Director), Council ember Leith recognized Finance Director

Steve Hauer and thanked him for his 28 years of dedicated
serviceto the City of Maple Grove. He said that Finance
Director Hauer does a great job and thanked him for extending
his retirement date in order to get through the next budget
session.
Mayor Steffenson thanked Finance Director Hauer for his hard
work over the years. He noted what a great asset Financ*
Director Hauer is and that he will be deeply missed.
Councilmember Hanson thanked Finance Director Hauer for his
great leadership for the city and thanked him for staying on to
assist the City Council with the 2021 budget process. She
wished Finance Director Hauer well in his retirement,
Motion by Councilmember Leith, seconded by Mayor
Steffenson, to authorize staff to begin the recruitment
process for a Finance Director in the Finance Department
due to the retirement of Steve Hauer, which was accepted
with an effective date of September 30, 2020. Upon call of
the motion by Mayor Steffenson, there were five ayes and no

Open Forum Mayor Steffenson reported the City Council had received a
number of emalls prior to the meeting. General comments were
received from Colton Harding, 12738 74"' Ave N, regarding the
desire for bike lanes; Mel Peterson, 11431 97 1h Place N, asking
why the North Star has been seen driving through a residential
area; Grant Johnson, 8640 Quarles Road, in regard to the lack of
biking infrastructure connected to transportation; and Kristy

Housing Needs Assessment proposed by Community and
Economic Development Director Hogeboom. In addition, a

Motion carried. Retirement
of Police Chief Wemer requested the Council acknowledge the Police
of Police Officer Jeff Albers. He explained Officer Jeff
Officer retirement
Albers Alberts has honorably served the City of Maple Grove for 23 years.
He reviewed the ways in which Officer Albers had served the
community and noted he also participated in Shop with a Cop,
Minnesota. Polar Plunge, and Citizen' s Police Academy activities.
He noted Officer Albers had received over 40 letters or
documents of appreciation for his high quality work throughout
his career. fie indicated in 2019 Officer Albers was awarded
the department Medal of Honor for his selfless and professional
actions during a critical incident. In addition, Officer
Albers was awarded the 1- 94 West Chamber of Commerce
First Responder Award. He thanked Officer Albers for
his dedicated service to the community and wished him well in
his retirement.

Retirement of Parks Director Stifter requested the Council acknowledge the
Parks and retirement of Parks and Recreation Bookkeeper Marlys Winge.

Update on Fire Chief/Emergency Management Director Bush provided the
COVID- 19 Council with an update on the city' s response to COVID- 19.
Response He explained it was a little over four months since the governor
declared a state of emergency due to COVID- 19. He discussed
how the state was slowly reopening and reviewed the number of
COVID cases that have occurred in the State of Minnesota.

19 remains most dangerous to the elderly and those with
underlying health conditions. He discussed the trends that were
occurring throughout the country from COVID- 19.

Concept Plan
Amendment Planning Manager Vickerman reported the applicant was
Territorial requesting PLJD Concept Plan Amendment and Development
Greens East & Stage Plan Preliminary and Final Plats for the east and west side
of Territorial Greens. He explained the developer was

Preliminary the request. fie stated traffic was the key concern for this

Plats Road and Fernbrook Lane. He reported that Hennepin County
has agreed to a roundabout at this intersection. For this reason,
staff was comfortable with recommending approval of the

requests for Territorial Greens East and West.

Resolution No. Councilmember Hanson stated she thought the roundabout had
not been approved by the county and before there would be
approval, the city would have to establish warrants. Public
Works Director/ City Engineer Ashfeld explained staff has been
having daily conversations with Hennepin County regarding the
roundabout option. He indicated the previous approval was for
a traffic control signal to be installed subject to traffic warrants
being met. Fie reported if the Council approves this
development and more traffic is generated, the city' s modeling
reflects the signal warrants would be met by the time the
development fills out. He stated a conversation was held
regarding the mini -roundabout option and this would create
operational issues to the adjacent intersection of USAF 81 and
Fernbrook Lane. He commented just today the county and the
city agreed a roundabout with its operational restraints could
occur at this intersection, with the understanding there were
some design details that would need to be worked through to
minimize the adjacent intersection.
He was confident the city
could work through the design issues with the county.
Councilmember Jaeger asked if staff had a graphic of the
potential roundabout. Public Works Director/ City Engineer
Ashfeld stated staff did not have any design plans for the
roundabout but would have this information along with a
feasibility study request for the Council to review at the next
Council meeting.
Councilmernber Jaeger thanked Hennepin County for
supporting a roundabout at this intersection.
Councilmember Leith asked if an acceleration lane going right
onto CSAH 81 had been considered by the county. Public
Works Director/ City Engineer Ashfeld commented the county
would be installing an acceleration lane.
Councilmember Hanson requested further information regarding
the roundabout feasibility study. Public Works Director/ City

Engineer Ashfeld explained until the design is worked out, the
county will not fully commit to the roundabout. He reported the
city will seek the county' s approval once final design plans have
been drafted.
Councilmember Hanson inquired if staff was confident the
roundabout would be completed.

Engineer Ashfeld stated the answer to this question was yes.
Councilmember Jaeger questioned how long it would take to get
all of the paperwork completed for the roundabout. Public
Works Director/ City Engineer Ashfeld indicated he would likq
to have the roundabout design completed in the next four to
eight weeks.
Councilmember Jaeger asked if the roundabout work would
interfere with the 120- day review policy. City Attorney
Templin reported the directive from the city was to bring
forward two resolutions for the Council to consider for this
request. He explained action has to be taken tonight to approve
or deny the Territorial Greens project or approval would be
automatic. He advised the Council would make a decision
regarding the mini -roundabout at a future date after the details
have been worked out.
Mayor Steffenson reported the Council had received two
emailed comments from the public. He read the comments into
the record. The first comment was from Mark Loar at 8485
Pineview 1, ane North stating Mr. Loar was concerned about the
number of apartment units in the city. Mr. Loar encouraged the
City Council to vote no on this project.
Mayor Steffenson read the next comment which was from
Sonam Sahm at 13938 102 nd Place North stating Ms. Sabin
would like more privacy between the villas and the adjacent
neighborhood. In addition, Ms. Sahni would like to see the
traffic concerns addressed, such as the acceleration lane and the
mini - roundabout.
Mayor Steffenson opened the meeting to the public for
comments.
There were no additional comments besides the two previously
mentioned.

removal. She requested comment from staff regarding the
screening that would be put in place between the villas and the
neighborhood to north.

supported this development, but she was pleased Hennepin
County would be willing to add the roundabout which would
assist with traffic control measures.
Councilmember Leith noted he spoke with several residents
regarding this development and they were pleased the city was
addressing the traffic concerns.
Councilmember Jaeger concurred noting she has had
conversations with residents as well and these residents
supported with the mini -roundabout.

The city' s annual Chalkfest had been canceled due to
COVID- 19. Plans were underway for painting vignettes at
the Shoppes at Arbor Lakes, the Fountains at Arbor Lakes,
the Village at Arbor Lakes and at Town Green. He noted the
paintings would occur on August 291h.
