(6) STAFF COMMUNICATIONS
a. Programs/Facilities - Samantha Malloy
Ms. Malloy reported Farmers Market was cancelled tomorrow, March 20, 2019 due to
inclement weather. Informed vendors, media, and public. Possibly adding another day at
end of event to make up for lost day. Will consider next years contract for additional date,
if inclement weather.
Part-time position open at Racquet Center, great opportunity for customer service.

Waiting for Scope of Services to repair Racquet Center restrooms end of season.
(7) PUBLIC COMMENT (TIME CERTAIN 4:00 P.M.)
Ed Issler, Joy Circle spoke on fund raising project for additional parking. Trolley service to run around
island to pick up and back. West Elkcam Circle & Park Avenue (where Christmas tree) better location for
restroom. Room for improvement, move restroom with no paved parking lot, improve flexibility of park,
make adjustments from plans.
Chair Portu stated spent a lot of time on 2009 Master Plan. Need resources, construction, do not want to
go back and forth with finalized approved by City Council. Project took 4 years, 50 publically announced
meetings, 100+ people's feedback.
Gerry Swiacki, Thrush Court - good plan and move forward. Important to get hard figure, and modify,
leverage to get funds up front, all at once. If money available, ask Possidomo, Rommel, lobbyist to know
what is available. Foundation can be reactivated, deductible funds earmarked for project.
Chair Portu will push some funding from lobbyist, and look into resources for eligibility. Some
opportunities specify FHA, USDA, non for profit are eligible to apply. If we take $5 million offered from
Councilor Honig, will be hesitation to under fund, or not able to complete project properly first time.
Only received approved 2% of budget funds budget requested FY19. Chair Portu will draft PRAC budget
memo to City Council to request funds for: Fruit & Spice Park, Jane Hittler, and programming, due by
April 30, 2019. Capital expenses are separate from PRAC budget, $8 million for capital budge
projects.Chair Portu will have draft of capital requests for Veterans' Community Park next meeting, within
60 days to get approval.

(9) OLD BUSINESS
a. Veterans' Community Park Update
Chair Portu reported great progress for new Master Plan (last night City Council meeting)
providing more opportunity, great vision, and to move forward with remaining capital funds
($150,000). Kimley-Horn's design cost 8 million, start with small modifications, and
direction for quality development. FY20 Budget due end of April 2019, table budget m for
next meeting.
Need funding options for City Council:
Option 1: money paying for property rolls off budget in 2020, take line item off taxes,
devote millage rate quantity to park. Use 9 year period to pay as go.
Option 2: leverage to find conventional loan to borrow 8-10 year person.
Option 3: Fund park sales tax revenue 3.2 million for next 5 years.
Committee had discussions on federal, state, local grants, and sales tax money.
Director Smith stated Federal/State grants are based on (competing with others for funds)
local support, sometimes grants are scrutinized before approval. If meet requirements,
get support from community.

Another idea to initiate Parks & Recreation Foundation 501C, non-profit for tax benefit or
funds forwarded to project (instead of General Fund). Director Smith and Ms. Malloy will
research requirements to reinstate foundation.
April 6th - Concert in Park - Howard Reed recommended to move stage (located on site
plan) for feel of what 3,000 people in attendance.
b. Food Spice Garden- Allyson Richards
Becky Irwin, Beautification Advisory Committee (BAC) planting (Affordable Landscaping
donating labor, dirt, stone and installation of tree), first fruit tree on Arbor Day, April 26th
near location with irrigation. Received proposal (from Affordable Landscaping) to add 10
containers, will advise on planting by dividing task force to care for fruit tree garden.
Research funding, legal issues, work with IFAS, and contact University of FL.
Before project gets started, need site plan layout stating location (possibly Calusa Park),
goal, donations, building supplies, maintenance plan, review by City attorney with City
Council approval of proposal for garden.
(10) NEW BUSINESS
a. Jared Stinchcomb - Art for Mackle Park Community Center
Chair Portu met artist, Mr. Stinchcomb for historical development on island. Suggestion
to create colorful artwork to brighten walls at Mackle Park Community Center in lobby,
cost $25,000.
Ideas suggested by committee:
Need more useful items: shade structure at park, soccer balls, scoreboard and repair
basketball courts.
Speak to Jane Watts for high school student artwork
Art Teacher at Academy or Middle School.
Vice Chair Richards will speak to Art League for donations from local artist
Can rotate art, contact Art League to use artwork to cover walls.
Active mural for game room, community room and teen center.
b. Jane Hittler Park - Proposed Improvements
Ms. Malloy will visit site, access needs (mulch, weeds, seawall, painting) and use $2,500
budget funds.
