(2) ROLL CALL Present: 6- Vice-Chair Crain, Member Roth, Member Sokol, Member Thompson, Member Trotter and Chair Woodworth Also Present Tim Pinter, Public Works Director Jason Tomassetti, Storm Water Engineer (by phone) (3) PLEDGE OF ALLEGIANCE Led by Chair Woodworth. ID 20-939 June 18, 2020 Waterways Advisory Committee Meeting Minutes MOTION by Vice-Chair Crain, seconded by Member Thompson, that Item 9e. of the June 18, 2020 Minutes be Amended to note " ... that the Committee also agreed to request that details of the procedure to resolve how these issues are recorded ..." be added to the Minutes. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final July 16, 2020 Yes: 6- Vice-Chair Crain, Member Roth, Member Sokol, Member Thompson, Member Trotter and Chair Woodworth (6) STAFF COMMUNICATIONS Public Works Director Tim Pinter noted that he and Storm Water Engineer Jason Tomassetti would jointly provide updates and address questions on the Staff Communications items listed below: a. Monthly Water Testing Mr. Tomassetti noted that the County's monthly water testing results for May had been provided to the members of the Committee and that those results will be posted to the City's website. The County's monthly water testing results for June are expected to be available during the week of July 20th. Members of the Committee noted and discussed several of the nutrient results observed in the May report, and Member Trotter asked about the status of previously-requested human fecal coliform bacteria testing in Smokehouse Bay for the area around Jane Hitler Park. Mr. Tomassetti responded with updated information that he had recently received from the County on the feasibility of such testing given the requirements and direction issued by the Florida Department of Environmental Protection. At the request of Chair Woodworth, Mr. Tomassetti agreed to provide the Committee with a copy of his correspondence with the County on this issue. b. ERD (Environmental Research & Design, Inc.) Update Mr. Tomassetti indicated that approximately 50% of ERD's testing program is complete and that continued sampling will be conducted through October. Analysis and reporting by Environmental Research & Design, Inc. will commence at the conclusion of the sampling and testing phase of the project. c. RFP – WQ Testing Messrs. Pinter & Tomassetti reported that four (4) State-qualified providers responded to the City's Request for Proposal. In discussing specifics of the submissions, the Committee's Vice-Chair noted that at least one provider's quote compared favorably with the County's cost for providing the same service. Public Works Director Pinter outlined the next steps in the process for the City to narrow the selection of a provider, and he indicated that the identification of the selected provider could come as soon as the week of July 20th. (7) PUBLIC COMMENT No one came forward to speak at Chair Woodworth's invitation for public comment. (8) PRESENTATIONS No formal presentations were made during the meeting. (9) OLD BUSINESS a. Marketing/Educational Brochure – Member Sokol Two (2) tri-fold brochure concepts were hand-delivered by courier to the Committee and addressed remotely by Member Sokol: City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final July 16, 2020 1) "Healthy Waterways Begin With You", and; 2) "Clean Boating Habits" After considerable discussion and input by members of the Committee, Chair Woodworth commended Member Sokol for his work in developing both brochures, and he requested that Member Sokol send revised 'final' drafts to Jason Tomassetti for inclusion on the agenda of the next Waterways Advisory Committee meeting. (+) Derelict & Abandoned Boats in Marco Island Waterways Chair Woodworth spontaneously re-opened discussion from the June 18th meeting of the Committee regarding derelict and abandoned vessels in Marco's waterways. Looking to receive additional information and update on which department(s) or agencies might have jurisdiction and the responsibility to remove such vessels from the waterways, he looked to Public Works Director Tim Pinter for response. Mr. Pinter referred to a recent letter of response to Chair Woodworth from Marco Island Police Chief Tracy Frazzano on this topic. Committee discussion ensued regarding what might constitute a "severe case" and a "safety hazard" as noted in Chief Frazzano's letter, and Member Roth noted the "hazard" and "danger" inherent in any vessel that sinks with fuel onboard. Chair Woodworth indicated an intention to follow up on this topic with Chief Frazzano. b. Fishkill Cleanup – Chair Woodworth Chair Woodworth reported to the Committee the response that he received from City Manager McNees on the subject of fishkill cleanup in a recent conference call in which Public Works Director Pinter and Storm Water Engineer Tomassetti also participated. Mr. Pinter expanded upon Chair Woodworth's summary by adding specific details on the fixed mobilization / demobilization and hourly engagement costs of employing the state-contracted provider used by Collier County and the City of Naples for "significant" fish kill cleanups. Chair Woodworth pointed to the City of Sanibel's Public Works Department low-cost approach, and he expressed hope that Marco Island's City Staff consider deploying a similar low-cost approach on "minor" fish kill events. c. Swale Grading – Chair Woodworth ID 20-938 Swale Grading - Chair Woodworth At the request of Chair Woodworth, Public Works Director Tim Pinter reviewed and explained the swale grading approach and standards employed by the City of Marco Island. He took questions from members of the Committee and provided examples of various scenarios and applications in effect around the Island. Related questions regarding storm water runoff, swale water retention, percolation and swale maintenance budget allocations for 2020 and 2021 were also addressed. d. Marine Sanitation – Chair Woodworth Chair Woodworth cited the recent nine (9) question email from the Waterways Advisory Committee to Police Chief Frazzano on Police Department and Code Enforcement Department policies and practices relative to marine sanitation and vessel mooring issues around the Island. City of Marco Island Florida Page 3 Waterways Advisory Committee Meeting Minutes - Final July 16, 2020 Members of the Committee discussed Chief Frazzano's reply and offered comment on the practical application of her and City Attorney Alan Gabriel's response on this issue. Public Comment: Mr. Jack Williams, Colonial Avenue, expressed frustration with what he perceives as a lack of support for the work of the Waterways Advisory Committee by members of the City Council. (10) NEW BUSINESS No New Business items were brought forward for discussion during this portion of the meeting. (11) COMMITTEE COMMUNICATIONS Member Trotter asked for an update on the progress in identifying and installing a seventh member on the Waterways Advisory Committee. Chair Woodworth indicated that he had received communication from City Clerk Laura Litzan that new City Councilor Greg Folley is currently reviewing resumes for this opening and that a candidate will likely be identified for City Council review and approval at its August meeting. Vice-Chair Crain indicated his inability to be present for the scheduled August meeting. A discussion regarding the ability of the Committee to achieve a quorum in August ensued. MOTION by Member Thompson, seconded by Member Trotter, that the cancellation of the scheduled August 20, 2020 Waterways Advisory Committee, be Approved.
