Gabriel City Clerk: Laura Litzan City Council Meeting Minutes - Final August 13, 2020 1. Call to Order The Workshop came to order at 2:03 P.M. 2. Roll Call (Note: This second Zoom Introduction Workshop was scheduled to provide an alternative date for any Council members who could not join the first Workshop held the preceding day on August 12, 2020. No formal roll call was taken, but the following attendees are noted for the record. Councilor Folley participated by Zoom video conference connection for the entire session, while Councilor Reed established a remote Zoom video conference connection at the onset of the Workshop and continued his Zoom connection as he subsequently joined the City Staff members gathered in the Community Meeting Room at 2:12 P.M.) Present: 2 - Councilor Folley and Councilor Reed Not Present: 5- Chair Brechnitz, Vice-Chair Grifoni, Councilor Honig, Councilor Rios and Councilor Roman Also Participating Michael McNees, City Manager (via Zoom video connection) Alan L. Gabriel, City Attorney (via Zoom video connection) Others in Attendance in the Community Meeting Room: Casey Lucius, Assistant to the City Manager Laura Litzan, City Clerk Tracy Frazzano, Police Chief Timothy Pinter, Public Works Director Jose Duran, Information Technology Director Martin Luna, Video/Broadcast Technician Jim Kornas, Recording Specialist 3. Zoom Connectivity Introduction City Attorney Alan Gabriel reviewed and clarified the procedural elements of future Zoom meeting participation by members of the Council. He reminded all in attendance that the utilization of Zoom video connectivity will not alter the requirement for a majority of the Councilors to be physically present in the meeting room to establish a quorum to conduct Council business. Information Technology Director Jose Duran discussed the Zoom video application, provided example settings and viewing alternatives that will be managed for the benefit of Councilors who participate via Zoom connection, and addressed questions as required. 4.
