(2) ROLL CALL Present: 4- Member Kramer, Member Leaser, Vice-Chair Nesmith and Chair Connelly Please note: Vice Chair Nesmith participated via telephone. Also Present: Becky Irwin, City Council, Justin Martin, Interim Director Public Works, Jeff Poteet, General Manager Water & Sewer, Diedre Wint, Administrative Asisstant, Public Works (3) PLEDGE OF ALLEGIANCE (4) APPROVAL OF THE AGENDA MOTION by Member Tobin, seconded by Member Leaser, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Cummings, Member Kramer, Member Leaser, Vice-Chair Nesmith, Tobin and Chair Connelly (5) APPROVAL OF THE MINUTES ID 22-2417 Approval of the Minutes from August 10, 2022. MOTION by Member Tobin, seconded by Member Kramer, that the Minutes be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Cummings, Member Kramer, Member Leaser, Vice-Chair Nesmith, Tobin and Chair Connelly (6) STAFF COMMUNICATIONS Mr. Martin informed the Committee that meetings were held including with the City Manager and a plan had been established to streamline a process that would not put undue hardship on without laying on the Committee to seek sign and sealed plans from professionals. Subsequently, City departments will facilitate existing plans/drawings for rights-of-ways with considerations made for sidewalks, existing underground infrastructure and waterways. The permit applicant should indicate where the trees will be planted to better assist the process. ID 22-2416 Affordable Landscaping Tree Planting Postponement Mr. Albert Bennaroch offered his apology for moving ahead with planting before City requirements had been finalized. ID 22-2418 Expenditure of $6112 to plant trees on West Elkcam Circle City of Marco Island Florida Page 1 Beautification Advisory Committee Meeting Minutes - Final September 7, 2022 (7) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.) None. (8) PRESENTATIONS Please see the Presentation from Brent Guillot from Agnoli Barber. (9) OLD BUSINESS ID 22-2205 Beach Access Beautification Project Update No other discussion on the Item. ID 22-2207 10,000 Trees in 10 Years Initiative Chair Connelly inquired about the status of utilizling the remaining budget of $6112. Mr. Martin informed the Committee that the permit for planting trees on Elkcam Tree was currently under review awaiting review from other outside interests but he expected it to be issued in the coming week and deferred a timeline thereafter to Affordable Landscaping. Mr. Bennaroch informed the Committee that as soon as the permit was issued he would notify the Public Works Department 72 hours prior to planting the trees. Member Leaser informed the Committee he had a meeting within the upcoming week with LCEC which should better allow to streamline the process for planting trees on Elkcam. Murals - Member Nesmith Member Leaser informed the Committee he will have better information at the next Meeting. (10) NEW BUSINESS ID 22-2415 Presentation: Brent Guillot from Agnoli Barber Brent Guillot's Presentation was based on questions from the August 10, 2022 Committee Meeting. He presented that the proposals for the Beach Access were for: Bicycle Parking, Solar Compacting Receptable, Shower, Landscaping, Security, Public Art Spaces, Turtle Friendly Lighting and Signage (Wayfinding and Educational) but none of those are actionable without a survey in order to determine underground conditions such as utilities and other infrastructure not visible from above ground as well as easements and adjacent property line. In addition, he informed the Committee that irrigation was a keep factor. MOTION by Member Leaser, seconded by Member Cummings, that Agnoli Barber moved ahead with the survey for the Beach Access Project. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Cummings, Member Kramer, Member Leaser, Vice-Chair Nesmith, Tobin and Chair Connelly (11) COMMITTEE COMMUNICATIONS Member Leaser suggested the Committee collaborate its projects with the Beach Committee given the City of Marco Island Florida Page 2 Beautification Advisory Committee Meeting Minutes - Final September 7, 2022 Committee has a new Acting Chair. Councillor Irwin inquired if the Committee was coordinating with Beach Committee on the access points and other activities to get feedback and prevent overlap. Member Cummings informed the Committee that she would do the follow up. • Recommended Trees for Streets and Parks Draft from NBG • Tree Planting Guidelines Draft • Mapping our Street Trees • Ten Thousand Trees Donation Process Staff Recommendation - Justin Martin Trees for parks should be the jurisdiction of the parks and recreation committee (PRAC) or delegated from the PRAC to the BAC. Therefore, I suggest that NBG also present their recommendations to the PRAC regarding park trees. Will the tree planting guidelines include requirements for planting within city rights of way? Member Leaser presented handouts of guidelines that were developed in consultation with Naples Botanical Garden for the Trees for Streets initiative and asked the Committee Members to review and submit their comments to City Liaisons for follow up. Councillor Irwin inquired if the City Parks Department was required to go through the same permitting process as the Committee. Mr. Martin informed the Committee that the process to plant trees in a right- of-way is different than the Parks Department doing so in a Park.
