51 Bald Eagle Drive City of Marco Island Florida Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Beautification Advisory Committee Chair: Andrew Kirlin Vice-Chair: Maria Tobin Members: Becky Irwin, Peter Strungis, Shelli Connelly, Mary Beth Cummings City Staff: Timothy Pinter, P.E., Diana Aviles Wednesday, August 5, 2020 3:00 PM Community Room (1) CALL TO ORDER Chair Kirlin called the meeting to order at 3:00 pm. (2) ROLL CALL Present: 6- Chair Kirlin, Member Tobin, Member Strungis, Member Connelly, Member Irwin and Member Cummings (3) PLEDGE OF ALLEGIANCE Led by Chair Kirlin. (4) APPROVAL OF THE AGENDA MOTION by Member Strungis, seconded by Member Irwin, that the Agenda be Amended to have Arbor Day included in Old Business under section (d) be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Tobin, Member Strungis, Member Connelly, Member Irwin and Member Cummings (5) APPROVAL OF THE MINUTES ID 20-957 Beautification Advisory Committee Minutes of July 1, 2020 MOTION by Member Connelly, seconded by Member Cummings, that the Minutes be Approved. MOTION CARRIED by the following vote: Yes: 6- Chair Kirlin, Member Tobin, Member Strungis, Member Connelly, Member Irwin and Member Cummings (6) STAFF COMMUNICATIONS a. Staff Update Public Work Director told the Committee that the two medians are finished. Affordable Lawn Care is maintaining the landscaping around the Island and keeping the trees well maintained. Member Connelly mentioned to Mr. Pinter about the missing tree from the last meeting, Mr. Pinter will look into City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final August 5, 2020 it and have it placed in. (9) OLD BUSINESS a. Utility Wrap-Update The Committee will be using SpeedPro as the vendor for the Utility Wraps.The vendor sent out a representative to see the utility boxes. Since the utility boxes are overly oxidized SpeedPro told Member Connelly she will need to get them cleaned, sanded and painted. Member Connelly then requested the Committee to put in a bid for a vendor to clean, sand and prime the boxes. The Committee agreed and made a motion. MOTION by Member Connelly, seconded by Member Irwin, to have the utility boxes sanded, cleaned, and painted. The cost must not exceed $4,000 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Tobin, Member Strungis, Member Connelly, Member Irwin and Member Cummings b. 2020 Marco in Bloom Contest- Recognition of Winners Vice Chair Tobin announced to the Committee that it's ready to announce the winners for the Marco Island Bloom Contest. c. Bio-Swales Plan- Recommendations Chair Kirlin gave a presentation regarding Bio-Swales, he provided an overall description of Bio-Swales and displayed to the Committee landscape examples. The Committee would like to cooperate more Bio-Swales into the landscape for Marco Island to create more of natural environment. Chair Kirlin also mentioned to the Committee about "Adopt-a-bio-swale." With Adopt-a-bio-swale residents and businesses will be allowed to adopt Cul-de-sac and medians. This would be a trial/pilot program for either 1 year or the first approved. Chair Kirlin read off to the Committee a list of requirements for the program. ID 20-953 Bio-Swale MOTION by Chair Kirlin, seconded by Member Strungis, that 'Adopt your Swale as a Bio-Swale program' be implemented on Marco Island as a trial/pilot program for either 1 year or the first 5 approved for Bio-Swales. At which time, any issue can be addressed and corrected. This Bio-Swale Program would then either be renewed annually or permanently. The University of Florida would need to verify that plants are 'Florida-Friendly' and that the design is a Bio-Swale.The Committee will also have to verify the applicants design to be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Tobin, Member Strungis, Member Connelly, Member Irwin and Member Cummings d. Arbor Day Since the Committee is limited to public events Member Irwin spoke with Samantha Malloy, Manager of Parks & Recreation about Arbor Day. Since Parks and Recreation already planted five citrus trees on Food Spice Garden Member Irwin is looking into having that day towards Arbor Day. Out of those five citrus trees three are Sugar Mandarins and two of them are Naval Orange Tree. Adopt-a-Cul-De-Sac Program- Re Purposing Vouchers Currently the Beautification Advisory Committee has vouchers for 'Adopt-A-Cul-De-Sac.' This program encourages people to maintain a cul-de-sac and if a proposal meets the requirements, the homeowner may receive a gift certificate to Island Garden Center to assist with the cost of the planned landscaping improvements. Member Strungis believes the Committee should advertise the program to have more residents aware of it. MOTION by Member Tobin, seconded by Member Strungis, to repurpose the vouchers and put them towards : Linear Trail Park – Phase 3 be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Chair Kirlin, Member Tobin, Member Strungis, Member Connelly, Member Irwin and Member Cummings (11) COMMITTEE COMMUNICATIONS a. Committee Concerns/Future Agenda Member Strungis is recommending that there should be more code enforcements. Member Strungis has noticed trucks parking overnight in certain locations and he would like to see it on the next agenda. Members of the Committee would like to discuss more regarding the beaches, banners and the Fertilizer Ordinance.
