MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehoff and Chair Crain (5) APPROVAL OF THE MINUTES ID 22-2659 Approval of the Waterways Advisory Committee Meeting Minutes of December 15, 2022. MOTION by Member Thompson, seconded by Member Sokol, that the Minutes of December 15, 2022 be Approved. MOTION CARRIED BY THE FOLLOWING VOICE VOTE: Yes: 7- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehoff and Chair Crain (6) OLD BUSINESS (6a) Review Existing RFI Concerns were raised to request a Consultant to present on phosphorus free water solution may be combative to a decision already made on the matter by City Council. Motion for a Consultant to present phosphorus free water solution to the Committee in reference to RFI 2023-005 proposed by the Committee. Yes: 6- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter and Member Wordehoff No: 1- Chair Crain ACTION ITEM City of Marco Island Florida Page 1 Waterways Advisory Committee Meeting Minutes - Final January 19, 2023 ID 23-2699 Request for Information #2023-005 The Committee Members agreed to reword the paragraph one of the DRAFT RFI to state: "Request for Information (RFI) related to the best value technological methods to reduce stratification and increase dissolved oxygen throughout the water columns of the Marco Island Waterways using aeration" Final reading and motion to approve the RFI to state: Request for information (RFI) related to the best value technology methods to improve water quality and increase oxygen. Motion to by Member Sokol, seconded by Member Thompson to approve Request for Information (RFI) 2023-005 with corrections to Paragraphs (1) and (2). Yes: 6- Member Sokol, Member Thompson, Vice-Chair Trotter, Member Welty, Member Winter and Chair Crain No: 1- Member Wordehoff ID 22-2657 Request for Information #2023-001 (6b) Canal Waterways RFI The Committee discussed aeration, composites at the bottom of the canal, dredging and the lack of oxygen as factors to consider to request information as solutions to the City's canal waterways. (6c) Monthly Water Quality Tests Update ID 23-2693 Water Quality Testing Report - December 2022 The December 2022 water quality results showed the average organic and inorganic forms of nitrogen (TKN) were undetectable with test samples taken from 14 locations. (7) NEW BUSINESS ID 23-2704 Explore grant opportunities for water quality The Committee proposed utilizing grant opportunity to stimulate interests and lower costs for residents and businesses on the Isles of Capri to connect to the City's Waste Water System in order to manage the seepage of wastewater in the waterways. Committee Members were reminded that In 2019 the City initiated a plan based on legislative priority for a design for waste water collection for Isles of Capri; however, the community decided against this initiative but there is infrastructure to move wastewater from Isles of Capri. Note: Member Thompson left the Meeting at 10:09AM. Motion by Member Wordehoff to instruct City Staff to assess a project to bring Goodland and Isles of Capri unto the Marco Island Wastewater Treatment Plant to explore the costs, benefits and available Grant Opportunities. Yes: 6- Member Sokol, Vice-Chair Trotter, Member Welty, Member Winter, Member Wordehoff and Chair Crain Not Present: 1- Member Thompson City of Marco Island Florida Page 2 Waterways Advisory Committee Meeting Minutes - Final January 19, 2023 (8) STAFF COMMUNICATIONS The Winterberry Bridge has been closed to vehicular, pedestian and bicycle traffic but boat traffic is unaffected. The reason being the rotation of outside decks which could potentially become loose. Based on a recent update from Florida Department of Transportation (FDOT) there are indications after further assessment that the bridge could be reopened to vehicular traffic excluding pedestrian and bicycle traffic with the installation of protective barriers. This will be discussed and determined by bridge Consultants who were enroute and they will submit the design of the barriers to FDOT for approval. ID 23-2705 Citizen Concern Water Quality Seepage (Trotter) Follow up was made by the Water and Sewer Department regarding sewage spill in the areas of Old Marco near the Snook and the North Marco Utility District. The department did not find any evidence of sewage spill in and around the proximity of the locations but residents are encourage to call the Water and Sewer Department with any concerns of such nature to allow the matter to be addressed with utmost priority. (9) PUBLIC COMMENT (TIME CERTAIN 9:45 A.M..) None. (10) NEXT MEETING: CONFIRMATION & ATTENDANCE The Committee Members agreed that February 16, 2023 be the next Meeting date. (11) PROPOSED AGENDA TOPICS FOR NEXT MEETING The Committee proposed Notice for Landscape Registration and Fertilizer Enforcement, Introduction of New Committee Member and Election of Chair and Vice Chair as well as potentially the Phosphorus Free Presentation be on the Agenda for the next meeting. (12) OTHER COMMITTEE COMMUNICATIONS Special thanks to Vice Chair Trotter from Chair Crain for his service and contribution to the Waterways Advisory Committee as he completed his assigned term.
