(2) ROLL CALL Present: 6- Member Sokol, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain Absent: 1- Member Thompson Also Present City Councilor Joe Rola City Staff: Tracy Frazzano, Chief of Police Jason Tomassetti, Storm Water Engineer Martin Luna, Video/Broadcast Technician Tracey Barnett, Administrative Assistant Public Works Department (3) PLEDGE OF ALLEGIANCE Led by Chair Crain. (4) APPROVAL OF THE AGENDA MOTION by Member Wordehoff, seconded by Member Martin, that the Agenda be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Sokol, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (5) APPROVAL OF THE MINUTES ID 21-1707 Approval of Waterways Committee Minutes of July 15, 2021 MOTION by Member Martin, seconded by Member Wordehoff, that the Meeting Minutes of July 15, 2021 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Sokol, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain (6) STAFF COMMUNICATIONS a. Update on Committee's Topics for Remaining 2021 Budget Balance ID 21-1708 Update on Committee’s Topics for Remaining 2021 Budget Balance The Committee's topic "Remaining 2021 Budget Balance" was not discussed as planned, but the Committee addressed other topics that are summarized under item 11 (Committee Communications). Mr. Jason Tomassetti informed the Committee that Environmental Research & Design's report will be City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final August 19, 2021 presented to the City Council at the September 20th meeting. The final report will be made available for public view on the website around September 1st. Mr. Tomassetti also reported that, the monthly Water Quality test results for July have been posted to the City's website. (7) PUBLIC COMMENT Mr. Jack Williams (Colonial Ave) stated that he comes to meeting every month, hears the same topics every meeting, and doesn’t see anything getting resolved. He urged the Committee and the City to move forward on topics and resolve them. Mr. Andrew Tyler (N. Collier Blvd.) thanked the Committee for pursuing water runoff into the canals and for supporting the Police Chief’s effort to get a Code Enforcement officer to patrol the canals approved in the 2022 fiscal year budget. He suggested that the Committee get in contact with Collier County Commissioner Rick LoCastro to help address the problems with the navigational signs in the waterways and to get them fixed or replaced. (8) PRESENTATIONS a. Improving Boat Safety & Navigation (Member Welty) Member Welty, reviewed the Mission Statement for the Waterways Advisory Committee. He suggested that the Committee help educate the public on boat safety and boating regulations in the State of Florida. One idea that he proposed was to encourage rental companies and marinas to educate their customers of "no wake" zones in and around Marco Island. He also proposed addressing the list of navigational signs that are damaged or missing. (9) OLD BUSINESS a. Residential Stormwater Discharges- Community info & Education Update (Chair Crain) This topic was not discussed at this time. b. How Rain Affects Water Quality (Member Wordehoff) This topic was discussed in combination with the Water Quality Update (Item 10a. below). (10) NEW BUSINESS a. Water Quality Update- (Member Wordehoff) Member Wordehoff presented his data and concluded that dissolved oxygen levels are reaching critical levels. Marco Island is flirting with Hypoxia as water quality continues to deteriorate. Nutrients are feeding algae blooms which consume oxygen, killing sea grass and leading to manatee mortality. He shared all his charts as attached and will continue to monitor this monthly. Member Availability for Next Meeting September 16, 2021 All members of the Committee indicated their intention to be available for the Committee's next meeting on September 16, 2021. b. Sharing of Thoughts on Topics of Committee Interest (All) As raised at the last meeting, the Committee proposed donating a portion of it's 2022 budget to Chief Frazzano's recommendation for a canal boat and Code Enforcement officer. Mr. Tomassetti was unsure if this could be done and will get back to the Committee with an update. Chair Crain thanked Chief Frazzano for her efforts in addressing the discharges into the waterways. Chief Frazzano spoke about her recommendation, and she expressed uncertainty as to whether the City Council would fund it in the upcoming budget year. Member Sokol showed the Committee samples of what door hangers would look like to help educate the public of illegal discharges into the waterways. He proposed options that could be listed on the WAC website.
