Regular Meeting Minutes, June 12, 2023 - Village Hall
The regular meeting of the Village Board, for the Village of Marquette, was called to order by
President Cybul at 7:01 p.m. The Pledge of Allegiance was recited.
Roll Call: President - Art Cybul - present Clerk – Christina Garry - present
Trustee - Peter Michalos - present Treasurer – Paula Gilbertson – present
Trustee - Tony Deiss - present
There were 1 citizen in attendance.
Certification of Compliance with the Open Meetings Law: Agenda notice was posted in three
public places - Village Hall door, kiosks at the Post Office and Truck Garage, also posted on the
Village Website and emailed to Berlin Journal Newspapers.
A motion to approve the agenda was made. Michalos/Deiss. Motion passed. (Unanimous).
Approval of May Minutes May 8th, 2023 sent to Board Members: All minutes are posted on the
Village Website and in the kiosks as a draft for the Board and the public to review. No changes
made. A motion was made to approve the minutes as presented, Deiss/Michalos. Motion
passed. (Unanimous).
Approval of minutes for Board of Review on May 15th, 2023, Michalos/Deiss. Motion passed.
(Unanimous).
Approval of Minutes for Special Board meeting on June 1st 2023, Deiss/Michalos. Motion
passed. (Unanimous).
The treasurer’s report was read. Motion to approve the treasurer’s report as read,
Michalos/Deiss. Motion passed. (Unanimous).
Approve Payment of Bills: Presented for payment were vouchers 9684 - 9708 in the amount
of $3,255.66 plus $3,600.00 for the maintained balance and utilities for a Grand total of
$6,855.66. Motion to pay the bills as presented and transfer from the appropriate accounts the
amount of $7,000.00 to the General Fund, Deiss/Michalos. Motion passed. (Unanimous).
Citizen Comments – Time Limits and Rules Apply: No comments at this time.
Discuss / Approve:
Picnic license for the 4th of July from M.F.D.: The Fire Dept. has a plan to use them for the July
4th event on July 1st 2023. After discussion a motion was made to approve the one-day picnic
license for the Marquette Fire Dept. July 1st event. Michalos/Deiss Motion passed. (Unanimous).
Vote on all licenses (Operators, Liquor, and Mobile Home): License application for Class ‘B’
Beer & Liquor – Pub n Prime, Peter Michalos has abstained from the vote – Deiss/Cybul.
Motion passes. (Unanimous)
License applications for Class ‘B’ Beer & Liquor - Renewal for Tucked Away, LLC, Robert
Hill, agent. Cigarette License -Renewal- Robert G. Hill, Tucked Away, LLC. Operator’s
Licenses – Renewal, Kevin A. Ward, Carie Hill, Sarah Theel, Susan Uttendorfer, Rosemary
Johnson, Rhonda Rhode, Jessica Stelter, Melissa Schueler, Rachel Koerner, with responsible
server course certificate on file. Mobile Home Operating License - Kathleen R. Cramer-Fields
for Sportsman’s Resort & Bait, LLC, and Eunice Cahoon for Cahoon’s Resort. After
discussion, a motion was made to approve all license applications as presented. Michalos/Deiss.
Motion passed. (Unanimous).
Open LRIP Bids.: After the board reviewed the two bids that were presented. After reviewing
both bids the board members questioned what material they will use for the shoulders of the
roads, Motion to award Northeast Asphalt to repair Dodges Ave. Michalos/Deiss. Motion
passed. (Unanimous).
Discuss and Approve Basketball Pole, Play n Wisconsin gave a bid for putting in the basketball
hoop, it would be a two part process first installing the base then a week later installing the poll.
The board did talk about the striping for the court, they will be contacting some companies for
that. Motion to approve Play n Wisconsin bid pending another quote. Michalos/Deiss. Motion
passed (Unanimous)
Discuss and approve Pickle Ball Setup, The Village does have ARPA funds for the net and tape
for Pickle ball setup. Art will be in contact with the company that was willing to set Pickle Ball
court up. Motion to approve Pickle ball setup. Michalos/Deiss. Motion Passed. (Unanimous)
Discuss and Approve Security Camera and Grant Application, Security cameras grant from the
Municipality League the Village was approved to purchase security cameras for the hall to be
able to monitor the playground and basketball hoop areas. Motion was approved to purchase the
cameras. Deiss/Michalos. Motion Passed (Unanimous)
Parade Honorarium, Tony nominated a family within the Village to honor them for all their hard
work and dedication within the Village.
Board Reminders/Updates: Board members were concerned and discussed about some properties
within the Village that are in ordinance violations. Art talked about road repair that were needed
after the Dredge Bank project, tony spoke with Michels and reviewed all the roads there were
damaged. Board members set a date for ordering the rubber mulch for the playground and laying
the fabric. Art got approval for grant for solar powered traffic light and speed trailer. Art got an
agreement from the county to lock in the price on the road repair with curbs, advantage of
putting in curbs would alleviate ripping up sidewalks and culver work. Art applied for a grant
through National Exchange Bank, waiting on approval. Art is meeting Wednesday with UW
Madison students about painting the murals within Village. Art is applying for USDA grants for
replacing the pavilion.
Motion to Adjourn at 8:18 p.m. Michalos / Deiss. Motion passed. (Unanimous).
