CITY OF MCKEESPORT REGULAR MEETING WEDNESDAY 7:05 P.M. SEPTEMBER 1, 2021 The regular meeting of Council was called to order on the above- stated date at the above-stated time after the Pledge of Allegiance and a Moment of Silence by President Dellapenna. President Dellapenna called for roll call by Jennifer Vertullo. The following Members of Council were present: RC-1 PRESENT: BRIAN EVANS, RICHARD DELLAPENNA, LUETHEL NESBIT, TIMOTHY BROWN, JILL LAPE ABSENT: JIM BARRY, KEITH SOLES APPROVAL OF MINUTES: President Dellapenna asked for a Motion to Approve the Minutes of the regular meeting of July 7, 2021. MOTION: Mr. Evans moved, seconded by Mrs. Nesbit, “to approve the Minutes of the Regular Meeting of July 7, 2021.” RC-2 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) COMMUNICATIONS: President Dellapenna reported that we received the Reports from the Police and Fire Departments. MAYOR’S REPORT: President Dellapenna asked for the Mayor’s Report. Mayor Cherepko said yes, Mr. President, I believe I took up enough of your time in the Work Session for my Report, so I will just let that be my Report for this evening. Mrs. Rial and Mr. Allen – Good evening, I am Martha Rial and I am the Project Manager with the McKeesport Community Newsroom. Many of you know who I am and of course everyone knows Mr. Harold. Harold Allen, 1611 Library, McKeesport, Youth Cast Community and School Liaison. They spoke about the mural they have been working on and wanted to thank everyone involved. NEW BUSINESS: RESOLUTION NO. 2021-26- Bill #40 - Introduced by Brian Evans – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Designating October 1 Through October 10, 2021, as Radical Days in the City of McKeesport. MOTION: Mr. Brown moved, seconded by Mrs. Lape “to approve Bill #40.” President Dellapenna asked for questions or comments and there were none. RC-3 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) RESOLUTION NO. 2021-027- Bill #41 –Introduced by Jill Lape – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Adopting an Amendment to the Steel Valley Authority’s Articles of Incorporation to Decrease the Number of Members of the Board of Directors to the Authority. MOTION: Mrs. Nesbit moved, seconded by Mr. Evans “to approve Bill #41.” [2] President Dellapenna asked for questions or comments and there were none. RC-4 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) RESOLUTION NO. 2021-28- Bill #42 –Introduced by Luethel Nesbit – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Awarding the Bid for Demolition/Clearance to Advanced Builders, Inc., and Authorizing the Proper City Officers to Execute All Documents Necessary to Enter Into An Agreement with Advanced Builders, Inc. for an Amount Not To Exceed $264,600. MOTION: Mr. Evans moved, seconded by Mrs. Lape “to approve Bill #42.” President Dellapenna asked for questions or comments and there were none. RC-5 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) RESOLUTION NO. 2021-29- Bill #43– Introduced by Timothy Brown – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Authorizing the Proper City Officials to Enter Into an Agreement with David Collura. MOTION: Mr. Evans moved, seconded by Mrs. Nesbit “to approve Bill #43.” President Dellapenna asked for questions or comments and there were none. RC-6 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) RESOLUTION NO. 2021-30 - Bill #44– Introduced by Brian Evans – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Approving a Reverse Subdivision Request from Peter [3] and Sondra Cherepko, 2507 Shields Street, McKeesport, PA 15132, to Combine Parcels 461-A-247 and 461-A-248. The Property exists in a R-2 Zoning District. MOTION: Mrs. Nesbit moved, seconded by Mr. Brown “to approve Bill #44.” President Dellapenna asked for questions or comments and there were none. RC-7 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) RESOLUTION NO. 2021-31 - Bill #45– Introduced by Luethel Nesbit – A Resolution of the City of McKeesport, Allegheny County, Pennsylvania, Approving a Reverse Subdivision Request from Thomas and Marcy Bowman, 2602 Cleveland Street, McKeesport, PA 15132, to Combine Parcels 463-A-017 and 463-A-018 and 463-A-019. The Property exists in a R-3 Zoning District. MOTION: Mr. Evans moved, seconded by Mr. Brown “to approve Bill #45.” President Dellapenna asked for questions or comments and there were none. RC-8 YEAS: EVANS, DELLAPENNA, NESBIT, BROWN, LAPE (5) NAYS: NONE (0) ORDINANCE NO. 21-015 - Bill #46– Introduced by Jill Lape – An Ordinance of the City of McKeesport, Allegheny County, Pennsylvania, Amending Ordinance No. 2437 to Incase License or Permit Fees for the Excavation of Land, the Changes of Natural Grades and Contours, the Stripping of Topsoil, the Filling of Land and Obstructing the Natural Flow of Surface Water; Regulating Types of Fill and Prohibiting Certain Types of Fill and Prohibiting the Dumping or Accumulation of Waste Materials; Conferring Certain Powers [4] Upon the Building Inspector and the City Engineer; and Imposing Fines and Penalties. MOTION: Mr. Brown moved, seconded by Mrs. Lape “to approve Bill #46.” President Dellapenna asked for questions or comments and there were none.
