Monthly Water Testing Collier County will end their testing programs this month. September monthly water testing will be available in mid October. ERD Update Environmental Research and Design Finished with all their field work, however there is a delay. Their personal lab in California will pause testing for samples outside of the state. The research facility is estimating a 3 month delay. There are some other labs the samples can be sent to, however the cost would be too expensive. The best option for the Committee is to wait till the lab opens again for testing. c. RFP – WQ Testing Advance Environmental Laboratories (ADL) will be taking over October 1, 2020. (7) PUBLIC COMMENT No public comments were made. (8) PRESENTATIONS a. FWC – Derelict Vessel Program Officer-Specialist Kyle Plussa, Boating & Waterways Law Subject Matter Expert gave a presentation regarding the Derelict Vessel Program. Lieutenant Mark Mahoney, Florida Fish and Wildlife Conservation Commission of Collier County Field Operations Supervisor & Captain Evan Laskowski, Florida Fish and Wildlife Conservation Commission of Collier County Area Manager also came to the meeting to answer any questions the Committee or Public had regarding their Derelict Vessel Program. Over the phone from FWC General Headquarters in Tallahassee was Captain Gary Klein, FWC Office of Boating & Waterways Manger, Planner Phil Horning, FWC Officer of Boating & Waterways Statewide Derelict Vessel Coordinator and Brandy Elliot, FWC Legal Office, Assistant General Counsel. Planner Phil Horning, FWC Officer, began the discussion with a brief overview of the Derelict Vessel program. A "Derelict vessel" is any vessel that is left, stored, or abandoned, as defined in section 327.02 of the Florida Statutes. FWC is currently not permitted to remove derelict vessels, the most they are allowed to do is create a case, collect evidence and provide that to either the City or the County. Officer-Specialist Kyle Plussa presented to the Committee and the public a few of their cases and how FWC typically handle them. Kyle Plussa explained to the Committee the process FWC has to go through, depending on the vessel. Mr. Plussa also presented to the Committee and public his personal experiences he had with these cases and the lengthy process they take. Chief Tracy Frazzano, Chief of Police for the City of Marco, Sergeant Brian Hood, Marine Unit Supervisor and Officer Josh Ferris were also present. Chief of Police Tracy Frazzano made it clear to the Committee that the Marco Island Police Department is here to help with any issues. If there are any future problems to report it to the Police Department and they will handle it. Chef Frazzano also agreed to follow up with FWC in terms of the propulsion testing. Overall, the presentation that FWC provided to the Committee and public cleared the air regarding the process of what to do when anyone come across a derelict vessel and how to handle the situation. FWC and the City of Marco Island Police Department made it clear that it is important to report any suspicious vessels to the Police Department. From that point the Police Department will handle the situation adequately. (9) OLD BUSINESS City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final September 17, 2020 a. Marketing/Educational Material – Chair Woodworth Chair Woodworth asked Jason Tomassetti, Storm Water Engineer to add more information to their Educational Material. b. Swale Grading – Chair Woodworth Chair Woodworth emailed Tim Pinter, Public Works Director, regarding some calculations of swale grading to see how much of it will be used from the budget. Member Thompson asked Mr. Tomassetti regarding the rainy days and how its effected the Island. Mr. Tomassetti reminded the Members that the island is flat and high tide is a bad combination. The swales will retain water for treatment. The purpose for them are for them to retain the water. Swales help eliminate as much as pollution as possible from entering the canals. Mr. Tomassetti also recommended a massive study done regarding flooding concerns. Once a study is done Storm Water Engineer Jason will have a better understanding on what to do. For now we have the swales to help maintain the water, so there will be occasional flooding when it rains.
