(4) APPROVAL OF THE AGENDA MOTION by Vice-Chair Richards, seconded by Member Rutledge, that this AGENDA be Approved. Facilities/Programs Update - Samantha Malloy City of Marco Island Florida Page 1 Parks and Recreation Advisory Meeting Minutes - Final November 19, 2019 Committee Ms. Malloy reported: Veterans' Community Park: Lost reclaimed water due to broken sprinkler. Community needs awareness when driving near water controls. Check for available grant to purchase efficient water timers on sprinklers. Dog Park: Ms. Malloy received email from citizen concerning condition of dog park. Sod installation scheduled mid December. Need to level uneven step near picnic table, costly repair $2,600. Dogs digging damaging ground, need owner awareness/cooperation to control their dog, do not have staff to monitor dog park. Member Richards concerned of hole dug under fence between large/small dog park, smaller dogs dig through to other side of fence. Chair Portu recommended using artificial turf around picnic table to resolve dirt erosion. Patrons do not like woodchips, not easy to pick up after dog. Ms. Malloy reported two incidents where staff spoke to visitors who take handful of dog bags (instead of one) allowing not enough bags to sustain end of FY20 budget. b. 2019 November Parks & Recreation Report ID 19-570 2019 November Parks & Recreation Report Member Shaggott researched updating Veterans' Community Park irrigation, possibly use grant availability. Chair Portu considering adding new sprinkler systems at Veterans' Community Park to FY21 Capital Budget Request. Ms. Malloy noted Farmers Market going well, started slow with positive feedback. Pushing for attendees bring own shopping bags to keep environment clean. Promoting Farmers Market bags - $2.50 - $4.00. (7) PUBLIC COMMENT (TIME CERTAIN 4:00 P.M.) Mr. Michael Levine, prior PRAC member greeted committee. (8) PRESENTATIONS None. (9) OLD BUSINESS Chair Portu noted PRAC members and City Council discussed starting new Marco Island Parks Foundation (501-3C) to allocate funds properly for certain projects. Possibly reserve future donations for Veterans' Community Park's band shell project. Mr. Michael Levine, resident, Capistrano Court noted previous foundation was active when Mackle Park City of Marco Island Florida Page 2 Parks and Recreation Advisory Meeting Minutes - Final November 19, 2019 Committee was renovated. City does not have responsibility for previous foundation. Mr. Pinter, Director of Public Work will report back to PRAC with updates on foundation.. a. Food Spice Garden Update - Vice Chair Richards Vice Chair Richards had no updates due to scheduling conflicts. (10) NEW BUSINESS Mackle Park: Ms. Conner waiting on 3 bids from shade companies to cover sections of Kids Cove. After bids will discuss with committee, bring to City Council with ideas for funding outside of City funds, and meet or match City funds. Start next 60 days, project specific, can have many projects to utilize Parks & Recreation Foundation. Per Member Kuhn, if high school art teacher interested, good idea to create art project for kids to brighten walls at Mackle Park Community Center. Racquet Center: Permit approved to start restroom project, work starting when contractor ready at the right time. Members Kuhn and Shaggott complimented City staff on newly renovated courts. Director Smith stated Beautification Advisory Committee working on utility box wrappers with theme of Marco Island arts and cultural movement. (11) COMMITTEE COMMUNICATIONS Chair Portu requested when PRAC members addresses City Council to please discuss as individual citizen and not as PRAC member.
