Tonia Selmeski introduced and welcomed new Member Aronin to the Committee. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) None. (8) PRESENTATIONS a. ID 20-1032 Presentation - Comparison of the Sea Turtle Ordinance Rich Lutz Director of Engineering for J.W Marriott questioned the Committee Members on the walk by time and mentioned that on the draft it says 9am he then stated that on the previous years the walk by was at 8am and this is pushing them back one hour which really impacts them as a business. Tonia Selmeski mentioned that the language now states 9am or when the Sea turtle monitor clears the beach but is it something that will be looked to adjust so there will be no more confusion. Brandon from Marco Island Water Sports presented his concerns as they were provided with the ordinance City of Marco Island Florida Page 1 Beach and Coastal Resources Meeting Minutes - Final September 16, 2020 Advisory Committee to review and is concerned with the lack of storage area and not having nowhere to store their equipment. Chair Lamb mentioned that a beach permit license holder is authorized to store their equipment at the permitted operations office, storage area, or headquarters which shall be located at the dune vegetation line. Yesenia Olivera is a sea turtle surveyor and has worked for Collier County during sea turtle monitoring for 4 seasons. She provided some information to the committee members on the nesting activity process. Marcus Borman Resident Manager at JW Marriott Marco Island thanked the committee for their continuous partnership with the resort and all the information they provide and educate them with. He continued by questioning the committee regarding the nighttime at the beach being from sunrise to sunset and has requested adding a buffer of plan to allow movement on the beach for 15 to 30 minutes after that time wall. b. ID 20-1036 Ordinance - Draft of the Sea Turtle Ordinance Member Andrew commented on indoor outdoor lighting and question on how the light is measure to determent if there is a violation. Member O'Donnell questioned on where violation money goes. Member Andrew mentioned he spent time communicating with FWC on the recombination’s for vehicle lighting on the beach. He stated that FWC has recommended all vehicles on the beach should have red filtering on there lights. Vice-Chair Eastman recommended encouraging the City to get red lighting on police vehicles. Member Bonica questioned if there was any regulation regarding nighttime fishing and the type of lighting they are allowed to use. Chair Lamb provided the committee members with some suggested changes to the ordinance. MOTION by Chair Lamb, seconded by Vice-Chair Eastman, that all items that were discussed and changes that have been recommended be submitted by the Staff Liaison for review. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Aronin, Member Bonica, Vice-Chair Eastman, Member McChesney, Member O'Donnell, Member Tyler and Chair Lamb (9) OLD BUSINESS a. Final Budget allocation for 2020 Chair Lamb provided information on the Final Budget allocation for 2020 and mention that the 2021 budget was approved and she thanked the City Council for being very generous. She then stated that the final budget allocation should be spent by the end of month and mentioned there was balance of 2,000 dollars she proposed to spend 1,500 dollars on hiring a beach stewardship for 1 or 2 hours from November through February. Vice-Chair Eastman questioned if the steward will spent time in one place on the beach or will they be moving depending on the directions the birds happen to be. Chair Lamb responded by mentioning that mainly they will start out wherever the birds will be and eventually move on. MOTION by Member Tyler, seconded by Member Aronin, that this proposal to spend 1,500 dollars on hiring a stewardship for 1 or 2 hours from November through February be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 7- Member Aronin, Member Bonica, Vice-Chair Eastman, Member McChesney, Member O'Donnell, Member Tyler and Chair Lamb (10) NEW BUSINESS a. ID 20-1037 Discussion - Update on the Collier County Coastal Storm Risk Management Feasibility Study Member Tyler provided updated information to the committee members on the Collier County Coastal Storm Risk Management Feasibility Study he mentioned that there were 2 different proposals going around Collier County. One of them deals with a compact which it is supposed to be a union of governing bodies along the shore of south west Florida. The second one is a coastal resilience study which is run by Collier County and the Army Core of engineers. Vice Chair Eastman questioned Member Tyler on what the difference in height is of the dunes we have now. Member Tyler responded by stating that the recommendation in the project proposal follows a very technical language and has a 12-foot above sea level which is the point where they consider sea level in the United States. Chair Lamb mentioned that this is a New Business, and will be a standing item on the Agenda with Member Tyler being the point person to update the committee. And believes it is a very important issue for all Coastal City’s like Marco Island which this will be the beginning of our engagement to get to terminologies and what is in for Marco Island (11) COMMITTEE COMMUNICATIONS a. Update on the September Beach clean-ups Chair Lamb provided the committee members updated information on the September Beach cleanup She thanked JW Marriott sponsors for the scheduling the September 7th, cleanup she also acknowledged Marco Island Water Sports as they were part of the cleanup. Vice-Chair Robert Eastman provided the committee information on the September 8th evening cleanup He mentioned that the biggest change was the jump up umber on cleaning wipes and face mask as this was not an issue before COVID-19. He also motioned people are sneaking in beer bottles to the Beach areas because they found a lot of bottle caps, most of the caps were found on the South Beach entrance. b.
