51 Bald Eagle Drive City of Marco Island Florida Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Waterways Advisory Committee Chair: Rick Woodworth Vice-Chair: David Crain Committee Members: Robert Roth, Steve Sokol, Philip Thompson, William Trotter, Martin Winter City Staff: Jason Tomassetti, P.E., Diana Aviles Thursday, October 15, 2020 9:00 AM Community Room (1) CALL TO ORDER Chair Woodworth called the meeting to order at 9:00 A.M (2) ROLL CALL Present: 6- Vice-Chair Crain, Member Roth, Member Sokol, Member Trotter, Member Winter and Chair Woodworth Absent: 1- Member Thompson (3) PLEDGE OF ALLEGIANCE Led by Chair Woodworth. (4) APPROVAL OF THE AGENDA MOTION by Member Trotter, seconded by Vice-Chair Crain, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: Yes: 6- Vice-Chair Crain, Member Roth, Member Sokol, Member Trotter, Member Winter and Chair Woodworth (5) APPROVAL OF THE MINUTES ID 20-1103 September 17, 2020 Waterways Advisory Committee Meeting Minutes MOTION by Vice-Chair Crain, seconded by Member Winter, that the Minutes be Amended and include the agreement that Chef Frazzano would follow up with FWC in terms of the propulsion testing, be Approved. MOTION CARRIED BY THE FOLLOWING VOTE: (6) STAFF COMMUNICATIONS a. Monthly WQ Testing Jason Tomassetti Storm Water Engineer should have the monthly Water Quality testing results from September by the end of this month. The purchase order for the water quality testing was extended for 10 months. Member Trotter mentioned in the meeting he would like to move one of the testing City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final October 15, 2020 locations to the North by Smokehouse Bridge. b. ERD Update Storm Water Engineer, Jason Tomassetti, discussed with the Committee regarding the ERD Contract and the Schedule. Due to COVID a lot of test dates have been pushed back therefore, the isotope testing is scheduled for January and once Dr. Harper, President of Environmental Research and Design, has those results in (by February) he will gather all the data from the year and create a final review. ID 20-1106 Contracts & Schedule (7) PUBLIC COMMENT Jack Williams, Marco Island Resident, told the Committee that as much as he appreciates the work the Committee has done he feels like there still is not enough support. The Committee is limited on what they can do and feels like more outside sources should help. (8) PRESENTATIONS No presentations were made during this time. (9) OLD BUSINESS a. Swale Grading- Chair Woodworth Chair Woodworth presented to the Committee a swale grading chart of what he believes it would cost. (10) NEW BUSINESS a. Collier Blvd Irrigation – Chair Woodworth A citizen took a picture that shows the water irrigation on Collier Blvd watering excessively outside of the boundaries. Chair Woodworth feels like this is wasting clean and recycled water. Jason will look into the situation. Member Martin suggested into looking into a smart wi-fi based irrigation system that helps regulate the irrigation system. Member Martin provided the example that if it rains the system will override and cancel a schedule sprinkler time so it doesn't over water. b. Navigational Markers – Member Martin Member Martin announced that there is 2 Navigational markers surrounding the Island. Member Martin proposed that he gets in someone to come to the next meeting to discuss in detail about the importance of it. c. Derelict Vessel Propulsion Test-Member Trotter Member Trotter made a request to change the discussion item to "At Risk" Vessel's since that goes more in depth of what he'd like to talk about. (11) COMMITTEE COMMUNICATIONS Overall the Committee was disappointed that the Planning Board shut down their Ordinance amendment. The Planning Board were more interested in the swales.
