(1) CALL TO ORDER
Chair Portu called meeting to order at 3:00 p.m.
(2) ROLL CALL
Present: 4- Vice-Chair Richards, Member Siegel, Member Kuhn and Chair Portu
Absent: 3- Member Bonos, Member Rutledge and Member Minning
(3) PLEDGE OF ALLEGIANCE
Led by Chair Portu.
(4) INTRODUCTION OF NEW PRAC MEMBERS
Chair Portu Introduced new members:

Dawn Kuhn
(5) VOTING - CHAIR
Member Richards nominated Chair Portu to continue as Chair. There were no other nominations. Vote
was unanimous.
VOTING - VICE-CHAIR
Chair Portu nominated Member Allyson Richards as Vice Chair. There were no other nominations. Vote
was unanimous.
(6) APPROVAL OF THE AGENDA
MOTION by Member Siegel, to approve AGENDA, seconded by Vice-Chair
Richards, that this AGENDA be approved. MOTION CARRIED BY THE FOLLOWING

(7) APPROVAL OF THE MINUTES
City Council Chair Brechnitz thanked committee for taking time for commitment, wished members well in
endeavors. Congratulations to new members and new Chair/Vice Chair.

Ms. Malloy reported:
Racquet Center:
Open house was well received, in future event will be annually. Ordered new water
fountain.
Tennis/Pickleball membership has increased, extremely busy during day. Welcomed
people to arrive later in day, wait is shorter.
PRAC complimented staff for solving problems and compromising regarding
tennis/pickleball play.
Mackle Park:
Friday Movies in Park - Jurassic Park
February 14th, Valentine's Day luncheon - 200 attended.
Farmers Market was cancelled last week due to inclement weather, will be open
tomorrow.
(9) PUBLIC COMMENT (TIME CERTAIN 3:30 P.M.)
Mr. Swiacki, 667 Trush Court stated restrooms for band shell project at Veterans' Community Park will
need an attendant. Build in one phase, receive funds and move forward. Once plans are completed, pay
off in 2020. Grant from government turned down due to veterans not agreeing to use grant under veterans
name. City Council is responsible for funds. Keep pushing.
Andrew Kirlin, Chair, Beautification Advisory Committee (BAC) requested PRAC to recommend to City
Council not to use deciduous trees, (Crape Myrtle) due to continuous falling leaves at Veterans'
Community Park project. Chair Portu will add to next month agenda, will possibly have workshop with BAC
for public feedback to recommend proper native landscaping.
(10) PRESENTATIONS
None.
(11) OLD BUSINESS
a. Veterans' Community Park Update
Chair Portu gave committee update from last months presentation to City Council from
Kimley-Horn's revision on Master Plan to refine image of park. It's time to release capital
funds ($150,000), to spend rest of money for site plan, preparation, and permitting by
middle of March 2019. Kimley-Horn will present revised plan to City Council on March 18,
2019. Chair Portu will forward the draft letter members recommending City Council to
release funds for project.

Director Smith and committee had discussion on considering building in phases, moving
restrooms/bandshell, community feedback and funding options for project.
MOTION by Chair Portu to draft a letter to City Council
recommending a release of remaining Capital Funds ($150,000)
for project, seconded by Vice-Chair Richards, that this MOTION be
approved. MOTION CARRIED BY THE FOLLOWING VOTE:

b. Food Spice Garden - Member Richards
Vice Chair Richards met with Mr. Benarroch, Affordable Landscaping to plan garden
design for City Council approval. Mr. Benarroch drew up plans for fruit/herb garden box
(15"- 16" high), retaining wall (4 ft. x 20 ft), and will donate his labor. He will come up with
cost proposal for committee to review, including irrigation, equipment and tools, growing
10 trees.
Chair Portu suggested proper infrastructure for irrigation, and use existing portable water
and bubblers. Plaques will names fruits in center of each plant, can also use at schools.
Have $2,500 for project, can get donations for herb garden and work with Beautification
Advisory Committee (BAC). Start quickly, pick out spot and get funds.
(12) NEW BUSINESS
a. Change Monthly PRAC Meeting Time To 3:30 p.m./Public Comment to 4:00 p.m.
Chair Portu requested meeting start time change from 3:00 p.m. on to 3:30 p.m. as long
as meeting does not run over 5:00 p.m.
MOTION by Chair Portu, to change meeting time from 3:00 p.m. to
3:30 p.m. monthly, seconded by Vice-Chair Richards, that this
MOTION be approved. MOTION CARRIED BY THE FOLLOWING

(13) COMMITTEE COMMUNICATIONS
Public Comment:
Mr. Swiacki stated it's important to find funds to move forward on Veterans' Community Park project.
