(4) APPROVAL OF THE AGENDA MOTION by Member Cummings, seconded by Member Tobin, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Cummings, Member Eby, Member Leaser, Member Tobin and Chair Connelly (5) APPROVAL OF THE MINUTES ID 22-2349 Approval of the Minutes Member Cummings requested that the Beautification Advisory Committee Meeting Minutes of June 1, 2022 be corrected under Item 11 (Committee Communications) to reflect that Vice-Chair Nesmith (rather than Member Kramer) accepted responsibility for obtaining permissions from adjacent property owners to pursue possible murals along the two, City-responsible beach access points on Collier Boulevard at Winterberry Road and Maple Ave. MOTION by Member Tobin, seconded by Member Leaser, that the Beautification Advisory Committee Meeting Minutes of June 1. 2022 be Approved as Amended. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Cummings, Member Eby, Member Leaser, Member Tobin and Chair Connelly (6) STAFF COMMUNICATIONS ID 22-2350 Budget Update Acting Public Works Director Mike Daniel informed the Committee that the current funds available in its budget for the remainder of the 2022 fiscal year was $6,112.00. The Committee discussed alternatives for utilizing the balance of its budget prior to the close of the 2022 fiscal year on September 30, 2022. Following considerable discussion, the Committee decided to seek the expertise of the Naples Botanical City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final July 6, 2022 Garden team in recommending an appropriate selection of trees that can be obtained and planted in public areas that are lacking adequate tree coverage. Member Leaser was asked to act as liaison with the Naples Botanical Garden and communicate the information that he obtains to Ms. Diedre Wint. MOTION by Member Leaser, seconded by Member Cummings, to devote the Committee’s remaining $6,112.00 fiscal year budget to obtain and plant trees in needed public areas on the Island. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Cummings, Member Eby, Member Leaser, Member Tobin and Chair Connelly ID 22-2346 Tree Plaque Dimension and Pricing Mr. Mike Daniel, Manager of Infrastructure & Construction (and Acting Public Works Director), requested that the Committee review and make a selection from the two tree plaque designs proposed by the sign vendor. The Committee selected the 6" x 4" size for the tree plaque which should include the following information: 1) the date and year that the tree was planted; 2) recognition of its planting in honor of Arbor Day; 3) including the name of the donor, and; 4) providing a simplified description of the type of tree being planted (7) PUBLIC COMMENT Mr. Marv Needles raised concerns on the removal of curbing at commercial parking lots along Collier Boulevard and inquired about code requirements on the subject. He also stated that he has observed garbage dumpsters being displayed in full view to the public and, based on commercial code requirements, the dumpsters are required to be kept away from street view. He inquired as to whether the matter should be seen as beautification issue or an issue for the Code Compliance Department to address. Mr. Needles also suggested that the Committee consider adopting a model cul-de-sac project to encourage neighborhood participation in future beautification projects which are very costly under current City permit requirements. The Committee discussed Mr. Needles' observations and suggestions and asked Committee Liaison Mike Daniel to investigate the cost per linear foot for Type-A curb material for the City's cul-de-sacs. Mr. Daniel recommended that Committee Chair Connelly meet with the City's Growth Management leadership to discuss Mr. Needles' other concerns and observations. (8) PRESENTATIONS Member Cummings presented two proposed tree plaque images that she found common in park areas. The Committee members selected the mixed font, 6" x 4" tree plaque alternative as its preferred selection. (9) OLD BUSINESS ID 22-2344 City Council Presentation Debrief Member Cummings informed the Committee that the Marco Island City Council was receptive to its Beach Access Beautification presentation. As a next step, the City Staff will put together a scope of work and City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final July 6, 2022 select from a list of City vendors. The project would likely not require a formal Request for Proposal (RFP) process to be undertaken. If the cost is determined to be beyond the City Manager's spending authority, the matter will go before the City Council for approval. Otherwise, it will be sent to the City Manager for approval with insights from The Naples Botanical Garden Advisory Team for a list of recommended plants. Member Eby asked Member Cummings if the City Council's endorsement also included new bike racks for the two beach access paths. Member Cummings responded in the affirmative, and she indicated that it was another reason for the City to engage a professional designer in completing the design concept. Ms. Upham added that the Purchasing Department was working on an RFP for design work which will be made available to the Committee at the next Meeting. She also informed the Committee that the design proposal may include the boardwalk but there should be a line of demarcation to avoid complications with Florida Department of Environment and Protection requirements. Member Tobin inquired about beach lighting for people who choose to go to the beach at night. Chair Connelly responded that beach lighting was part of the Beach Access presentation to the City Council. Member Cummings added that beach access was not limited to daytime hours and that she had observed people on the beach during the night time hours at the Winterberry access point. At the Maple Avenue beach access, she did not observe beach goers which could be because of very limited lighting. The Beach Access Project, she clarified, was to look at the two City-owned beach access points. ID 22-2345 Naples Botanical Memorandum of Understanding Member Leaser informed the Committee that he and members of the Naples Botanical Garden will do a presentation on tree selection, tree location and community awareness at the July 18, 2022 meeting of the Marco Island City Council. There was no further discussion by the Committee on the Memorandum of Understanding with Naples Botanical Garden. (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS Chair Connelly asked Mr. Daniel to provide an update on the pavers for the Utility Box Project. Mr. Daniel assured the Committee he was committed to getting it done as soon as the roadway intersection project is complete. Chair Connelly raised concern about iguanas on the island and sought other members' input. Member Tobin informed the Committee she had found fencing and anti snake repellent to be effective. Member Leaser recommended that a broader discussion on the topic of invasive species be considered for a future meeting of the Committee. Mr. Daniel recommended that the Committee prepare a memo directed to the City's new Environmental Planner on this topic. Ms. Upham added that information in support of that memo could be obtained from the Florida Fish and Wildlife website. Mr. Daniel advised the Committee that such information could be added to the Beautification Advisory Committee webpage. The Committee supported the idea. Chair Connelly asked for guidelines which she stated would be helpful if there was a need to enter private property in order to trap such wildlife or protect the wildlife. Member Leaser informed the Committee the Naples Botanical Garden representative will be meeting with the landscaping team for the City this upcoming week.
