Village of Marquette Green Lake County, Wisconsin Regular Meeting Minutes, August 12, 2024 Call to Order The regular meeting of the Village Board, for the Village of Marquette, was called to order by Art Cybul at 7:00 p.m. The Pledge of Allegiance was recited. Roll Call Roll Call: President-Art Cybul-present Clerk-Susan Geraldi-present Trustee-Peter Michalos-present Treasurer- Paula Gilbertson-present Trustee-Tony Deiss-present There were 8 citizens in attendance. Certification of Compliance with the Open Meetings Law Certification of Compliance with the Open Meetings law: Agenda notice was posted in three public places-Village Hall, kiosks at the Post Office and Truck Garage, also posted on the Village Website. Approve Agenda A motion to approve the amended agenda was made. Deiss/Michalos, Motion passed. (unanimous) Approval of July Minutes A motion to approve the minutes was made. Michalos/Deiss, Motion passed. (unanimous) Reading and Approval of Treasurer’s Report The Treasurer’s report was read. Modifications to the report was discussed and made. Motion to approve the Treasurer’s report with modifications was made. Deiss/Michalos, Motion passed. (unanimous) Approve Payment of Bills Approve payment of Bills: Presented for payment were vouchers 9902-9920 in the amount of $10,422.02 plus the $4,500.00 for the maintained balance and utilities for the Grand total of $14,922.02. The Motion to pay the bills as presented and transfer from the appropriate accounts the amount of $14500.00 to the General Fund. The motion to approve the bills, Michalos/Deiss, Motion passed. (unanimous) Citizen Comments - Time Limits Citizen met with Cemetery Sexton and questioned why Sexton had all the Village Cemetery Records at her house. Village maintains Sexton is organizing the records and will be making room to have those records stored in a secure location once the work is completed. The President advised citizen to seek out the Town of Marquette for further answers on the Civil War Veteran registration records. Citizen wanted to know why the sample ballots were in such small print and when should the ballots be posted. The ballots are posted 2 days before an election and the original sample ballot is posted inside the Post Office. The sample ballots are also post in the newspaper one week before elections. Citizen asked what could be done with people speeding down 4th Street in the Village. The board will be looking into purchasing used speed bump strips and checking out signs. Discuss/Approve Deferment of Sept. payment to NEB until Dec. President indicated a deferment would be inadequate and this agenda item will be changed to a Loan agenda item with terms to be reviewed and will be added to Special Meeting agenda next week Tuesday. Purchase used Porta Potty for Park It was advised the price for a used porta potty was $400.-$450. The motion was made to purchase the potty and find out how we know when it needs pumping. Michalos/Deiss, Motion passed. (unanimous) Approve Resolution to rename segment of Resort St. to Lake St. The motion was made to approve Resolution No. 08-12-2024. Deiss/Michalos, Motion passed. (unanimous) Approve Halloween Trick or Treat Party on Oct. 26, from 3pm.-5pm. The Village wants to create a safe space for kids and is inviting the residents, business owners, non-profit groups to come to the Village on Saturday, October 26, from 3-5 and pass out candy or treats. The Village Hall will be decorated inside and out and welcome all volunteers. The motion to approve Oct. 26, 2024 from 3-5 for Trick or Treating was made. Michalos/Deiss, Motion passed. (unanimous) Review new vacate property request The village received a request from Matt Frederick and Art Cybul met with him to discuss property lines and what the Village owns and what would need to be divided with his neighbor. Highway H Construction Notice to residents that resides on route The project is scheduled for next year and more meetings and discussion with residents will be determined at that time. Review cost savings measures for 2025 budget that will help with major expenses The board will meet sometime in September to discuss budget ideas regarding, culverts, roads, Fire Dept., Legal fees etc. Date to be determined. Board Reminders/Updates Election Update The Partisan Primary is set for August 13, 2024 and the Village Poll Workers and Election Inspectors are ready. Village wide lawn cutting review Farmer Kathy is doing an excellent job in keeping the Cemetery and other Village properties mowed. Pier review with water fluctuation Charlevoix pier had to be moved a few times due to the rising water Fire Inspection The Village had its Fire Inspection done and we will have to purchase an exit sign for the Fire Dept. door and smoke detectors for the Historical Museum. Adjourn Motion to Adjourn the meeting at 8:15 pm. Michalos/Deiss, Motion passed. (unanimous)
