POLICE AND FIRE COMMISSION MEETING MINUTES October 23, 2025 at 5:30 PM 303 Mansion Street Mauston, WI 1. Call to Order/Roll Call: The Police and Fire Commission met on October 23, 2025, in the Council Chambers at Mauston City Hall. Chair Brian McGuire called the meeting to order at 5:35 p.m. Members present were Jack Hammer, Gary Purvis, Brian McGuire, Katie Gruman, and Deborah Shuman. Also present were Police Chief Mike Zilisch, and Fire Chief Brent Lenorud. 2. Minutes: Motion by McGuire, seconded by Purvis, to approve the minutes of September 25, 2025. Motion carried by voice vote. 3. Financial Report: Motion by Gruman, seconded by Purvis, to approve the financial report as presented. Motion carried by voice vote. 4. Fire Chief's Report: Chief Lenorud reviewed the September 2025 service calls and reported that monthly training drills and equipment maintenance remain ongoing. The new command truck is expected to arrive within the next few weeks, and the brush truck set up in nearly complete. Motion by McGuire, seconded by Hammer, to approve the Fire Chief’s Report. Motion carried by voice vote. 5. Fire Fighter Pay for 2026: Motion by McGuire, seconded by Hammer, to recommend increasing firefighter pay from $14 to $16 per hour beginning in 2026. Discussion included consideration of implementing a tiered pay system in the future based on experience. Motion carried unanimously by voice vote. 6. Police Chief's Report: Chief Zilisch reviewed the September 2025 statistical report, noting 1,668 calls for service compared to 1,381 in September 2024 and 1.706 in August 2025. He highlighted recent SWAT and League of Municipalities training completed by Officers. Hammer congratulated Chief Zilisch on receiving the Wisconsin School Counselor Association Friend of School Counseling Award for his leadership as both Police Chief and School Board President. Motion by McGuire, seconded by Gruman, to approve the Police Chief’s Report. Motion carried by voice vote. 7. Closed Session: Motion by Hammer, seconded by Purvis, to enter into closed session at 5:51 p.m. pursuant to Wisconsin State Statute 19.85(1)(c) to discuss annual evaluations for the Fire Chief and Police Chief. Motion passed on a 5-0 roll call vote. 8. Reconvene in Open Session: Motion by Hammer, seconded by Purvis, to reconvene in open session at 6:39 p.m. Motion carried by voice vote. 9. Action as a Result of Closed Session: Chief Zilisch left the meeting at the start of closed session. The Commission and Chief Lenorud reviewed his evaluation and established annual goals. Chief Lenorud departed closed session at 6:12 p.m. at which time Chief Zilisch rejoined the meeting for his evaluation. Annual goals for Chief Zilisch will be discussed at the next meeting. 10. Adjourn: Motion by McGuire, seconded to Purvis, to adjourn. Motion passed by voice vote. Meeting adjourned at 6:42 p.m. ________________________________ _________________________ Chair Date
