(2) ROLL CALL Present: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings Absent: 1- Member Strungis (Note: Member Irwin participated via telephonic connection) (3) PLEDGE OF ALLEGIANCE Led by Chair Kirlin. (4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Tobin, seconded by Member Cummings that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings (5) APPROVAL OF THE MINUTES ID 20-1018 Beautification Advisory Committee Minutes of August 5, 2020. MOTION by Member Connelly, seconded by Member Cummings the Minutes of August 5, 2020 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings (6) STAFF COMMUNICATIONS City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final September 2, 2020 a. Staff Update Public Works Director Tim Pinter provided no new update to the Committee, but did address questions from the Committee regarding the disposition of trees along San Marco Road as sidewalk improvements are being undertaken. (7) PUBLIC COMMENT Ms. Jeanette O'Donnell, 2nd Avenue, raised the need for beautification and landscape maintenance improvements around Marco Lake and along Marco Lake Drive. (8) PRESENTATION None. (9) OLD BUSINESS a. Utility Wraps-Update Member Connelly updated the Committee on the utility box decorative wrapping project underway on the Island. Showing photographs of the completed boxes and identifying the artists who created each design, Ms. Connelly used the opportunity to recognize and laud the efforts of the Marco Island Center for the Arts and all participants who came together over many months to ensure the success of the project. b. Remaining BAC Budget Public Works Director Pinter advised the Committee that $2,144 currently remains unspent in the Committee's fiscal year budget. Recognizing the opportunity to utilize those funds only through September 30, 2020, the Committee raised and proposed several appropriate near-term needs that could be funded with this remaining budget. MOTION by Member Connelly, seconded by Member Irwin, that a portion of the unused 2020 fiscal year Committee budget be applied toward the painting of the concrete utility box bases that were wrapped as part of the Committee's Utility Box Wrapping Project. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings MOTION by Member Connelly, seconded by Vice-Chair Tobin, that the next portion of the unused 2020 fiscal year Committee budget be applied toward purchasing and installing trees along Marco Lake Drive that are consistent with the Committee's recommended species list. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings c. Arbor Day & Tree City USA Member Irwin indicated that a press release was being prepared and that she would send it to the City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final September 2, 2020 Committee as a report within the next day or so. (10) NEW BUSINESS a. Recommended Tree List for Parks ID 20-1019 Marco Island Park Shade Trees Chair Kirlin introduced Mr. Tom Becker, Collier County Residential Horticulture Agent for the University of Florida, who participated in the review of recommended park shade trees for the Committee's consideration. With Mr. Becker's support, Chair Kirlin then presented a visual review of nine tree species of shade trees, and offered several proposals. Following the Committee's review and discussion, Public Works Director Pinter provided recommendations on the next steps for the Committee to undertake to ultimately bring its proposals forward to the Parks & Recreation Advisory Committee, the Planning Board and the City Council. MOTION by Chair Kirlin, seconded by Member Connelly, that the following seven shade tree species be endorsed by the Beautification Advisory Committee for future new tree plantings in Marco Island parks: 1) Podocarpus Gracilior or Macrophyllus (aka Podocarpus Tree); 2) Ficus Citrifolia (aka Shortleaf Fig Tree); 3) Simarouba Glauca (aka Paradise Tree); 4) Bulnesia Arborea (aka Verawood Tree); 5) Caesalpinia Granadillo (aka Bridalveil Tree); 6) Tamarindus Indica (aka Tamarind Tree) and; 7) Bursera Simaruba (aka Gumbo LImbo Tree) in a grouping of two or three together. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 4- Chair Kirlin, Member Tobin, Member Connelly and Member Cummings Not Present: 1- Member Irwin (Note: Member Irwin did not voice a vote on this proposal via telephonic connection) MOTION by Chair Kirlin, seconded by Member Connelly, that "Parks" be included in the definition of "Institutional" under ARTICLE IV. - LANDSCAPING Sec. 30-435, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 4- Chair Kirlin, Member Tobin, Member Connelly and Member Cummings Not Present: 1- Member Irwin (Note: Member Irwin did not voice a vote on this proposal via telephonic connection) MOTION by Chair Kirlin, seconded by Member Connelly, that ARTICLE IV.- LANDSCAPING Sec. 30-435 be amended to require 25% palms (vs. 50% currently) for planting in Marco Island parks. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings b. Approved Tree List for Code Trees (New Construction) ID 20-1008 ALLOWED TREES THAT GROW IN FLORIDA (NOT NATIVE) City of Marco Island Florida Page 3 Beautification Advisory Committee Meeting Minutes - Final September 2, 2020 ID 20-1010 CMI Native Plant List (Comprehensive) ID 20-1014 Marco Island Landscape Code (New Construction) ID 20-1015 Trees Allowed by LCEC ID 20-1009 BAC- New Construction Code Tree Proposals MOTION by Chair Kirlin, seconded by Member Connelly, that these four proposed changes to the City of Marco Island Landscape Code regarding required trees for new construction, be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Chair Kirlin, Member Tobin, Member Connelly, Member Irwin and Member Cummings (11) COMMITTEE COMMUNICATIONS a. Committee Concerns/ Future Agenda Member Cummings showed an example of a brochure that she would like to emulate in the creation of a similar fertilizer ordinance brochure for Marco Island. Member Connelly asked Public Works Director Pinter about the size(s) for the pending replacement of light post banners, and she shared her intention to investigate the possibility of artistic murals for certain structures on the Island.
