(2) ROLL CALL Present: 5- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Wordehof and Chair Crain Absent: 1- Member Winter Also Present City Councilor Richard Blonna CITY STAFF: Timothy Pinter, Public Works Director Jason Tomassetti, Stormwater Engineer Jim Kornas, Recording Specialist Martin Luna, Video/Broadcast Technician Tracey Barnett Admin. Asst. Public Works (3) PLEDGE OF ALLEGIANCE Led by Chair Crain. (4) APPROVAL OF THE AGENDA Motion by Member Thompson, seconded by Vice Chair Trotter, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Wordehof and Chair Crain (5) APPROVAL OF THE MINUTES ID 21-1554 Approval of Waterways Committee Minutes of April 15, 2021 MOTION by Member Thompson, seconded by Vice Chair Trotter, that the Meeting Minutes of April 15, 2021 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Wordehof and Chair Crain (6) STAFF COMMUNICATIONS - Jason Tomassetti a. ID 21-1575 April Water Quality Test Results Stormwater Engineer Jason Tomassetti reported that the water quality testing for April was good. Nitrogen levels were down and Phosphorous was up a little. City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final May 20, 2021 b. ID 21-1576 Update: Environmental Research & Design, Inc. Report to the City Mr. Tomassetti also stated that the Environmental Research & Design, Inc. final report will be reviewed with the City in June, and released in August. c. ID 21-1577 Topics & Timetable for the Waterways Committee Report to the City Council Mr. Tomassetti recommended that the Committee suggest topics for the Committee's report to the City Council later this year, and he noted that the Committee still has $10,000 in this year's budget to spend. d. ID 21-1578 Status of Councilor Irwin’s Appointment to the Committee No appointment to Committee by Councilor Irwin, but should have a decision by next Committee Meeting. EDITORIAL NOTE: Public Works Director Pinter updated the Committee in the San Marco Road Project, approved for underground 60" pipe around Landmark Ave. (7) PUBLIC COMMENT No public comments were received. (8) PRESENTATIONS None. (9) OLD BUSINESS a. ID 21-1579 Underwater Dock Lighting in Canals (Citizen Complaint) No formal complaint was registered with the City. The Committee needs to investigate the Ordinance on lighting (type of lighting allowed, etc.). Chair Crain to lead the follow up. b. ID 21-1580 Residential Stormwater Discharges - Community Info & Education Plan The Committee discussed possible changes to downspouts on residential properties, to not drain into waterways. It is illegal to discharge into canals. Need to educate the homeowners of this and possibly recommend changes to the Ordinance. (10) NEW BUSINESS a. ID 21-1581 Clam & Oyster Bed Renourishment Investigation The City Council should discuss and direct the Committee to research this. Chair Crain volunteered to reach out to Councilor Irwin to recommend that a white paper be created to review with the City Council. b. ID 21-1582 Sea Grass Renourishment Direction Given the direction received on the Clam & Oyster Bed Renourishment topic, this item is deferred until City Council direction is received. c. ID 21-1585 Water Quality Update Member Wordehoff went over charts on history to the present water quality results. Water quality is in the green currently in all testing parameters. (Nitrogen, Phosphorous, and Chlora- A) City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final May 20, 2021 (11) COMMITTEE COMMUNICATIONS a. Member Availability for Next Meeting (6/17) The Committee decided to not meet on June 17, 2021 and will reconvene on July 15, 2021. MOTION by Vice Chair Trotter, seconded by Member Thompson that the June 17, 2021 meeting of the Waterways Advisory Committee be cancelled. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 5- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Wordehof and Chair Crain b. Sharing of Thoughts on Topics of Committee Interest Member Sokol asked that the informational door hangers be placed on the July Agenda for review. He also asked Public Works Director Pinter for an explanation of the reasoning for the San Marco Road Pipe Project. Mr. Pinter explained that the project is part of the City's 10 Year Master Plan. Chair Crain presented the Caxambas Pass Tide Chart for April 19, 2021 and raised question regarding the tidal effects on monthly water quality readings. Vice Chair Trotter asked that a review of the Committee's budget be brought forward at the July meeting.
