Thursday, January 16, 2020 9:00 AM Community Room (1) CALL TO ORDER Chair Woodworth called the meeting to order at 9:00 a.m. (2) ROLL CALL Present: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson Absent: 1- Member Wilson (3) PLEDGE OF ALLEGIANCE Led by Chair Woodworth (4) APPROVAL OF THE AGENDA MOTION by Member Thompson, seconded by Vice-Chair Crain, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson (5) APPROVAL OF THE MINUTES ID 19-697 Draft of December 19, 2019 Waterways Advisory Committee Meeting Minutes MOTION by Member Thompson, seconded by Vice-Chair Crain, that the December 19, 2019 Waterways Advisory Committee meeting minutes be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson (6) STAFF COMMUNICATIONS a. Monthly Water Testing Update City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final January 16, 2020 Jason Tomassetti, Storm Water Engineer stated that he still has not received the December water testing results but as soon as he receives them he will email them out to the committee. b. ERD Update There will be a kickoff meeting sometime around February and Jason Tomassetti, Storm Water Engineer, will keep everyone in the loop on when exactly it'll be. What they will do is take ERD Specialist, Dr. Harper around the island so he can pinpoint some locations to test. (7) PUBLIC COMMENT Marco resident, Phil, 1854 Woodbine Court, questioned Chair Woodworth what has the city specifically done regarding the Florida D.E.P letter. Chair Woodworth responded saying that there has not been a response to the letter yet. Marco resident, David, came to the stand and explained that we live in a beautiful island however there is no code enforcement. He feels that there should be more control and restriction to limit waste going into the canals. (8) PRESENTATIONS None (9) OLD BUSINESS a. Marketing Proposal/Educational Brochure – Member Wilson Will provide it for the next meeting. b. Fish Kill Cleanup - Chair Woodworth Chair Woodworth asked Jason Tomassetti, Storm Water Engineer, if there were any updates on the Fish Kill cleanup in where he responded with "not at the moment." Member Sokol said he is looking into some details and gathering some information about the fish kill cleanup. Member Sokol stated that when it comes to picking up dead fish you do not need a permit however it does matter where the fish are being dumped. Looking into it Member Sokol was able to find that with a permit his company can gather the fish and dump it 3 miles or father off shore. c. MS4 Ordinance – Chair Woodworth Chair Woodworth presented some question, answers, and history of the MS4 Ordinance to the committee and the floor.The committee's goal with this information is to either amend or create a new MS4 Ordinance. MOTION by Member Trotter, seconded by Member Roth, that this ordinance is taken to City Council to Approve.THE MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson ID 19-702 Discussion d. WAC Mission Statement – Member Sokol Member Sokol presented to the committee documents of the previous mission statements and proposals for a new one for the Waterways committee. The committee looked over both proposals City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final January 16, 2020 and made a motion to go with draft 2. The mission statement says the following "The mission of the Marco Island Waterways Advisory committee is to help guide City Government in its actions on matters including boating activities, public awareness and water quality to enhance the safe and enjoyable use of the precious waters which comprise and surround Marco Island." MOTION by Member Trotter, seconded by Vice-Chair Crain, that draft #2 be Approved.THE MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Member Roth, Member Sokol, Chair Woodworth, Vice-Chair Crain, Member Trotter and Member Thompson (10) NEW BUSINESS a. BMPs & Citizen Participation Chair Woodworth feels that the city should have a broader initiative and focus on other things beside vacant lots and construction practices. As a whole island we should all get together to approve and restore water restoration. ID 19-704 b. Code Enforcement Discussion Councilor Young and Chair Woodworth met with the Police Chef Frazzano regarding Code Enforcement. At the moment they do not have full-time code enforcement staff currently they are all part-timers. The reason why code enforcement is low on staff is also because of their budget. Members of the Waterways committee feel that there should be a change in Code Enforcement.
