(4) APPROVAL OF THE AGENDA Member Wordehoff asked to amend the Agenda to add the topic: "Input & Discussion - Upcoming Presentation to the City Council". MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 6- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter and Member Wordehof (6) STAFF COMMUNICATIONS City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final April 21, 2022 Stormwater Engineer Jason Tomassetti reported that the water quality measurement results from March were sent to members of the Committee and are posted on the Committee's page of the City's website. He also advised the Committee that Chair Crain has been drafting a presentation summarizing the Committee's recommendations for review with the City Council at its planned May 23, 2022 Workshop from 5:30 PM - 8:30 PM. (7) PUBLIC COMMENT Mr. John Atashian (Jasmine Lake Circle, Naples) of SeaSide Marine requested the attention of the Committee and the action of the City in enforcing the 'no wake zone' at the entrance of the Factory Bay Marina. Noting that the habitual offenders to this regulation tend to be charter boat operators that should know better, he indicated that the Marina's Dock Master has reported this condition to the City's Code Enforcement Department and requested that the City's Marine Patrol boat be deployed to the area during the typical times of charter boat movement in the area. The Committee recommended that Mr. Atashian and the Dock Master record the registration numbers of the violating boaters to assist in the enforcement effort. Mr. David Rasmussen (Caxambas Ct.), representing Clean Marco Waters LLC, shared his concerns and calculations regarding the amount of phosphorous that is in the potable and reuse water that is used for irrigation of public and private lawns and garden areas. He encouraged the Committee to "take a stand" and apply its resources toward compelling faster action by the City on this matter. Mr. Rick Woodworth (N. Barfield Dr.), requested that the Committee's recommendations for improving the quality of the Island's waterways be released to members of the City Council well in advance of the May 23rd Workshop so that they will have time to review and consider the Committee's recommendations. Mr. Robert Roth (Barbarosa Ct.) recommended that the Marco Island Water Utility be held to a higher standard of nutrient reduction (like the City of Naples) in its treatment of reuse water and reflect the cost of doing so in the rates charged to its customers. (8) PRESENTATIONS None. (9) OLD BUSINESS Input & Discussion - Upcoming Presentation to the City Council (Editorial Note: This topic was added during the 'Approval of the Agenda' portion of this meeting) Referencing the Committee's proposed recommendations under the 'Reuse Water Section', Member Wordehoff recommended that the Committee propose that a Request for Information (RFI) precede its recommendation for an RFP (Request for Proposal) by at least two or three months so that insight on the latest technologies in reducing the nutrients in water can be solicited and brought to light for the City's insight and consideration before committing to soliciting solutions from known technologies and providers. The Committee concurred with this recommendation. (10) NEW BUSINESS a. Rookery Bay Estuary Water Quality Correlations (Member Wordehoff) City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final April 21, 2022 ID 22-2225 Rookery Bay Estuary Water Quality Correlations In response to Chair Crain's request at the Committee's March 17th meeting, Member Wordehoff presented the results of his "Estuary Correlation Analysis" of Total Nitrogen, and Dissolved Oxygen from 2017 - 2021 as measured on Marco Island, the Ten Thousand Islands - North, and Rookery Bay. In terms of Total Nitrogen, he concluded that a very high correlation in measured amounts occurred across all three areas, and that the change in the testing provider during the period was not a factor in the previously-reported results. In terms of Dissolved Oxygen, Member Wordehoff's analysis noted an inverse relationship between the measured Dissolved Oxygen in the estuary as compared to the measured Dissolved Oxygen levels in and around Marco Island. As a result, actions or factors affecting Marco Island uniquely appear to be the source of difference in measured Dissolved Oxygen levels. He offered a hypothesis as to the actions/factors that are in play on the Island that account for the measured differences in Dissolved Oxygen. b. Marco Trophic State Analysis (Member Wordehoff) ID 22-2226 Marco Trophic State Analysis In applying the analytical classification approach that he learned from the Ranger Academy at Calusa Waterkeeper to Marco Island, Member Wordehoff presented his assessment of Marco Island in its ability to sustain biological productivity. Determining Marco Island to be 'algae dominant' rather than 'plant dominant' under this classification system, he sees a 'seasonality' emerging in algae development and a relationship between ambient water temperatures and measured Dissolved Oxygen levels. He has high confidence that reduced phosphorous levels are key to improving the Island's water quality, clarity and biological sustainability. Public Comment Mr. Robert Roth (Barbarosa Ct.) spoke to his personal experience in the Northeast relative to the effects of wastewater treatment and fertilizer control on measured levels of Total Nitrogen and Total Phosphorous in that area's waterways. (11) COMMITTEE COMMUNICATIONS a. Member Availability for Next Meeting May 19, 2022 @ 9:00 A.M. All Members present indicated their ability to be available for the Committee's next meeting on May 19th. b. Sharing of Thoughts on Topics of Committee Interest (All) Member Thompson asked Stormwater Engineer Tomassetti for an update on the progress of projects on San Marco Road. Vice-Chair Trotter asked that 'Reuse Water' be placed on the Committee's next agenda and include information provided by City Sewer & Water General Manager Jeff Poteet. He also expects that Chair Crain will be present to review and receive input on the final revisions to the Committee's presentation to the City Council.
