(2) ROLL CALL Present: 4- Vice-Chair Levine, Member Lutz, Member Rutledge and Member Richards Absent: 3- Chair Portu, Member Bonos and Member Minning (3) PLEDGE OF ALLEGIANCE Led by Vice Chair Levine. (4) COMMITTEE COMMUNICATIONS a. Veterans' Community Park Design Discussion Vice Chair Levine presented overview of Kimley-Horn slide show presentation (reviewed from last month meeting) including two (2) updated options for 2009 Veterans' Community Park Master Plan. (IT IS NOTED FOR THE RECORD, THE PRESENTATION CAN BE VIEWED IN ITS ENTIRETY BY CLICKING ON FILE ID-498). PRAC members discussed options: . Make as usable space . Need parking/garage . Park in swale on Joy Circle . Restrooms too close to memorial area, move to another location Ms. Malloy stated Kimley-Horn will obtain feedback from today's workshop meeting (by watching City video) and regular PRAC meeting scheduled Sept.18, 2018, and will return with recommendations. ID 18-498 Veterans’ Community Park Master Plan Update Attachments: Veterans Park_Master Plan Concepts PRAC - 8-21-18 (5) PUBLIC COMMENT (TIME CERTAIN 6:00 P.M.) Section 7-705 Meetings and Public Input from the Handbook for Boards and Committees: “Audience speakers will not have to sign up to speak on Agenda Items, although those who do will go first. Audience speakers will be limited to one four-minute comment per agenda item and public comment session. Speaker time limits may be extended upon approval of the Chair.” Discussion, question and answer session conducted for the public in attendance: Lee Rubenstein, Chair Veterans Memorial: . Plan II was designed and approved for band shell . project sound away from houses . restroom trailer should be open daily during daylight, hire janitorial service to clean . need shade covering for sun protection due to more attendance City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final September 5, 2018 Committee . parking space was $12,000, now $18,000 per space . incorporate history in memorial, no room for garden, too many trees Ms. Malloy stated there is no staff is available on regular basis to keep restroom open. Restroom was opened for 6 hours for an event, and was vandalized. Mackle Park restrooms are only open when staff is working. Director Smith - restrooms at other cities usually open for events only due to vandalism. Howard Reed, resident - Presented his version of long term future ideas for amenities. . keep open green space with amenities . move restroom further away - accessible inside/outside building . tie everything in park to memorial . lack of daily use, rent out rooms for senior interest . need volunteers on site most of the time to prevent vandalism to monitor activities of park . food service with warming kitchen for serving, utilize park on more frequent basis . stage needs to be high enough to view with steps/railings . wants to get idea in early, show what will look like, room occupancy holds 50-60 people. Chair Portu arrived at 6:16 p.m. Q & A: Chair Portu - consolidate all and save cost, lines form at restroom and entertainment, Benefit of moving restrooms away from memorial. Restrooms are usually not next to stage, must be 3,000 sf bldg. @ 300 sq. ft is 1 million dollar bldg. If need room can build that way, if make to add in future when resources are available. Conceptual idea to expand in future. Member - band stage needs to be elevated 4-5". Concern big room not as grand shown today, floor level same elevation as stage, make change in stage. Member Rutledge - Opposed to elevating room at all. Michael Levine - Public did not want to see what was proposed by Mr. Reed. If goes to referendum, will take a long time. Member Richards - have tiers 1, 2 3- use funds for simplified building as stated by public interest. Litha Berger, resident - Now is time to move and get things done, good idea for parking garage, do it all now. Mr. Rubenstein: 2009 Master Plan approved restroom centrally located with concession stand in back of band shell. Need City Council approval, not to exceed figure based on recommendation, sell to City Council. Next PRAC meeting, Tuesday, September 18th with public comment, and Kimley Horn.
