April 1, 2024
Call to order Pursuant to call and notice thereof, a regular meeting of the
Maple Grove City Council was held at 7:30 p.m. on April 1,
2024 at the Maple Grove Government Center/Public Safety
Facility, Hennepin County, Minnesota. Members present were
Mayor Mark Steffenson and Councilmembers Judy Hanson
(attending remotely), Kristy Barnett, Kristy Janigo, and Rachelle
Johnson. Absent was none. Present also were Heidi Nelson,
City Administrator; Joe Hogeboom, Community and Economic
Development Director; Jesse Corrow, City Planner; Chris
LaBounty, Public Works and Engineering Director; and Justin
Templin, City Attorney.
Mayor Steffenson called the meeting to order at 7:30 p.m. and
led the city in the Pledge of Allegiance.

deletions to the deletions to the consent agenda to which Heidi Nelson stated

C. Appointment of paid-on-call fire officers
Motion to appoint the following to the position of lieutenant in
the Fire Department effective May 1, 2024.
Station 3: Tommy Firestone
Station 4: Sheila Manelli
D. Appointment of police officer
Motion to approve the promotion of Nkau-Zoua Melody Pha to
the position of police officer, subject to a 12-month
probationary period. All pre-employment requirements have
been successfully completed.
E. Recruitment approval for assistant chief of training
Motion to authorize staff to begin recruitment for the assistant
chief of training position in the Fire Department due to the
resignation of Brandon Scheunemann, which was accepted
with an effective date of April 5, 2024.

F. Rush Hollow North planned unit development concept
stage plan, development stage plan, rezoning, preliminary
and final plat
Motion to adopt Ordinance No. 24-03 approving the rezoning
from R-A, Residential Agricultural to R-2 PUD, Single Family
Planned Unit Development.
Motion to adopt Resolution No. 24-042 approving Rush Hollow
North planned unit development concept stage plan,
development stage plan, preliminary and final plat subject to:

1. Planned unit development agreement final review and
approval of the city attorney and the director of
community and economic development.
G. Topline Financial Credit Union planned unit development
stage plan and Southwest Crossroads 11th Addition final

Motion to adopt Resolution No. 24-043 approving Topline
Financial Credit Union planned unit development stage plan
and Southwest Crossroads 11th Addition final plat subject to:
1. Planned unit development agreement final review and
approval of the city attorney and the director of
community and economic development.

H. 2024 Lake Improvement Program cost sharing expenditures
Motion to approve the 2024 Lake Improvement Program and
authorize cost-sharing expenditures in the amount of
$75,968.42.
I. Arbor Lakes Gateway Project No. 23-14 award contract
Resolution No. 24-044
Motion to adopt Resolution No. 24-044 accepting bid for Arbor
Lakes Gateway Project No. 23- 14.

ADMINISTRATIVE ITEMS
M. Approval of joint and cooperative agreement for the
formation and administration of the Anoka-Hennepin
Narcotics and Violent Crimes Task Force
A motion to approve and authorize the mayor, city
administrator, and chief of police to execute the joint and
cooperative agreement for the formation and administration
of the Anoka-Hennepin Narcotics and Violent Crimes Task
Force with an effective date of January 1, 2024, and to
continue in effect until terminated in accordance with the
provisions of the agreement.
N. Approval of Intensive Comprehensive Peace Officer
Training and Education Program grant contract agreement
with the Minnesota Department of Public Safety
Motion to approve and authorize the chief of police to execute
the Intensive Comprehensive Peace Officer Training and
Education (ICPOET) Program grant contract agreement with
the Minnesota Department of Public Safety in the amount of
$50,000.
O. City of Maple Grove joint powers agreement with City of
New Hope - North Metro Regional Public Safety Training
Facility
Motion to approve and authorize the mayor and city
administrator to execute the City of Maple Grove joint powers
agreement with the City of New Hope for use of the North
Metro Regional Public Safety Training Facility (NMRPSTF) from
January 1, 2024 through January 1, 2029.

Motion by Councilmember Janigo, seconded by
Councilmember Barnett, to approve the consent items as
presented. Upon call of the motion by Mayor Steffenson,
there were five ayes and no nays. Motion carried.

Special business
Open forum Chris Peterson, 11481 100th Place N, resident of Maple Grove,
wished the Council a happy International Dark Sky Week. He
commented on how Dark Sky International worked to address
light pollution throughout the world. He explained he was the
Board Chair of Starry Skies North which was the regional
chapter for Dark Sky International. He indicated he would like
to speak with the city more about light pollution and whether
or not changes could be made to the city’s lighting
requirements to result in less light output.
Public hearings
Public hearing Public Works and Engineering Director LaBounty stated Project
24-07 consists of local streets in the Dalton Commons,
Assessment Cranberry Meadows, Longstreet Apartments, and Centennial
hearing Crossings Area. The total number of properties proposed to be
assessed in the 2024 program is 194 single family detached
2024 Street units, 327 single family attached units, and 264 apartment
Rehabilitation units. The total combined cost of the projects is estimated to

costs and the city’s policy of funding approximately 50% of the

local street reconstruction costs, the proposed assessment is

$7,550 per lot for single family detached units, $4,530 per unit
for single family attached, and $3,020 per unit for apartments.
The total amount to be assessed to benefitting properties is
$4,741,578. The estimated city contribution is estimated to be
$11,800,894. The city’s contribution will be funded by the
street reconstruction program funding, trunk funds and utility
funds. It is recommended the Council conduct the public

hearing and if all issues are appropriately addressed, adopt
Resolution No. 24-046 ordering the projects and levying special
assessments.
Motion by Councilmember Barnett, seconded by
Councilmember Johnson, to open the public hearing. Upon
call of the motion by Mayor Steffenson, there were five ayes
and no nays. Motion carried.
Mayor Steffenson opened the public hearing at 7:39 p.m. and
asked if anyone would like to address this issue.
Leann June, 17394 93rd Place N, requested the city provide
residents with more information in the letters that are sent
regarding the street improvement projects.
Carmen Dryden, 9456 Jewel Lane, questioned if it was normal
for homeowners to have to pay this much money for a street
assessment.
Mayor Steffenson explained each city manages street projects
differently. He stated some cities assess 100% for street
projects, Maple Grove assessed 50% and other cities may
assess 35% or less. He reported Maple Grove has been
following this assessment policy for the past 25 to 30 years.
Motion by Councilmember Johnson, seconded by
Councilmember Barnett, to close the public hearing at 7:43
p.m. Upon call of the motion by Mayor Steffenson, there
were five ayes and no nays. Motion carried.
Motion by Councilmember Barnett, seconded by
Councilmember Janigo, to adopt Resolution No. 24-046
ordering Dalton Commons, Cranberry Meadows, Longstreet
Apartments, and Centennial Crossings Area Project No. 24-07
and adopting the special assessments against benefitted
lands. Upon call of the motion by Mayor Steffenson, there
were five ayes and no nays. Motion carried.

Heritage City Planner Corrow explained that Heritage Christian Academy
Christian is requesting a conditional use permit for a 38,000 square foot
Academy addition to its existing facility, as well as a rezoning,
conditional use preliminary and final plat approval for an expanded parking
permit, rezoning, area at the south end of the school. He indicated the addition
preliminary and includes a 600-seat performance hall, expanded office area,
final plat large atrium, a storm shelter, and seven additional classrooms.
Staff commented further on the request and stated the
Planning Commission recommended approval.
Tonya Scott, President of Heritage Christian Academy,
introduced herself to the Council and thanked them for
considering her request. She stated she was excited about
what this addition meant to the academy. In addition, she
hoped the new performance center would benefit the
community.
Councilmember Janigo commented on the number of trees
that were being lost for the new parking lot. She asked if more
trees could be replanted to make up for the heavy tree loss.
City Planner Corrow reported the southern lot was heavily
treed and noted the overall property was well over the city’s
minimum requirements.
Councilmember Hanson stated she was excited about the new
addition for the Heritage Christian Academy and looked
forward to seeing how the performance hall may be used by
the public.
Mayor Steffenson explained he was excited to see this private
school thriving in the community.
Motion by Mayor Steffenson, seconded by Councilmember
Barnett, to recommend that the City Council direct the city
attorney to draft a resolution approving the Heritage
Christian Academy conditional use permit, preliminary and
final plat subject to:
1. Events in the gymnasium and performance hall shall
have offsetting schedules so as not to overwhelm the
onsite parking.

any remaining applicable comments contained in the
memorandums from:
a. The Community & Economic Development

e. Hennepin County dated March 20, 2024.
Upon call of the motion by Mayor Steffenson, there were five
ayes and no nays. Motion carried.
Motion by Councilmember Barnett, seconded by
Councilmember Johnson, to recommend that the City Council
direct the city attorney to draft an ordinance approving the
rezoning from R-A, Residential Agricultural to R-2, Single
Family Residential District.
The applicant shall acknowledge that park dedication
requirements are based on staff review and recommendation
to the Park and Recreation Board and their subsequent board
action. Board meetings are held on the third Thursday of each
month.
Upon call of the motion by Mayor Steffenson, there were five

Public works staff was gearing up for spring cleaning, which

Public works staff would be flushing hydrants in the coming
weeks.
The Council commended public works staff for their great
efforts cleaning up the city after the recent snow event.
Administration

Report on City Administrator Nelson explained that the Council has her
upcoming Monday report if there are any questions. She reported the
administration Board of Appeals would be meeting on April 16 and May 2 at 7

Council meeting on April 15, 2024 at 7:30 p.m. Upon call of
