(1) CALL TO ORDER
Chair Lamb called the meeting to order at 9:00 a.m.
(2) ROLL CALL
Present: 6- Member Bonica, Vice-Chair Eastman, Member McChesney, Member O'Donnell,
Member Tyler and Chair Lamb
(3) PLEDGE OF ALLEGIANCE
(4) APPROVAL OF THE AGENDA
Chair Lamb requested changes to the Agenda cover page on Member Andrew’s name. She also requested
a change on Item Number 7 for time certain to 9:30am and added a new Item under new business.
MOTION by Chair Lamb, seconded by Member McChesney, that theAgenda be
Approved with the suggested edits. MOTION CARRIED BY THE FOLLOWING

(5) APPROVAL OF THE MINUTES
Chair Lamb requested changes on the May 20 Minutes. On the cover page Member Andrew’s name and on
Old Business, agenda item e. should reflect 2021, not 2020 Beach and Coastal Goals.
MOTION by Member McChesney, seconded by Member ODonnell, that that the
Minutes of May 20, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING

ID 20-925 Beach and Coastal Resources Advisory Committee Minutes of 5/20/2020.
(6) STAFF COMMUNICATIONS
Tonia Selmeski informed that Member Novak has resigned from the committee which leaves an open seat
moving forward for a new appointment.
Tonia Selmeski updated the Committee on the sea turtle activity report that was received by Collier
County. As of July 13th, Marco Island had 84 total nests compared to 81 from last year, 154 total false
crawls compared to 172 last year and a total of 5 nests hatched this year.
She also mentioned to the Committee if they had any questions regarding Code Enforcement beach
patrol, to let her know as she will be meeting with Code enforcement.
Vice Chair Eastman added his concerns on sanitary wipes. He mentioned that they are becoming a big
trash item as people are wiping down their chair and leaving them along the beach areas.
Chair Lamb suggested to add under Old Business Agenda Item, Trash on The Beach as a discussion for

Councilor Roman present a Certificate of Appreciation to Ruth McCann for serving 8 years of dedicated
service as a member of the Marco Island Beach & Coastal Resources Advisory Committee.
(7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.)
Jamie Bowden Director of Guest Experience at JW Marriott Marco Island informed the committee that JW
Marriott has been cleaning up the beach and making sure all departments are involved not only the
recreation department. He hopes that as a resort they have shown an improvement because they have put
a lot of effort and resources towards the Beach clean-up.
Chair Lamb considers having Jaime Bowden available during the Trash on the Beach discussion since he
has the largest footprint at the Beach.
Vice-Chair Eastman asked Jamie Bowden if he is aware of the discussions on the new rules on sea turtle
lighting and ready to take those changes to the JW Marriott to ensure appropriate lighting in the evenings.
Jamie Bowden will forward any changes to the Director of Engineering Rich Lutz.
(8) PRESENTATIONS
a. ID 20-927 Sea Turtle Nesting Season Update - Andrew Tyler
Member Tyler presented a Sea Turtle Season Update to the Beach Committee. He mentioned that since
the last meeting he has been working on several things to improve Sea Turtle Season. He believes that
the City has a lighting problem due to the high number of disoriented crawls last year and has suggested
to be aware of this situation during the ordinance revision.
(9) OLD BUSINESS
a. ID 20-928 Timeline for Final Draft of the Sea Turtle Lighting Ordinance
Tonia Selmeski updated the Committee members on the timeline for final draft of the Sea Turtle Lighting
Ordinance. All appropriate departments have commented, and it is now being reviewed by the City
Attorney. Moving forward, there will be a public workshop for the last week in August or the first week of
September and take those comments for discussion to the September Beach & Coastal Resources
Advisory Committee. Then there will be a first reading of the Ordinance at the October 5th City Council
meeting followed by a second reading on the November 9th City Council meeting.
Member McChesney recommended Tonia fix the dates for the workshop as he believes the dates being
proposed are the weeks that will probably have less residents in Marco Island.
b. Sea Lighting Ordinance
Tonia Selmeski updated the committee members on the Sea Lighting Ordinance which was been
discussed internally, and still waiting on the City Attorney comments. She mentioned considering the
option for grandfathering because there is not a specification about existing buildings.
c. ID 20-929 2020 Budget Allocation
Chair Lamb requested information from Tonia Selmeski on the 2021 Budget request.
Tonia Selmeski mentioned that she did not have any updated information on the 2021 Budget request
approval.

Chair Lamb mentioned that it was time to allocate funds and she proposed a $2,500 allocation for the
Gopher Tortoise and $2,500 for the survey and sponsorship for a graduate student.
MOTION by Vice-Chair Eastman, seconded by Member Bonica, To Approved not
to increase the Budget Allocation for any mailing services. MOTION CARRIED BY
THE FOLLOWING VOTE:
