Maple Grove City Council Meeting minutes February 3, 2025 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on February 3, 2025 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Acting Mayor Rachelle Johnson, Councilmembers Kristy Janigo, Mike Ostaffe, and Jon McCullough. Absent was Mayor Mark Steffenson. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; - Chris LaBounty, Public Works/Engineering Director; and Justin Templin, City Attorney. Acting Mayor Johnson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. Amend assessment amount Street Rehab Project No. 24-07 Resolution No. 25-025 Motion to adopt Resolution No. 25-025 amending the assessment for 9495 Garland Lane and entering into settlement agreement with Shyam, LLC as part of city Project No. 24-07. D. CSAH 101 - 73rd Ave to 83rd Ave Project No. 22-10 cooperative agreement amendment Resolution No. 25-026 Motion to adopt Resolution No. 25-026 approving amendment no. 1 to construction cooperative agreement No. PW 25-34-22 with Hennepin County and authorizing the mayor and city clerk to execute the agreement. E. Fire Station 1 Roof Replacement Project No. 23-17 final acceptance Motion to approve the final acceptance of the Fire Station 1 Roof Replacement Project No. 23-17 completed by Jackson and Associates, LLC, subject to the warranty provisions of the contract and statutory law. F. Project Nos. 23-19, 23-20, and 23-21 Change order No. 1 and final acceptance Motion to approve change order No. 1, final acceptance and Maple Grove City Council Minutes February 3, 2025 Page 3 payment for Maple Grove Addition Water Quality Pond Maintenance Project No. 23-19, Meadowview Estates Water Quality Pond Maintenance Project No. 23-20, and Sharp 2nd/Brown’s Duck Pond Water Quality Pond Maintenance Project No. 23-21 completed by Peterson Companies, Inc. subject to the warranty provisions of the contract and statutory law. G. Sureties - 02-03-25 Motion to approve the surety actions. ADMINISTRATIVE ITEMS H. 2025 park dedication rates Motion to continue the park dedication rate of $4,092/unit for a single-family residential subdivision filed with Hennepin County for a period beginning February 1, 2025 and ending January 31, 2026 based on the City Ordinance. Motion to continue the park dedication rate of $6,500/acre for an industrial subdivision and $11,000/acre for a commercial subdivision filed with Hennepin County for a period beginning February 1, 2025 and ending January 31, 2026 which amount is based on the city policy established pursuant to Resolution No. 88-120. Veterinary Emergency Group at 7855 Elm Creek Blvd N., Suite 130 J. Approve claims Motion to approve claims totaling $ 3,537,844.97. Motion by Councilmember Janigo, seconded by Councilmember McCullough, to approve the consent items as presented. Upon call of the motion by Acting Mayor Johnson, there were four ayes and no nays. Motion carried. Consideration of None items pulled from the agenda Special business Open forum There were no open forum issues brought before the Council at this meeting. Swearing in and Interim Fire Chief Thompson stated he was pleased to badge pinning of announce the appointments, swearing in, and badge pinning of newly appointed Assistant Chief Chris Baker, Battalion Chief Chad Van Curler, officers and paid Battalion Chief Riley Slimmer, along with paid on-call on-call Firefighters Charles Brandon, DeVan Helmoski, Connor Rose, firefighters Niko Tsatsos, and Richard Wayman. He explained these individuals have demonstrated exceptional dedication, skill, and leadership, and he was confident they would serve the department and community with distinction. He looked forward to their continued contributions within the department. He stated the Maple Grove Fire Department would also like to extend gratitude to these individuals’ families for their time and sacrifice as they support their firefighter. Acting Mayor Johnson administered the oath of office, badges were pinned on and a round of applause was offered by all in attendance. Maple Grove City Council Minutes February 3, 2025 Page 5 Maria’s Voice Lissa Weimelt, founder of Maria’s Voice, provided a brief presentation update to the City Council on new initiatives being pursued by Maria’s Voice in their fight against domestic violence. Angie Bottema, Director of Maria’s Voice, commented on the new materials that were created in 2024 for prevention members. She explained these materials were now available in English and Spanish. Ms. Weimelt discussed a federal grant Maria’s Voice recently received and commented on the work she has been doing with local faith communities. She reported she had record attendance, both online and in person at the 5th annual tribute in 2024. She thanked the city for providing the Phenow Pavilion for tribute and thanked all of the volunteers/local businesses who assisted with the tribute. She thanked Sergeant Brost for the Purple Patch Initiative. She stated she greatly appreciated the efforts of the Maple Grove Police Department to keep people safe. She reported in 2025 she would be creating new PSA video’s where men speak up about domestic violence, new color books would be created along with new educational materials. She explained she would be working with Chief of Police Werner and three other police chiefs in the coming year to address teen dating violence. She stated she would continue to work hard this year and would be out and about in the community. She thanked the City Council and city staff for their continued support of Maria’s Voice. Councilmember McCullough thanked Maria’s Voice for being a blessing in the community. Councilmember Janigo stated she valued the city’s partnership with Maria’s Voice. She explained she has learned a great deal from Maria’s Voice over the years. She thanked Maria’s Voice for all of their efforts on behalf of the community. Acting Mayor Johnson reported the Mayor was very sad to not be in attendance at this meeting. She explained the city was honored to join in this work with Maria’s Voice. She thanked Maria’s Voice for being a pioneer in this area and for making waves beyond Maple Grove. Councilmember Ostaffe thanked Maria’s Voice for their Maple Grove City Council Minutes February 3, 2025 Page 6 tremendous efforts on behalf of the community. Community and economic development items Report on Community and Economic Development Director Hogeboom upcoming updated the Council regarding the following: community and economic  The City Council would be holding Planning Commissioner development interviews on Tuesday, February 11. items  Staff introduced recently hired Economic Development Manager Jennifer Monson to the City Council. Engineering- public works items Report on Public Works/Engineering Director LaBounty updated the upcoming Council regarding the following: engineering  The Suburban Transit Association’s legislative breakfast has items been postponed to a future date. Administration items Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She reported the administration city’s Gravel Mining Area TIF amendments would have a senate items hearing on Thursday, February 6. She indicated the Municipal Legislative Breakfast would be held on Friday, February 7 at 7:30 a.m. Items added to None the agenda Adjournment Motion by Councilmember Janigo, seconded by Councilmember Ostaffe, to adjourn to the regular City Council meeting on February 18, 2025 at 7:30 p.m. Upon call of the motion by Acting Mayor Johnson, there were four ayes and no nays.
