PRAC supported a. Recreation Program - Lola Dial Ms. Dial presented the following programs: Mackle Park: Halloween Spooktacular - October 29th at 4:00 - 6:00 p.m. Looking for judges for best costume Halloween Hoop Shoot - October 31st Movie in the Park - October 28th with Optimist Club serving food at 6:30 p.m. Family Church: Parents Night Out - b. Facilities - Alex Galiana Mackle Park: Two Bocce Courts resurfaced, end of year two other courts to be resurfaced Shuffleboard courts were resurfaced. Veterans' Community Park: Flags changed for Veterans Day November 11th Restroom trailer ramp being repaired Farmers Market - November 16th - Sold out spaces, added 10 new vendors Racquet Center: Completed with resurfaced pickle stadium court, redone (near) USTA New water fountain Winterberry Park: City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final October 18, 2016 Committee New Scoreboard donated by MI Academy School, was installed today- most labor was donated by vendors. Cost $14-$15,000. Batting Cage donated by Gulf Coast Little League is installed, open to public. Little League is priority to use. Cost $18,000. Closing for fall maintenance to top dress, herbicide next week. c. New Mackle Park Community Center Update - Alex Galiana In process of cutting out footers, foundation poured in next few weeks. On track with construction, next meeting see walls installed. d. Veterans Day celebration - Samantha Malloy City is working along side with Veterans Day Party to Go setting up tents, January 14th - concert, Flyer will be out by next meeting. 4:00 p.m. to 9:00 p.m. (5) COMMITTEE COMMUNICATIONS None. (6) OLD BUSINESS None. (7) NEW BUSINESS Member Berger read proposal from Bill Waddill, Kimley-Horn architect for revisions to 2009 Master Plan at Veterans' Community Park. The proposal will be sent to PRAC. Mr. Waddill will present proposal with no cost to City. Member Portu stated to use appropriate steps for next process to revise Master Plan and move forward. Establish framework and take next step by kick-off meetings in season. Band Shell could possibly be Phase I. Don't wait another month, do motion to get it done. Member Lutz, agreed with Member Portu. Member Siegel stated to move forward with $40,000 by hiring architect of the $250,000. Dawn Kuhn stated PRAC make a motion to hire design architect and move forward with Kimley-Horn. Can fund park other ways. Consider impact fee funds toward tax dollars with sponsors. Chair Swiacki requested $250,000 for design, have Member Berger invite Mr. Waddill for November meeting to discuss resident recommendations for amenities. Move forward to make recommendation to City Council to start by December 2016. Make proposal to City Council for project up to $40,000 by having more material to present to City Council). Mr. Galiana stated PRAC needs to first recommend to City Council to move forward for approval to spend $40,000. Steps for procurement process to spend up to $40,000 to hire Kimley-Horn or the project can go out for bid. City Council meeting November 14, 2016. PRAC put forth a recommendation to City Council to use $40,000 for architectural advise. If City Council requests go out for bid, contact other architects? If Kimley Horn unable to attend, hold a special meeting. PRAC makes recommendations to City Council to spend up to $40,000 for scope of work to update the master plans for proposal ID 16-1072 Discussion on updating Veterans’ Community Park 2009 Master Plan Attachments: Email to Roger Hernstadt from Litha Berger 10.7.16 MOTION by Member Portu, seconded by Member Siegel, that this New Business be approved.
