Maple Grove City Council Meeting minutes April 15, 2024 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on April 15, 2024 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Kristy Barnett, Kristy Janigo, and Rachelle Johnson. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Chris LaBounty, Public Works and Engineering Director; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. Recruitment approval deputy city clerk Motion to authorize staff to begin recruitment for the deputy city clerk position in the administration department due to the resignation of Jamy Hanson, which was accepted with an effective date of April 26, 2024. Rush Creek Hollow Project No. 24-03 award contract Resolution No. 24-052 Motion to adopt Resolution No. 24-052 accepting bid for Rush Creek Hollow Project No. 24- 03. P. Rush Hollow Phase 2 Project No. 23-06 award contract and amend developer's agreement Resolution No. 24-041 Motion to adopt Resolution No. 24-041 accepting bid for Rush Hollow Phase 2 Project No. 23- 06 and approving amendment to developer’s agreement for Rush Hollow subject to final review by the city attorney and public works and engineering director. Resolution 24-050 approving membership in the Hennepin County Fire Chiefs Association Motion to approve Resolution No. 24-050 allowing the Maple Grove Fire Department to be a member of the Hennepin County Fire Chiefs Association, Inc. (HCFCA). W. Resolution 24-051 to accept smoke alarm and education program donations This item was removed by Councilmember Hanson for discussion. X. Tuition reimbursement request – Commander Jonathan Wetternach Motion to approve tuition reimbursement for the Master of Public Safety program at University of Virginia for Commander Jonathan Wetternach. Motion by Councilmember Hanson, seconded by Councilmember Barnett, to approve the consent items as amended, removing items 3D (Appointment of city forester), 3G (Proclamation - Arbor Day 2024), 3N (MY RIDE Service capacity and hours expansion), 3R (Acceptance of citizens donations), 3T (Approve transfer of funds for Osseo Maple Grove Hockey Association (OMGHA) contribution to Community Center project), 3U (Proclamation – Light the Night for Fallen Firefighters) and 3W (Resolution No. 24-051 to accept smoke alarm and education program donations). Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Consideration of The following items were pulled from the consent agenda. items pulled from the agenda Regarding Item 3R (Acceptance of citizens donations), Councilmember Hanson acknowledged the four citizen donations totaling $2,350 for the Maple Grove Police Department. She noted these funds would be used to support the high level of service officers provide to the community. Mayor Steffenson thanked the residents for making these donations to the Maple Grove Police Department. Motion by Councilmember Hanson, seconded by Councilmember Johnson, to approve and accept four citizen donations to the Police Department in the amount of $2,350. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3W (Resolution No. 24-051 to accept smoke alarm and education program donations), Councilmember Hanson thanked Scott and Mary Mason for their generous donation to the Maple Grove Fire Department’s smoke alarm and fire education program. Motion by Councilmember Hanson, seconded by Councilmember Johnson, to approve Resolution No. 24-051 to accept donation of $1,000 from Scott and Mary Mason and future monetary donations to support Maple Grove Fire DRAFT Maple Grove City Council Minutes April 15, 2024 Page 7 Department smoke alarm and fire education programs. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3U (Proclamation – Light the Night for Fallen Firefighters), Councilmember Hanson reported May 1 through May 5 would serve as Light the Night for Fallen Firefighters in memory of Maple Grove Firefighter Michael Paidar. She stated Maple Grove Town Green would be lit red in honor of this fall firefighter. Motion by Councilmember Hanson, seconded by Councilmember Johnson, to proclaim May 1 to May 5, 2024 as Light the Night for Fallen Firefighters in memory of Maple Grove Firefighter Michael Paidar. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3N (MY RIDE Service capacity and hours expansion), Councilmember Barnett reported Maple Grove provides its own transit services in the community. She explained MY RIDE was a micro transit service that curb to curb bus rides for the general public. She reviewed the current hours and reported additional busses were being added along with expanding the hours to 6:30 p.m. effective May 1. She stated she fully supported the expanded hours and services for Maple Grove residents. Motion by Councilmember Barnett, seconded by Councilmember Hanson, to approve Maple Grove Transit’s MY RIDE program to add 16 additional daily service hours and extend weekday service to 6:30 p.m. effective on May 1, 2024. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3D (Appointment of city forester), Councilmember Janigo stated this item would approve the hire of Shane DeGroy as the city’s forester. She discussed Mr. DeGroy’s work experience and noted this was a new position for the City of Maple Grove. She appreciated the fact the City was hiring a city forester and commented on the numerous ways this position would benefit the community. DRAFT Maple Grove City Council Minutes April 15, 2024 Page 8 Councilmember Johnson stated she appreciated the fact the city would have a dedicated city forester and discussed how the work he would complete would complement the efforts of the Arbor Committee. Motion by Councilmember Janigo, seconded by Councilmember Hanson, to approve the hire of Shane DeGroy to the position of city forester, subject to a 12- month probationary period. All pre-employment requirements have been successfully completed. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3G (Proclamation - Arbor Day 2024), Councilmember Johnson reported Saturday, April 27 would serve as Arbor Day in the City of Maple Grove. She explained an Arbor Day event would be hosted at the Maple Grove Community Center on April 27 from 12 to 3 p.m. Motion by Councilmember Johnson, seconded by Councilmember Janigo, to proclaim Saturday, April 27, 2024, as Arbor Day in the City of Maple Grove. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3T (Approve transfer of funds for Osseo Maple Grove Hockey Association (OMGHA) contribution to Community Center project), Mayor Steffenson thanked the OMGHA for their generous contribution to the Community Center Renovation and Expansion project. Motion by Mayor Steffenson, seconded by Councilmember Johnson, to authorize a transfer from the city’s LTD fund to the Community Center Renovation and Expansion Capital Improvement fund in the amount of $4,181,854.00. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Special business Mayor Steffenson congratulated City Clerk Amy Dietl for receiving the Master Municipal Clerk designation. Open forum Glenn and Pat Shatava, 13858 95th Avenue North, noted he has lived in the Shores of Elm Creek for the past 33 years. He DRAFT Maple Grove City Council Minutes April 15, 2024 Page 9 expressed concern with the fact the property owner at 9601 Annapolis was in the process of building a chicken coop without a permit. He noted this neighbor was hoping to have 20 chickens, which were currently being housed at 13882 95th Avenue North. He reported when he moved to his home within the Shores of Elm Creek, he had to sign covenants and he did not believe chicken coops were allowed. He indicated the neighbors currently have peacocks, ducks, pigs and would now be adding 20 chickens. Mayor Steffenson thanked Mr. Shatava for bringing this concern to the Council. He stated staff could look into this matter further. Public hearings Public hearing Public Works and Engineering Director LaBounty stated Council previously received the feasibility report for Rush Hollow North Rush Hollow Project No. 24-10. The cost of the improvements benefitting North Project No. this development is estimated to be $1,456,600. Those costs, 24-10 together with area trunk assessments of $483,152.06 result in a proposed total assessment of $1,939,752.00 for the Rush Resolution No. Hollow North Project No. 24-10, which equates to $77,590.08 24-056 per unit. It is recommended that Council hold a public hearing and adopt a resolution ordering Rush Hollow North Project No. 24-10, receiving surety and ordering plans and specifications. Motion by Councilmember Hanson, seconded by Councilmember Barnett, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7:51 p.m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Janigo, seconded by Councilmember Barnett, to close the public hearing at 7:52 p.m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Community and economic development items Report on Community and Economic Development Director Hogeboom upcoming updated the Council regarding the following: community and economic  Experience Maple Grove would be hosting an event on development Thursday, April 18 at Central Park at 5 p.m. items  The Planning Commission would meet next on Monday, April 29. Engineering- public works items Report on Public Works and Engineering Director LaBounty updated the upcoming Council regarding the following: engineering  MNDOT has closed the 63rd Avenue bridge over TH169 items through October of 2024.  TH169 will be closed this Friday from 10 p.m. to 5 a.m. on Monday. Administration items Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She reported the administration Board of Appeals would be meeting on Tuesday, April 16 at 7 items p.m. and would hold the Reconvene meeting on Thursday, May 2 at 7 p.m. She explained the Gravel Mining TIF amendments were included in the house omnibus tax bill and the senate would be holding a hearing on Wednesday. DRAFT Maple Grove City Council Minutes April 15, 2024 Page 11 Items added to None the agenda Adjournment Motion by Councilmember Janigo, seconded by Councilmember Johnson, to adjourn to the regular City Council meeting on May 6, 2024 at 7:30 p.m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays.
