CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:00 P.M. JULY 7, 2021 The regular meeting of Council was called to order on the above- stated date at the above-stated time after the Pledge of Allegiance and a Moment of Silence by President Dellapenna. President Dellapenna called for roll call by Secretary James. The following Members of Council were present: RC-1 PRESENT: RICHARD DELLAPENNA, JILL LAPE, KEITH SOLES, JIM BARRY, LUETHEL NESBIT, BRIAN EVANS ABSENT: TIMOTHY BROWN APPROVAL OF MINUTES: President Dellapenna asked for a Motion to Approve the Minutes of the regular meeting of June 2, 2021. MOTION: Mrs. Nesbit moved, seconded by Mr. Soles, “to approve the Minutes of the Regular Meeting of June 2, 2021.” RC-2 YEAS: DELLAPENNA, LAPE, SOLES, BARRY, NESBIT, EVANS (6) NAYS: NONE (0) COMMUNICATIONS: Secretary James reported that we received the Fire Department’s report for the month of June 2021. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report. Mayor Cherepko said thank you Mr. President. Can everyone hear me ok? Everyone answered yes. [1] Mayor Cherepko said just a few things. I will be very brief. I don’t know if you had a chance to go to the park for the 4th of July but it was incredible seeing the park filled with people, Fireworks Display and to just get back to some sort of normalcy. So, we are very excited for the rest of our events this summer. We are looking forward to International Village and we are looking forward to the Rib Fest over Labor Day Weekend as well and all the other events we have in the park. I tell you after a year of struggling and you know the obstacles and challenges that each of us faced, very trying times with the Pandemic, it was nice to get back to some sort of normalcy and to know that we will continue to run our events and start operating in that manner as well, as close to normal as possible. That being said, our meeting in September will be open to the public. Remember, we do not meet in August but we will be back meeting in September in person and get back as close to normal as we possibly can. Other than that, I know Mr. Barry made an announcement in regard to the LaRosa Foundation, I really don’t want to go into that right now, thank you for your kind words Mr. Barry. We are very excited but we are going to wait another day for a press release in the very near future and I am sure even a ribbon cutting seems fitting when you get the doors up and open very, very shortly. So, I am going to refrain from any more comments in regard to that but I felt the need to at least address it and I do appreciate Mr. Barry’s kind words. It was truly a team effort on everyone’s part and to make sure that location and that building and that property is there to continue to service the young men and women in McKeesport. Also, our phone service was down a little bit at City Hall today so I do apologize to anyone for any inconvenience that they may have had in regard to that. Other than that, Mr. President, that concludes my report. President Dellapenna said thank you Mayor. [2] CITIZENS IN THE AUDIENCE: President Dellapenna asked Secretary James if anybody signed up to speak and she replied there were none. NEW BUSINESS: RESOLUTION NO. 2021-22- Bill #36 - Introduced by Keith Soles – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Recognizing the Mon River Fleet Lions Club as a Civil and/or Service Association Under the Local Options Small Games of Chance Act, as Amended. MOTION: Mr. Evans moved, seconded by Mrs. Nesbit “to approve Bill #36.” President Dellapenna asked for questions or comments and there were none. RC-3 YEAS: DELLAPENNA, LAPE, SOLES, BARRY, NESBIT, EVANS (6) NAYS: NONE (0) RESOLUTION NO. 2021-023- Bill #37 –Introduced by Jim Barry – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Approving a Subdivision Request from the Regional Industrial Development Corporation to Subdivide One (1) Parcel into Two (2) Parcels in RIDC Park. The Lot to be Divided is Known as Lot and Block 307-E-194, that Exhibits in an I-U Zoning District. MOTION: Mrs. Lape moved, seconded by Mr. Soles “to approve Bill #37.” President Dellapenna asked for questions or comments and there were none. RC-4 YEAS: DELLAPENNA, LAPE, SOLES, BARRY, NESBIT, EVANS (6) NAYS: NONE (0) [3] RESOLUTION NO. 2021-24- Bill #38 –Introduced by Luethel Nesbit – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Awarding the Bid for the Paving Project to El Grande Industries, Inc. and Authorizing the Proper City Officials to Execute All Documents Necessary to Enter Into An Agreement with El Grande Industries Inc. for an Amount Not To Exceed $357,557. MOTION: Mr. Soles moved, seconded by Mr. Barry “to approve Bill #38.” President Dellapenna asked for questions or comments and there were none. RC-5 YEAS: DELLAPENNA, LAPE, SOLES, BARRY, NESBIT, EVANS (6) NAYS: NONE (0) RESOLUTION NO. 2021-025 - Bill #39– Introduced by Brian Evans – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Amending the Fiscal Year 2015, 2016, 2017, and 2019 CDBG Programs. MOTION: Mr. Barry moved, seconded by Mrs. Lape “to approve Bill #39.” President Dellapenna asked for questions or comments and there were none. RC-6 YEAS: DELLAPENNA, LAPE, SOLES, BARRY, NESBIT, EVANS (6) NAYS: NONE (0) ADJOURNMENT: President Dellapenna said that concludes the Council meeting for tonight. I’d like to thank everyone and have a wonderful evening.
