POLICE AND FIRE COMMISSION MINUTES September 26, 2024 at 5:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call - The Police and Fire Commission held a regular meeting on September 26, 2024, in the Council Chambers of Mauston City Hall. Chair Brian McGuire called the meeting to order at 5:40 p.m. The members present were Jack Hammer, Katie Gruman, Deborah Shuman, Brian McGuire, and Gary Purvis. Police Chief Mike Zilisch, Fire Chief Brent Lenorud, and City Administrator Daron Haugh were also present. 2. Minutes - McGuire/Purvis to approve the Minutes of the regular meeting of August 27, 2024, and September 11, 2024, special meeting. Motion carried by voice vote. 3. Financial Report - Purvis/Hammer to approve the Financial Report as presented. Motion carried by voice vote. 4. Fire Chief's Report - The calls for service in August 2024 were reviewed and explained. Hammer/Gruman motion to approve the Fire Captain’s Report. Motion carried by voice vote. The PFC reached a consensus to have notices sent to facilities that do not have a Knox Box and give them until January 1, 2025, to comply with the ordinance. Note - Allaby left the meeting at 5:53 p.m. 5. Police Chief's Report - The August 2024 statistical reports were reviewed and explained. The total calls for service in August 2024 was 1587 while in August 2023, there were 1630. Last month, there were 1454 calls. Chief Zilisch reported on the success of the National Night Out and Hatch Public Library Truck Show. Additionally, he informed the PFC that he and Sgts. Sanner and Arenz attended the Wisconsin Police Chiefs Conference where Officer Noe was recognized as the Best Officer in the South Central Region. Purvis/Gruman to approve the Police Chief’s report. Motion carried by voice vote. Hammer/Gruman motion to recommend to Chief Zilisch to complete the grant application for the COPS grant for an additional police officer and to seek approval from the City Council. Motion carried on a voice vote. Hammer/McGuire to recommend that the City Council approve the creation of an additional police officer position beginning in 2025 to assist with patrol and the additional duties and work created by the Mauston PD assuming enforcement of the property nuisance ordinance. Motion carried on a 5- 0 roll call vote. 6. Staff Report - Haugh will send evaluation forms to PFC members via email for the Police and Fire Chiefs. The PFC completes the evaluations on the Chiefs. The Chiefs will complete the evaluation of their Officers/Command Staff. The Officers/Command Staff and Chiefs will complete evaluations of patrol officers/detective and firefighters. 7. Closed Session- Pursuant to Wisconsin State Statute 19.85(1)(c) or discussion and recommendation regarding Police Sergeant salary. 8. Reconvene in Open Session - Gruman/Shuman to reconvene in Open Session. Motion carried on a voice vote at 7:04 p.m. 9. Discussion and Action as a Result of Closed Session Matters - There was nothing to report out of Closed Session. 10. Adjourn - Shuman/Gruman to adjourn – motion carried by voice vote – meeting adjourned at 7:05 p.m. ______________________________________ ____________________________ Chair Date
