Regular Meeting Minutes, December 12, 2022 - Village Hall
The regular meeting of the Village Board, for the Village of Marquette, was called to order by
President Cybul at 7:06 p.m. The Pledge of Allegiance was recited.
Roll Call: President – Art Cybul - present Clerk – Christina Garry –present
Trustee – Peter Michalos - present Treasurer – Paula Gilbertson – present
Trustee Tony Deiss - present
There were 3 citizens in attendance. Social distancing will be enforced and masks are optional.
Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three
public places - Village Hall door, kiosks at the Post Office and Truck Garage, also posted on the
Village Website and emailed to Berlin Journal Newspapers.
A motion to approve the agenda was made. Michalos /Deiss. Motion passed. (Unanimous).
Approval of Minutes sent to Board Members: All minutes are posted on the Village Website and
in the kiosks as a draft for the Board and the public to review. No changes made. A motion
was made to approve the Regular Board Meeting Minutes on November 14, 2022 as presented.
Deiss/Michalos. Motion passed. (Unanimous).
A motion was made to approve the Special budget hearing minutes and Special Board Meeting
Minutes for December 1, 2022 as presented Michalos/Deiss. Motion passed. (Unanimous).
The Treasurer’s report was read. A Motion to approve the treasurer’s report as read.
Deiss/Michalos. Motion passed. (Unanimous).
Approve Payment of Bills: Presented for payment were vouchers 9553-9570 in the amount
of $11,455.80 plus $3,600.00 for the maintained balance and utilities for a Grand total of
$15,055.80. Motion to pay the bills as presented and transfer from the appropriate accounts
the amount of $14,100.00 to the General Fund. Michalos/Deiss. Motion passed.
(Unanimous).
Citizen Comments – Time Limits and Rules Apply: Janet Burdick concerned about the safety
and welfare, brought to attention to review the faded non reflective Stop sign at the corner of
Third street and Sherman Ave, needing to be replaced. Board will be contacting the appropriate
department to go about possibly replacing. Janet Burdick, Grand View Cemetery was also a
concern with putting into place the orange markers for snow plow company to prevent any
damage to the stones which are along the driveway access. Janet Burdick, Flags for the Village
she brought to the boards attention that Flags are on back order. Board discussed taking the flags
down for winter to preserve them, Tony will be taking the flags down for winter.
Discuss / Approve:
Choose Date/Time for Caucus- January 9th 2023 at 7pm Motion was made to approve the Caucus
date and time. Deiss/Michalos. Motion passed (Unanimous).
Bring back to the table the issues of open mowing bids, Un-Table the Lawn mowing bids,
Michalos/Deiss Discussed getting more information broken down from the mowing companies
will be sending each company a contract to fill out and bring back this issue at the January 9th,
2023 meeting. A motion was made to retable this until January 9th, 2023 meeting.
Michalos/Deiss. (Unanimous).
Approve Treasures transfers for Tax Settlements for January and February 2023, Paula explained
the transfer funds & authorize payment of the tax settlements to Green Lake County, Markesan
School District, MATC and LPP & RD, which are to be in hand at these places by required State
Statue dates in January and February. The Regular Village Board Meetings for approval of
payment and funds transfer are not always in line with the required dates, to get the payments in
the mail on time. After discussion a motion was made to allow treasurer Paula Gilbertson to
transfer the funds and to pay the Tax Settlements to the proper tax levying districts by the
required dates in January 2023 and February 2023 and report transactions at the next regular
board meeting. Michalos/Deiss. Motion passed. (Unanimous).
Board Reminders/Updates: Peter asked who pays the maintenance and insurance for the fire
department. Tony, Charlevoix pier has been removed. Tony stated there are 148 names on the
petition for the Second Street Road construction, the petition will be presented at the Highway
meeting on Wednesday December 14th. Paula, dropped off the taxes to the county on Monday
December 12th. Art, commented that Alliant put the power pole back up by Charlevoix pier. Art
will be sending out a letter to the dredge back project to find out exact plans for project. Art, a
concerned citizen who is legally blind would like a sign put up to notify drivers to be careful in
the area, board will be looking into sign cost and location.
Motion to adjourn at 7:56 p.m. Michalos/Deiss. Motion passed. (Unanimous).
