(2) ROLL CALL Present: 6- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Winter, Member Wordehoff and Chair Crain Absent: 1- Member Welty (3) PLEDGE OF ALLEGIANCE Led by Chair Crain. (4) APPROVAL OF THE AGENDA MOTION by Member Winter, seconded by Member Sokol, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: (5) APPROVAL OF THE MINUTES ID 22-2389 Approval of the Minutes for July 21, 2022 Member Wordehoff requested that under Item 10 New Business the following be stricken: 1) This Grizzle Figg process is intended to eliminate all unwanted nutrients from reuse water to a state referred to as "One Water Florida" (potable). 2)The Florida Department of Environmental Protection (FDEP), he informed the Committee, was in favor of working with Jacobs Engineering on this process. He concluded that contact could be made to have a representative present this initiative to the Committee if there was consensus from the Committee. (6) STAFF COMMUNICATIONS Mr. Poteet, General Manager, Water & Sewer informed the Committee that Jacobs Engineering was selected from a short list to do two tests. One of which was to evaluate concerns from the ERD Harper Report and the other was to present ideas for the most economical means for the removal of phosphorus if it were the direction of Council. Mr. McNees informed the Committee that further analysis on reuse water was another reason for Jacobs Engineering and this first step was based on the recommendation presented in the Harper report. Also, the Harper Report required detail condo to condo oversight to ensure there was not overspray by lang Mr. Martin responded to Member Thompson question on the status of the San Marco Tunnel/Pass stating that funding of $700K was available but recent cost estimates were at $2M which meant more funding will be needed. In addition, there are challenges such as existing developed homes which leave very little space to put in a culvert but installation in the right of way by way of jack and bore towards the canal was an alternative. Chair Crain reminded the Committee that both ERD Harper and Jacobs Report recommendations on the San Marco Pass was to develop hydraulic dynamic models in order to determine its feasibility. City Manager, McNees informed the Committee that the real "big picture'" was when it was conceived there and the grant from the State was applied for the conditions were different as well as there were a lot more City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final August 18, 2022 vacant lots available than they are now. In retrospective, that it may have been simplistic in view of doing hydraulic modeling. Further to Member Thompson's question, City Manager McNees stated the City has right of way but had no easement specific for this project. ID 22-2388 Introduction of Public Works New Staff Liaisons Mr. Poteet, General Manager, Water & Sewer introduced Storm Gewirtz the new liaison for the Waterways Advisory Committee and Justin Martin the new Interim Public Works Director. (7) PUBLIC COMMENT (TIME CERTAIN 9:30 A.M.) Mr. High appealed to the Committee to indulge the assistance of City Council to look at the Marco Pass which he claimed has posed various dangers and incidents among boaters. The Hideaway Tax District's dredging project he claimed may further dump more sand in the marked channel and will not address the areas closer to the gulf in need of much attention. (8) PRESENTATIONS The Committee review the May 23, 2022 Waterway Workshop Presentation by Erik Jorgensen. (9) OLD BUSINESS ID 22-2387 Developing a Path Forward Discussion The Committee reviewed the Water Quality Workshop presented to Council May 23, 2022 by Erik Jorgensen from Jacobs Engineering. Chair Crain presented his comments to Committee as one in which he saw lots of agreement between Harper and Jacobs Reports which he stated may have been missed by the Committee in its analyses and needed to be reevaluated as well as further look should be taken on the suggestions expanded in the Jacobs Report. After further review and discussions on the Water Quality Workshop the Committee concluded with the following open items that the Island had over 300 canals which were dead ends when compared with historical footage where there was better water flow of fresh water in and out of them. The levels of levels of nitrogen and phosphorus found in the canals varying to the levels found offshore which points to the stagnation, biological activity at the bottom of the canal and ground seepage. The Committee did not reach a consensus on a path forward as it is still awaiting a response from the ERD. Harper on the findings of the Jacobs Engineering Report. (10) NEW BUSINESS City Manager, McNees concurred with the Committee Members that a reconciliation of both the ERD Harper and Jacobs Reports needed to be had in order to develop a path forward. (11) COMMITTEE COMMUNICATIONS No further discussion from the Committee.
