City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Wednesday, January 15, 2020 9:00 AM Community Room Beach and Coastal Resources Advisory Committee Chair: Maria Lamb Vice-Chair: Robert Eastman Members: Donald Bonica, Ray McChesney, Judy Novak, Nathaniel O'Donnell, Drew Tyler Staff Liaisons: Captain Dave Baer, Tonia Selmeski Beach and Coastal Resources Meeting Minutes - Final January 15, 2020 Advisory Committee (1) CALL TO ORDER Chair Lamb called meeting to order 3:00 p.m. (2) ROLL CALL Present: 7- Member Novak, Member ODonnell, Member McChesney, Member Bonica, Member McCann, Chair Lamb and Vice-Chair Eastman (3) PLEDGE OF ALLEGIANCE Led by Chair Lamb. (4) APPROVAL OF THE AGENDA MOTION by Chair Lamb, seconded by Member McChesney, to add to 10. New Business Item c. Meeting Schedule and Item d. Elections of Chair/VC that the MOTION be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Novak, Member ODonnell, Member McChesney, Member Bonica, Member McCann, Chair Lamb and Vice-Chair Eastman (5) APPROVAL OF THE MINUTES ID 19-693 BchCRAC Draft Minutes December 18, 2019 Consensus 7-0 to approve the Minutes for December 18, 2019. (6) STAFF COMMUNICATIONS Mr. Baer reported December beach report not completed, (one month behind) discussed November Beach Report. He stated there are only have three (3) part-time officers 29 hrs. per week assigned to beach duty. If see violations, say something and contact Marco Island Police Department at 239-389-5050/5060 to get routed accordingly. Dispatching done by Collier County Sheriff office, will transfer call to officers with radios. Madeira beach code violation going to Magistrate January 20, 2020 with two cases. Moth ball violation going back to magistrate, case dropped, then reconsidered, attorney responded after continuance. (7) PUBLIC COMMENT There was no public comment. (8) PRESENTATIONS There were no presentations. (9) OLD BUSINESS a. Where is Gopher Tortoise Sign? Mr. Baer rescinded Chair Lamb's Motion to order gopher tortoise (GT) signs due sign already ordered yesterday. Director Pinter ordered 100 sign poles. Thor Guard Lightning System Update Chair Lamb updated installation of Thor Guard Lightning System on South Beach and Tigertail on Monday. She thanked Collier County for working on grant two years. Per Mr. Baer, there were no updates from MIPD and Public Works on lighting of Madeira walkway. c. Burrowing Safe Harbor Agreement Update Chair Lamb reported Incentive Program on agenda Tuesday at City Council meeting. She requested committee review (13 pages) City website and peruse presentation. d. Sea Turtle Lighting Protection Discussion Chair Lamb signed up for Sea Turtle Workshop on February 25th, 9:30 am.-12:30 p.m. Vice Chair Eastman working with City of Naples, and Florida State. Mr. Baer stated Marco Island has more special restrictions with higher fines for City Council to approve. Chapter 162 allows for certain conditions, on light violations, no deaths or disorientation with maximum penalties. Ordinance clearly states irreparable. e. Revise Penalty Section of Protected Species Ordinance Committee and Mr. Baer had open discussion on who is responsible to revise penalty section of ordinance. All agreed to leave to City Council, staff or City Manager for better direction. Chair Lamb noted if topic is presented to committee, encourage people to voice opinion with City Council (10) NEW BUSINESS a. (added from Motion) Monthly Meeting Schedule - met with City Clerk, frequency of meetings are not mandated. Some met quarterly, some met bi-monthly. Be more proactive in community. Propose discussion every other month, 6 months a year and other 6 months, reach out to community. DB - can it be done via phone. unable to make some meetings. RMC - calling in community would not be seeing (will be quorum) ML - CC wanted to call in, give questions to PAM. DB - Defer to City Attorney what requirements are. Call in meeting for absent member needs approval regarding Sunshine and public records issue. Refer to City Attorney. NO - good idea to call in, if have enough people here. RMC - Agree to call in. RE - alot to discuss, be ready with certain notice, add another, with ample notice. JN - Unan Meet every other month RE with proper notification, Chair will offer an extra meeting depending on topics.ADopt every other month meeting, if something comes up, notify members, 6 meetings a year based MOTION by Member Bonica, seconded by Vice-Chair Eastman, that this be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Novak, Member ODonnell, Member McChesney, Member Bonica, Member McCann, Chair Lamb and Vice-Chair Eastman a. 2020 Beach Goals City of Marco Island Florida Page 2 Beach and Coastal Resources Meeting Minutes - Final January 15, 2020 Advisory Committee Vice Chair Eastman (committee representative) will compile presentation on 2020 business goals to City Council in February 2020. MOTION by Member McChesney that the MOTION be Approved. There was no seconder. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Novak, Member ODonnell, Member McChesney, Member Bonica, Member McCann, Chair Lamb and Vice-Chair Eastman b. Environmental Stewardship Achievement Award Discussion Chair Lamb reported City Councilor Roman doing white paper on EST award, see what role committee will play. Committee had open discussion on eight (8) items for 2020 Goals, narrowed goals (assign teams to be active in community). Chair Lamb will revise goals and forward to committee to vote at next meeting. c. Meeting Schedule Chair Lamb changed monthly meetings to every other month. All agreed 7-0. d. Elections - Chair/Vice Chair Vice Chair Eastman nominated Chair Lamb to stay on as Chair, second by Donald Bonica, motion adopted. Member McChesney nominated Vice Chair Eastman to stay on as Vice Chair, no second, all agreed. MOTION by Vice-Chair Eastman that this be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Novak, Member ODonnell, Member McChesney, Member Bonica, Member McCann, Chair Lamb and Vice-Chair Eastman (11) COMMITTEE COMMUNICATIONS a. January 11, 2020 Beach Clean-Up Member McCann, McChesney and Novak attended last beach clena up. Member McChesney thanked MIA and Girl Scouts for sponsoring clean up with over 130 volunteers starting at South Beach, then Tigertail. Next scheduled clean up February 1st sponsored by Boy Scouts. b. Wildlife Injuries Due to Fishing Line Entanglements/Hooks Fish entanglements found on beach injuring animals, good policy to prepare for injured animals with empty boxes on hand. Need community support to volunteer for transporting injured animals to Rookery Conservancy. c. Beach Stewardship Program - Worth Reviving? JN - Revive to keep beach clean and safeDiscussion with committee and Mr. Baer on Beach Stewardship Program. ML - we have funds to piggyback on stewardship , fund Brittany (Audubon) and see how City of Marco Island Florida Page 3 Beach and Coastal Resources Meeting Minutes - Final January 15, 2020 Advisory Committee she does with wildlife. Piggyback on here education. Weekly help to find her RE - stewardship problem, need lead volunteer coordinator to take on responsibilities, will not go anywhere, need dedicated person, need time and energy for person, need key person or pay volunteer. ML - need key person to educate people and present the need before City Council. Funding initiative for protection of MI wildlife. Can discuss how to continue to move forward to fund something. DB - be careful with funds by not creating employees from City, PD supports beach stewardship program, had 3 hr. training session. Difficult to believe that there are not enough (5) people to come out and educate people on beaches. Ray - can get beach stewards, we do not have anything for them to do. need someone to oversee beach stewardship program. RE - can MIPD be leader coordinator - DB difficult to know commitment, can be point of contact, can keep schedule, not sure involvement. RE - Dave has 2 volunteers, just came into MIPD requesting volunteering for beaches. Beach patrollers announce volunteer opportunities. ML make more manageable, easier to get volunteers who need directions/goals. JW Marriott doing better with customers. continue to discuss d. Discussion: How Relevant is BchCRAC to Community/City Council? - 2020 Ruth - do have a lot of people come to meeting, many people watch meeting, word gets out. NO - some peers do not come up to him, doing very well for community, peer agree, not active Ray - Big Clean up sponsored by BAC - get a lot of attention RE - essential point for Audubon Western Everglades and interaction with City and volunteer work. Can do preliminary discussions on many goals, not critical as MIPD, Environment is important part of MI image. Clean up are visible, Judy - very relevant - identity is beach if vital, keep clean in positive matter. Donald - City Council deals with crime, can filter issues and help accomplish more being committee. ML - Environment and quality of life.
