Councilman Perry, Councilman Carter, Councilman Ray,
Mayor Pro-Tem McIntyre, and Mayor Howard
Absent: Councilman Chapman

Mayor Howard called Meeting to order
Discussion
Mayor Howard asked for approval of minutes for July 9, 2019. Mayor
Pro-Tem McIntyre made the Motion to approve minutes for
July 9, 2019. Councilman Ray seconded the Motion. Motion passed
unanimously.
Mayor Howard presented the Council with Eddleman Homes Plats.
Councilman Perry made the Motion to accepted the Eddleman Homes
Plats. Motion was seconded by Councilman Carter. Motion passed
unanimously.
David Parrish gave his reports for the Fire Department and Public Works
Department. David states that the call volumes vary for Fire Department.
Margaret Fire Department will also become part of County Fire
Association, once New City Hall is built, so meetings can be conducted.
Councilman Perry made the Motion to waive regular procedures for the
Stop Sign Ordinance. Motion was seconded by Councilman Carter. Motion
passed Unanimously. A three-way stop will be place at the intersection of
Americana and Brookhaven Dr.
Chief Smith presented his report to the Council. Chief Smith also
presented the Council with completive hourly rates to offer newly hired
full-time Police Officers as well as a take home car with restrictions.
Councilman Perry made the Motion to allow Chief Smith to hire two full-
time Police Officers for a rate of $17.75 with take home cars restrictions.
Motion was seconded by Mayor Pro-Tem McIntyre. Motion passed with
Councilman Ray’s objection.
Mr. Barker updated the Council on the Starlite Project. To pave the rest of
Starlite which is 800 ft with tar and gravel will be $6687.50. Councilman
Ray made the Motion to approve Mr. Barker to spend $6687.50 to finish
the rest of Starlite with tar and gravel. Councilman Perry seconded the
Motion. Motion passed unanimously.
Councilman Perry would like for Mr. Barker to get quotes on asphalting
the entrance located on South Hillcrest to the other paving in Sunrise,
Railroad Dr, and Wallace Dr. (tar and gravel only)
The Council would like to get with Erskine about the contract with Vulcan
Materials.
Mr. Barker gave the Council an update on the New City Hall. Everything
is looking good with the New City Hall. Mayor Howard would like for Mr.
Barker to get three quotes on the parking lot for the New City Hall.
Councilman Carter informed the Council of the mole inside the pavilion at
Dillard Park and the need for a good stove. Mayor Pro-Tem McIntyre
suggested opening the pavilion up like it used to be.
A resident of Hunters Crossing would like to know why Turkey Trail has
not been paved because its over the 5-year period given to Lovejoy?
Councilman Ray would like the City to have its annual citywide cleanup.
Councilman Ray is looking at August 9th thru August 10 th. City needs to
purchase can liners. Councilman Ray talked to Advanced Disposal and
they are willing to bring a roll off and pick it up on Monday.
Councilman Carter made Motion to adjourn. Motion seconded by
Councilman Ray. Meeting adjourned at 7:20 PM.
