates City Forester DeGroy stated his intentions to update tree-
related webpages on the city’s website over the winter.
Committee members were asked to think about resources
that could be added, and current pieces that could be
updated or removed.
Area reports Piket brought up the recent CCX piece on the City of
Plymouth’s smart tree inventory.
Vice Chair Kampel inquired about the newly planted trees
along CSAH-30 as part of the 610 reconstruction project, and
dumping in the Forest Preservation Area.
City Forester DeGroy shared landscape plans for Maple
Grove Senior high and the new elementary school that is
being constructed.

Old Business
Tree condemnation update City Forester DeGroy gave an update on the number of
hazardous trees that have been condemned on commercial
properties, as well as the number of businesses that have
been in compliance or are in the process of abating the
hazards. DeGroy also explained the work going on with
Hennepin County’s ash tree removal assistance program.
Parking Lot Subcommittee The parking lot subcommittee gave an update on their
update research into alternative methods used to calculate
minimum tree requirements for developments.
Subcommittee members shared some examples from other
cities in the metro area.
Tree Sale update City Forester DeGroy gave an update that the ordering
period for the tree sale has concluded, discussed the plan for
the pickup event, and plans for any excess trees that the city
will have.
Fall tree plantings and City Forester DeGroy recapped and shared photos from the
volunteer events 13 tree plantings and volunteer events since the previous
Arbor Committee meeting. DeGroy then gave some details
on the remaining, upcoming volunteer events.
New Business
Area reports Arbor Committee members shared reports of dead ash trees,
trees which may have been improperly planted, and more
dumping at the Forest Preservation Area.

PREVIOUS ACTIONS:
The Arbor Committee has been serving the City of Maple Grove for nearly 40 years.
RECOMMENDED ARBOR COMMITTEE ACTION:
Discuss ideas for a 40th anniversary celebration/outreach campaign.
COMMENTS:
Bob Henke proposed a campaign to celebrate the 40 th anniversary of the Arbor Committee
(his proposal is attached). Mary Parenteau suggested the possibility of reviving The Big Tree
project to coincide with the celebration.

Working Draft for 2025 Arbor Campaign 10/24
As we know, 2025 is the Arbor Committee’s 40th anniversary, and it just begs
us to bring attention to ourselves, not once, but all year long. I think we should
consider putting together a campaign that could be given any name, maybe
something silly like “Shameless Self-Promoting Program,” or SS-PP for short.
Okay, maybe something more politically correct. My point is that we start
early, now, and have something on the ground and ready to rollout come
January.
Top-of-my-head ideas we might consider, in the order they occur to me:
1. At least for the year, replacing the Tree City banner at the parade with
something that plays to our anniversary. Possibly even consider new
signs for the sides of the trailer. Plan well ahead and strive for an over-
the-top trailer that would include an unprecedented number of trees,
including, like we did this year, evergreens; a firm commitment from
someone to be a walking Smokey if possible, a rider if weather dictates.
The last two years have put us on something of a noticeably positive
roll. This would be an opportunity to keep the momentum going.
2. A quarterly entry in the city newsletter, or more frequently by other
means, of our 40 years of accomplishments, presented one, or a few, at
a time. Maybe give it some kind of catchy name. The list would include
the likes of our annual AD Event, the Arboretum, the Forest Preservation
Area, T-Zones, the tree inventory, code compliance to protect and
maintain commercial appearances, the tree planting near MG
Covenant, plantings in Central Park and Cedar Island, updates on
projects. The latter would be styled just like Shane presented at our
September meeting, an outline of completed projects over the quarter
or even previous month. As a companion, in the same style, a listing of
upcoming projects with firm dates. We know what we’re doing or have
done; we need to let our residents know. Number 3 is a tie-in.
3. A strong and aggressive drive to make residents more aware of
volunteer opportunities for like-minded people who don’t have the time
to be actively involved on a regular schedule. We are a committee of
eleven, serving a population of 70,000. If we could enlist just 1/10 th of
one percent of those folks, we’d increase the power of our work over six
times what we’re doing now. We know they’re out there—some have
signed on at the Arbor Day Event, others have expressed interest and
approval when they walk by and see us at work. Build a list of those
people and their contact information, then send out a mass text or
email to them when we have an upcoming event. They can’t volunteer if
they don’t know the where and when.
4. Enlist the help and commitment of HOAs and adjacent residents to help
identify, restore, and ultimately maintain projects that directly affect
their properties. They benefit both esthetically and financially from such
an investment of their time. Maybe draft some kind of informal contract
that would outline what they would be agreeing to do.
5. However possible, through these ideas or more, including repetition if
necessary, develop a strong, positive view of who we are and what
we’re doing. Become a better-known part of the city. Build an alliance of
supporters who, like us, will stay abreast of events occurring in the city
and speak out for the continued growth and protection of our green
space and resources. Resident support at Council meetings would be
an incredibly important strength.
