Noted for the record, the items on the agenda appear in alphabetical order. a. Recreation Programs - Lola Dial Cookies and Milk with Santa event was last Saturday with Christmas Island Style. Lola thanked staff, Steve Stefanides, Marco Island Key Club and Marco Island Museum for game for kids. New Programs at Church: Yoga - January 4th - 9:30 - 10:30 a.m. Intermediate Line Dancing - Tuesday - January 3rd Juke Box by Joanie starting Dec 5th Monday Bridge starts Jan 9th - 1:00-4:00 p.m. (20 tables) Weekly card group - Canasta, Island Knitters, Mah Jongg and Bridge Winter Concert Series - starts January 8th at Mackle Park Be Fit Over Fifty - On Mondays, Wednesday & Friday - $6 per class, with punch card Chair Swiacki recommended Parks & Rec dept. get kids involved with making/decorating a float next year. b. Facilities - Alex Galiana Winterberry Park: December 19 - December 23 shutting down field for annual reconditioning of clay and aerating. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final December 20, 2016 Committee Racquet Center: Reconditioned (#5 & 6) courts with new lines New screen up, changed color to blue Painted Pro Shop, installed new carpet January - seasonal hrs. 7:45 a.m. to 3:00 p.m. closed at 3:00 - 4:00 p.m., re-open at 4:00-8:30 p.m. Membership is stable,135 for tennis and 100 for pickleball. Have 5-6 new tennis players, will possibly pick up additional tennis members, plus more pickle ball reservations due to new court. Parking capacity could be an issue in season. Sent emails to members with suggestions to alleviate parking issues by carpooling or riding bicycle to Racquet Center. Marco Island Academy uses our courts, and Middle School uses YMCA. Dog Park: Trees and coconuts were trimmed, and mulch installed in next 2-3 weeks by Affordable Landscaping Leigh Plummer Park: Met with Ms. Colombo and Donna Kay (Beautification Advisory Committee) regarding commemorative plaque, recognizing contributions of Calusa Garden Club. Arbor Day is January 20th . c. New Mackle Park Community Center Update - Alex Galiana Photos presented as of yesterday, 5' concrete walls are up. Rooms are being blocked including interior walls. d. Flag Replacement at Jane Hittler Park - Alex Galiana Tim Pinter, Public Works Department is handling. Waiting for electrical connections with a possible completion date of 30-45 days. e. Quarterly Report - Tim Pinter Easement at Herb Savage Bridge There is no easement near Winn Dixie/Holiday Inn. The City owns canal, not seawall. Winn Dixie has small dock near parking lot. Walkway along bridge, cost would be very high. A walkway cannot be built without a seawall. Any work along canal, needs new seawall with steel wall. PRAC suggested a walkway be built. Calusa Park Shared Use Path: Mackle Park area - Andalusia to Winterberry Park, will connect to walk around lake, which will be completed late summer, hopefully when new community center building is completed. Chair Swiacki suggested Mr. Pinter give plans to Ms. Mastronardi to post to City website. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final December 20, 2016 Committee Property owned by City, Winterberry Drive from Heathwood Drive to east bridge. Planning for grant from state (Fed. Highway Association) for third phase of linear park. Concrete walkway, connection by Winterberry Park, cross to Calusa Park, to Barfield. Plans will be submitted December 15th to DOT (Dept. of Transportation) for final approval around February 15th, funds available, with anticipated start June/July 2017. There is no non-potable water at Winterberry Park. Future design concept is to install benches, connection to Butterfly Garden, Sandhill turn around area, and water features which are not usually done. Pathways wired for lighting, some residents are against lighting. Mr. Pinter will obtain cost for light path. Final plans will be completed by February 15th and will send plans to Ms. Mastronardi to send to PRAC. PRAC recommended to add lighting on path. (5) COMMITTEE COMMUNICATIONS Mr. Portu stated PRAC should be involved with Calusa Project improvements by adding community vision. Add to next month agenda. Member Lutz stated funds were awarded to City. There is a small window to review plans and make changes to final plans. Make investment in park, may not have enough time. Chair Swiacki stated he is not sure who is on committee next year due to election. We can discuss and make recommendations to move forward to City Council decision. He stated community can review plans on City website. Member Siegel stated funds were already allocated for this project. This information has already been presented to PRAC and City Council about the park from the Bike Committee. Member Simon stated lights at Mackle Park were installed about 5 years ago. There were concerns from the Police for not having lighting at night at Mackle Park. Member Portu will speak to Al Musico to bring back to PRAC next month meeting. (6) OLD BUSINESS a. Updating Veterans' Community Park 2009 Master Plan Chair Swiacki read communications sent to PRAC from City Council Chair Honig (dated November 16, 2016) and Chair Swiacki replied to City Council Chair Honig (dated November 16, 2016). On November 16, 2016 Chair Swiacki advised Ms. Mastronardi to forward his November 28, 2016 email to PRAC regarding meeting with City Manager. Mr. Galiana was requested to compile scope of services for architect for site development plan to present to City Manager (by January/February time frame), for City Council approval. Recommendations from PRAC were discussed and modifications of existing Master Plan for a band shell with restrooms, parking, lighting, and landscaping in Master Plan. b.
