Programs/Facilities - Samantha Malloy Concert was very well run and attended, weather great, and music was fabulous. Mackle Park: Spring Jubilee - Saturday - April 21th at 10:00 a.m. - 12:00 p.m. with fun games with parents involved. High School Band sold desserts to profit Lely Band. Food served, volunteers helped. Egg hunt starts 11:30 a.m. Councilor Girfoni doing countdown. Ordering treatment for weeds in lake, will take months to see difference, added CARP fish to clean up debris. City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final April 16, 2019 Committee Now taking registration for Camp Mackle starting, theme is "Traveling Through Time". Interviewing to hire 7 camp counselors. Camp Stellar theme is "Survival", twenty (20) 6th-8th graders attending, will possibly extend to 35 kids. Farmers Market: Received approval to extend Farmers Market until May 1st, few vendors will not be in attendance. b. April 2019 City Council Report - Samantha Malloy ID 19-224 City Council Monthly Report for April 2019 Attachments: 2019 April CC Monthly Report.pdf Waiting to schedule Racquet Center restroom renovation, contractors waiting for cost, approximate estimate is $50,000 for two restrooms. Can possibly be done this summer. Permit application process needs complete information in order to move forward. Director Smith will research brackish water at lake at Mackle Park. Lake was not developed as it was designed. Needs floridone sonar treatment to get under control due to changes in environment. If taken out of lake, weeds will shred. Director Smith stated staff planning to direct City on Vision, Goals and Objectives, needs assessments for next 5-10 years. Budgeting now for strategic plans, and address budget process to move forward. (7) PUBLIC COMMENT (TIME CERTAIN 4:00 P.M.) Dave Shaggott, Pickle Ball (PB) Players Committee, thanked all for 2018 improvements at MIRC. He expected 2 more pickle ball courts on tennis court #1, discussed in meetings with management, only 2 were installed. Parking issue - players adjusted, riding bikes, walking, car pooling, to help with parking issue, have assigned spots for tennis and pickleball players. Mr. Shaggott proposed courts with temporary nets, be used for tennis lessons. If got improvements last year and 2 more courts, dues would be $40-$50 more. Spending time waiting affects parking, making it worse with excessive waiting time. Voted 6-1 for 2 more PB courts, 140 signatures on petition. Asking for consideration on court 1 for 2 courts, addressed this summer. YMCA has 6-12 new courts, was reported YMCA might not be building pickleball courts and Ms. Malloy will check with YMCA, CEO to verify accuracy of report. Sam, resident, received several calls from tennis players with concerns only focusing on PB players wanting equal time. MOR SPORTS guided to not add extra courts due to danger with area of lines. Some enjoy clay courts, some rather hard courts (only have hard court for tennis). Impossible to make everyone happy, looks great compared to year ago. Committee had discussions on court distribution. Diane Shaggot - lines fade away, two different colors, having 4 courts instead of two, will handle lines easily. Parking - respectful, assigned for PB, and tennis. YMCA had 2 major benefactors who withdrew support to build PB courts. No more cars, less people on sidewalk waiting for their turn. Mike Havey, 1831 Maywood Court, agrees with all said with staff, residents, in support of more PB courts. City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final April 16, 2019 Committee Group did get together past years, pay for everything we want, met with resistance. Always resistance, can have temporary PB at MP under basketball dome, temp nets, it's open time for kids, adults. Temp lines at Vets Park with restrooms, need to figure something out. Need another location, need referendum, wave of future, #1 growing sport. Appreciate commitment, long term planning. . (8) PRESENTATIONS None. (9) OLD BUSINESS City of Marco Island Florida Page 3 Parks and Recreation Advisory Meeting Minutes - Final April 16, 2019 Committee a. Veterans' Community Park Update Vice Chair Richards stated bandshell music and drink tents for concert were placed in same location as plan. Ms. Malloy stated will see how layout of bandshell will work, 3,000 people attended. Kimley-Horn (KH) will research to fit more people, if needed. Took video to show KH to access crowd set up feedback. Committee had discussion on location of band shell, sound level, and neighbor concerns. b. Food Spice Garden - Allyson Richards Vice Chair Richards attended Beautification Advisory Committee (BAC) meeting with Mr. Benarroch to review community garden, and to move forward with City Council approval. Becky Irwin, BAC member, on Arbor Day, April 26, 2019 dedicating Tamarind Tree at Calusa Park donated by Affordable Landscaping. (10) NEW BUSINESS Member Kuhn stated did not see retaining wall between bed and sidewalk at Leigh Plummer Park, rain washes on to brick. Need to add retaining wall, no mulch, void in gravel, bulletin board update, and landscaping maintenance problem. (11) COMMITTEE COMMUNICATIONS a. FY19/FY20 Budget Proposal Committee reviewed FY20 PRAC Budget Request sent to PRAC by Chair Portu. Director Smith suggested PRAC put together Goals and Objective. He can put numbers together and change priorities. Vice Chair Richards stated PRAC further review proposed FY20 budget home to review, then schedule workshop.
