Chair Portu called meeting to order 3:30 p.m.

(6) PRESENTATIONS
a. AWE Owl Watch - Brad Cornell, Audubon of Western Everglades
Brad Cornell, Audubon Western Everglades presented monitoring Burrowing Owls Naples,

Committee
Isles of Capri and Fiddlers Creek. Marco Starter Burrow Incentive Program:
Leigh Plummer Park good starting location for program, near walking trail. If construction,
wait until completed.
Program at 241 Parks, 563 fledged chicks (fledged 419), 25% survived to breed - 1/4
survival
Alli Smith recruited volunteers, watching data Feb. to July
2017 Marco Island very famous due to owls on island.
Nature photographers (not on private properties), better at park without bothering
neighbors.
Starter Burrows - stabilize urban population can enjoy and survive on public property.
20% recruited owls.
Gulfview Middle School on track or football fields, remove to other locations.
Mr. Cornell and Committee discussed ideas/plans for program:
Find decent location, rope off, do not mow or disturb area during breeding season
Feb-July.
Use City property within reasonable interval, concerns if in walkway, plan timeline
Install with rock garden, no weeds, depends on grass growing season, depends on height
of grass.
Audubon will pay (with specific City requirements), to maintain grass around owl nests as
done on island.
Next step: City decide on moving forward, PRAC can help with decision. Propose
program, draft guidelines, vote, then to City Council for approval. No rush, committee will
review resources, funds and structure. Ms. Malloy and Mr. Cornell will research City
requirements to better serve island.
(7) STAFF COMMUNICATIONS
a. Programs/Facilities - Samantha Malloy
Ms. Malloy reported:
Facilities:
Racquet Center:
Received bids to renovate two restroom facilities (ADA compliant). Forward to City
Manager/City Council.
Member Shagott mentioned meeting with RC members November 2019.
Members offered raising funds to add for Court #1 for pickleball. Received proposals,
start fund raising project. Approximate cost $6,000.
Veterans' Community Park:
Installed new fountain pump, running by Veterans Day, working on lights.
Vietnam Wall arrives February 2019.
Mackle Park:
Playground shade structure not covering much space, need future shade other side near
entrance, very costly.
Programming:
New special account created for donated funds for FY20 to pay for projects.
Farmers Market:
September 28th deadline for vendor applications, booth numbers staying same, 81

Committee
vendors, 100 booths to date, received 98 applications.
Seasonal programs starting October - Halloween Spooktacular, exercise classes -
October, November, January.

(9) OLD BUSINESS
a. Food Spice Garden Update - Vice Chair Richards
Vice Chair Richards researched iguanas food dislikes. IFAS stated iguanas do not eat
citrus trees. Committee has funds to purchase and install citrus trees.
Chair Portu recommended using trees as buffer, install 2 limes and 2 lemons. Identify
location at Calusa Park comfortable with City, Affordable Landscaping, PRAC and staff,
then City Council for approval.
(10) NEW BUSINESS
a. Naming Rights Veterans' Community Park
Chair Portu stated $7,000 funds received, moving forward with signed agreement for
architectural work. Next park fund itself, 10% of project cost ($7+ million dollars).
Committee and Director Smith discussed City naming right guidelines for structure,
private funding levels:
Director Smith - If donor interested funding Band Shell can participate in naming rights.
Every taxpayer has right for input on City property. Start fund raising project: install pavers
(as Residents Beach). Speak to architect to create design for donation project prior to
building.
PRAC responsible for project, difficult raising funds. City needs to ensure funds
available, before PRAC moves forward. Make concrete order seeking private funding, use
fund raising plan or sponsorship with City/City Council committment.
MOTION recommend to City Council to provide concrete fund raising plan with approval
for Veterans' Community Park and PRAC solicit donations for benefit of park. Vote 5-1.
Member Conner recommended shade needed more at Mackle Park then working on
Veterans' Community Park. She will meet with Director Smith to earmark project for
2019/2020.
MOTION by Chair Portu, seconded by Vice-Chair Richards, that
this MOTION be Approved. MOTION CARRIED BY THE FOLLOWING
