(1) CALL TO ORDER
Chair Crain called the meeting to order at 9:00 A.M.
(2) ROLL CALL

(6) STAFF COMMUNICATIONS
a. Water Quality Test Results (October)
Mr. Jason Tomassetti advised the Committee that the Water Quality results for October are posted to the
website.

b. Surface Water Quality Monitoring RFP
Mr. Jason Tomassetti advised the Committee that the Request for Proposal (RFP) had been issued, with
the intention of having a company selected and ready to go in January. The contract will be for three
years, with an annual renewal option. The current provider is currently operating under a month-to-month
basis and is among the potential candidates to provide this service going forward.
c. Proposed Stormwater Management Requirements
Spoke more on this later in the meeting under New Business10b.
d. Recommendation to City Council
Briefly commented on this but spoke more later in the meeting under New Business 10c.
(7) PUBLIC COMMENT
Mr. Jack Williams (Colonial Ave.) questioned why the Committee was discussing water discharges from
residential homes when Dr. Harper of Environmental Research & Design clearly concluded that storm
water runoff was not a major contributing factor to the Island’s impaired waterways. Chair Crain reminded
Mr. Williams that direct-to-canal discharges are illegal, and that is why the Committee is devoting time and
attention to addressing it.

(9) OLD BUSINESS
a. Public Education/ Social Media- Update (Member Sokol)

Member Sokol expressed concern that placing informational materials on the front door handles of
residential homes may not be the most effective way to educate the public. As an alternative, he proposed
that the Committee consider recording and broadcasting information via its Marco Island TV cable
channel on the status of the Island’s water quality, fertilizer restrictions and various water safety topics.
(10) NEW BUSINESS
a. Phosphorus Removal (Member Wordehoff)
ID 21-1983 Phosphorus Removal
Member Wordehoff shared his report on removing phosphorus and restoring oxygen. Recognizing that
reuse water has been identified as a root-source of water quality degradation in recent studies. Marco
Island water treatment plant removes nitrogen but not phosphorus. He noted that a project has been
initiated to eliminate phosphorus in the reuse water. Member Wordehoff showed different options for
removing phosphorus, some being quite costly. The Committee discussed getting a qualified engineering
company to look into the technologies available.

b. Stormwater Management Ordinance (Jason Tomassetti)
ID 21-1984 Stormwater Management Ordinance
Mr. Jason Tomassetti noted that the current stormwater ordinance does not specify any requirements for
the development or redevelopment of single family residences. He will be rewriting the ordinance to
include stormwater runoff standards for residential homes. His plan is to propose rain gardens, exfiltration
trenches, or vegetative strips, to name a few. The revised ordinance will be brought before the City
Council for further review, discussion and approval.
c. Recommendation to City Council (Chair Crain)

The Committee initiated discussion of the list of water quality improvement actions suggested by the City
Manager and Dr. Harper. The discussion will continue at the Committee's next meeting.
