Veterans' Community Park Discussion Chair Portu stated discussion from last PRAC Workshop focused on suggestions from community re: parking, other structures, feedback mixed, clear no extra structures at park only band shell and restrooms. Choose between two options for community. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final September 18, 2018 Committee City Manager stated remaining funds for design is $150,000 after Kimley-Horn is paid. Funds in capital account, can use for first few phases: parking improvements, restrooms, grant applications - Collier County and State of Florida more feasible. Phase I cost is approximately $70,000-$80,000. Phase II - band shell structure based on Kimley-Horn plan. Committee feedback for OPTION 2: . restroom facility/band shell away from memorial. . wide space across park for full space usage for parties with Esplanade/Community.. . centralized, away from water for kids . shift of tree light tailgating. . room to change to move band shell location to bounce off Park Avenue (not Joy Circle) . provide safe, environmentally friendly and recreational activities. . Kimley-Horn created sun shelters as artwork ID 18-507 Veterans’ Community Park 2009 Master Plan Update Attachments: Veterans' Comm Pk. 2009 Master Plan Update-KH.pdf (6) STAFF COMMUNICATIONS a. Programs/Facilities - Samantha Malloy Facilities: Met with Sailing Center - temporary agreement to be signed to move forward in right direction with City supporting future relationship with Yacht Club. Four (4) Burrowing Owls at Mackle Park soccer field, each (4) permits is $900 relocate the burrows.Field has restrictions with limited time usage, should be 30 days to relocate owls. Programs: Middle School Madness - new program for teens with Teaker Harris, new instructor Howl-O-Scream for high school kids on October 14th in Tampa Halloween Spooktacular: haunted hospital for grades 5 and up on October 27, 2018 @ Mackle Park. b. City Council Report - Samantha Malloy There were no comments. ID 18-513 City Council Monthly Report - September 2018 Attachments: September 2018 CC Report.pdf (7) PUBLIC COMMENT (TIME CERTAIN 3:30 p.m.) Public Comment 3:33 pm. Tom Morr, 1380 Cutler Ct - Washington Sq., Philadelphia, PA: Location difference in park usage interplay at perimeter of park, very active lively space, with businesses at location. Suggestion to review parking: Find better way to walk across - look at perimeter, add pavers, places to cross and extend park space towards surrounding space. Committee feedback for OPTION 2: . Christmas Tree light for tailgating solution . Shade structures (only showing 2) near water area, add shade in #1 area. . Can create pavers for walking instead of grass. . Need canopy trees in parking area to help cool down space. . #13 - open space with other open spaces, flexible multi-use outdoor tables for games, resting, adult/children play area. . Keep the same, can use as adult/child play with shuffleboard/horseshoes, etc.. . Additional park on Elkcam, can add 40-50 extra parking spots, totaling 250. . Cut parking lot in half, increase parking space to existing. More green space, need more parking. Divert traffic Park Avenue through perimeter of park. Open space comparison with three other parks. . Farmers Market layout, Seafood Festival layout, - green space will fit any layout. Can have top/bottom quadrant. . Farmers Market layout - Replace tree line #16 & #13 - move #3 where #16 is, bring green space to another section to integrate tree with tailgating, and to open site lines for stage. Swap 13 & 16. OPTION 1: Chair Portu - Overall, positive to plan - . A lot more open lawn space and one central location 90,000 sq. ft . Benefit: band shell is easier to bring equipment to stage (roll in/out) . Too close to existing park, not too much shade, small event/play area, not central park feel. . Green space, parking, upgrade restroom and provide event space, meeting objectives . Entering defined space. Not safe enough . Not cool central featured park feeling. . Move #15 to left, waterfront not used as much, more shade structure . Music will be loud, #15 for Christmas in middle is nice. . Flow might be better due to green space . Band shell could be all day long, have separation . Too choppy, less green space, Restroom not localized . Band shell at #7 seems in the way, due to large structure, noisey . Need sign at entrance to define "Veterans' Community Park" . Too much concrete, move restrooms, Add parking on Elkcam Circle . Layout for Seafood Festival - easier flow . Only like parking, in parking lot and street parking . Tree near concert lawn - #1, too much space. Howard Reed, resident: Presented his version of recommendations for amenities. Preferred Option 1: email campaign to leave park alone and keep as is, money not issue, issue with finding consensus from community. Come to consensus to keep Veterans' Memorial and turn rest into park. Good space for concerts. Option 2: space is smaller won't work. Could use a central office space on site with maintenance storage. Director Smith: Option 2: different plans/designs showing two different usages. Will need security for park staff to monitor, and need continual maintenance. Restrooms centrally located, and close by. Option 1: larger events with parking, more area for parking, and large area for events. Mr. Benarroch, Affordable Landscaping: Option 2: too many trees to shed, strong winds will go into waterways. Option1: is plain and simple, maintenance is better choice, on West Elkcam need more parking, and bike City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final September 18, 2018 Committee racks, has more pavers than Option 1. Consensus on Option 2: Member Bono: add recommendations layed out today, with less trees for lower maintenance, keep nature feel of park. Members Minning, Rutledge and Richards agreed with potential for modifications. Chair Portu modifications to Kimley Horn: . tree lighting to not separate tailgating from tree, making larger lawn area. . good mix for adults/kids for play area with shade for game tables, play/entertainment . regional development entry way with arch off Bald Eagle with signage . tree circle in middle over to right to make current Farmer's Market better with tree lighting area. . add bicycle rack . maintenance for restroom facilities. . keep central park type civic center Chair Portu will create above modifications to Option 2 in document to present to City Council next month. He will give update from Committee to Kimley-Horn to present to PRAC in December 2018 resulting in more feedback from committee, community and City Council. Member Bonos stated fields at Mackle Park, Winterberry Park, Calusa Park look great. Tommie Barfield Elementary School looks awesome. Member Bonos, Member Minning left meeting at 4:32 p .m. (8) PRESENTATIONS None. (9) OLD BUSINESS a. Linear Trial Project at Peacock Update -Carlos Portu Chair Portu stated Calusa Park pathway is completed, and looks great. Member Richards requested to add Fruit/Spice Park to next month agenda. (10) NEW BUSINESS None. (11) COMMITTEE COMMUNICATIONS None.
