City of Marco Island Florida 51 Bald Eagle Drive Marco Island, Florida cityofmarcoisland.com Meeting Minutes - Final Thursday, January 13, 2022 9:00 AM Special- Called Meeting Community Meeting Room Waterways Advisory Committee Chair: David Crain Vice-Chair: William Trotter Committee Members: Steve Sokol, Philip Thompson, Michael Welty, Martin Winter, Eugene Wordehoff City Staff: Jason Tomassetti, P.E., Tracey Barnett Waterways Advisory Committee Meeting Minutes - Final January 13, 2022 Special- Called Meeting (1) CALL TO ORDER Chair Crain called the meeting to order at 9:00 A.M. (2) ROLL CALL Present: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehof and Chair Crain Also Present City Staff: Jason Tomassetti, P.E. Storm Water Engineer Martin Luna, Video/ Broadcast Technician Tracey Barnett, Administrative Assistant Public Works (3) PLEDGE OF ALLEGIANCE Led by Chair Crain. (4) RECOMMENDATIONS TO CITY COUNCIL ID 21-2032 Recommendations to City Council Chair Crain reviewed the list of topics that the Committee received from City Manager Mike McNees requesting Committee comment: 1) Stormwater Management for Single Family Homes Mr. Jason Tomassetti noted that the current ordinance did not include single family residences and suggested updating the ordinance. Rain gardens, swale upgrades, and pervious pavers, for new construction and rebuilds were some of the suggestions for stormwater management. 2) Seepage Management Install denitrification beds adjacent to seawalls during repair or replacement. Bold and Gold sand mix is an engineered system which is $27,000 per 100 feet. After discussion, the Committee decided this is a low priority item to be brought up to the City Council and a very expensive fix. 3) Reuse Irrigation The Committee will discuss after meeting with Mr. Jeff Poteet, Water/Sewer Department General Manager, at the next meeting. The Committee believed this is the main issue with water quality and needs to be addressed. 4) Fertilizer Ordinance The Committee suggested that there be a total ban of fertilizer and what consequences there might be. The current ban is for four months and maybe this should this be extended. Chair Crain will reach out to others to get more input on what a total ban would do. 5) Public Education Chair Crain doesn't feel the Committee should be solely responsible for educating the public. He suggested that the City develop a program to educate public on water quality. 6) Storm Water Utility City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final January 13, 2022 Chair Crain led this discussion, and showed items on "naplesstormwater.com". He suggested that a Storm Water Utility Department should be established similar to what is in place in Naples as shown on the website. (5) PUBLIC COMMENT Mr. Howard Reed, (Bald Eagle Dr.) conducted a demonstration, using beakers of water and other substances, which mimic the water quality of our water body. He suggested "out of canal testing" which would require getting on a boat and into the Gulf to test the waters in 3 different locations. This should be added to the monthly testing process for a truer picture of the Island's water quality. Mr. Dave Rasmussen, (Caxambas Ct.) representing Clean Marco Waters LLC, expressed his beliefs that Marco Island is on the impaired list and it will never get off of it. TMDL testing needs to be done. (Note: Total max daily load measures the load of nutrients in water). Mr. Rasmussen was invited to continue his observations and comments at the Committee's next meeting.
