OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on May 16, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Chase, Burstad, McCullough, Yonko, Solberg, Schlough, Merrill, Erdman, Sutherland. Sommerfeld and Schwebs were absent. MOTION made by Merrill, seconded by Schlough, and carried to approve the minutes of the May 2, 2022 council meeting. PUBLIC HEARING – None PUBLIC COMMENTS – None MOTION made by Burstad, seconded by Solberg and carried unanimously to approve the special event requests for the Menomonie Airfest and Autorama on August 6, 2022 and the Mustang Stampede on June 17-19, 2022. MOTION made by Merrill, seconded by Sutherland and carried unanimously to approve the purchase of 16 replacement holiday decorations for $11,871.56, from Holiday Outdoor Décor as presented. MOTION made by Schlough, seconded by Solberg, and carried unanimously to approve the proposed Town of Red Cedar/Town of Menomonie and City of Menomonie border development map as presented. MOTION made by Erdman, seconded by McCullough, and carried unanimously to approve the 2023 Clean Sweep Cooperative Agreement between the Towns of Menomonie & Red Cedar and the City of Menomonie. RESOLUTION - MOTION made by Yonko, seconded by Erdman, and carried unanimously to adopt the resolution supporting the City of Menomonie 2023 Clean Sweep Hazardous Waste Program event. MOTION made by Solberg, seconded by Sutherland and carried unanimously on a roll call vote to approve a 2% wage increase for non-represented hourly employees effective July 1st, 2022. MOTION made by Merrill, seconded by Chase, and carried unanimously to approve the summer work schedule adjustment from Memorial Day through Labor Day for various city administrative offices. MOTION made by Schlough, seconded by McCullough and carried unanimously on roll call vote to authorize the execution of State/Municipal Agreement for a FY22 STP-Urban BIL 2022 project to resurface parts of 21st Avenue and 5th Street East. BUDGET TRANSFERS – None. MAYOR’S REPORT – Mayor Knaack invited council members to the Community Services Building Open House on June 3rd from 11:00 a.m.-1:00 p.m. Mayor Knaack highlighted two more summer events; the Storywalk kickoff celebration at Lakeside Park on May 25th at 10:30 a.m. and the Music Over Menomin series starting June 9th at 7:00 p.m. on the library lawn. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Eide mentioned that the sidewalk project on Crescent Street is repaired and almost complete. Chase invited everyone to attend the Mabel’s Community Celebration downtown from 2:00 p.m.-10:00 p.m. on Saturday, May 21st which is free and open to all. Chase also mentioned the Rally in the Alley event taking place on May 19th, hosted by Downtown Menomonie from 5:00 p.m.-8:00 p.m. behind the 200 block of Main Street. The Annual Menomonie Area Chamber of Commerce Awards will take place on Tuesday, May 17th. Council members suggested that others go to the Menomonie Minute website or the visitdunncounty.com website to find a community calendar of events. Lastly, the Council bid farewell to Alderperson Nate Merrill of Ward 7 as he is moving out of state. CLAIMS - MOTION was made by Solberg, seconded by Burstad, and carried unanimously on roll call vote to approve payment of the following claims: May 16, 2022 Claims River Valley News $698.07 Staples $1,117.04 Xcel Energy $67,302.85 $69,177.96 2022 Parking Utility Claims City Treasurer $966.10 Clancy Systems $350.00 IPS Group $2,302.62 $3,618.72 MOTION was made by Erdman, seconded by Sutherland and carried to approve the following license: TEMPORARY CLASS “B” Beer LICENSE: Dunn County Democrats – PO Box 182, Menomonie Wakanda Park Lions Pavilion 06/04/22 – Spring Fundraiser TEMPORARY CLASS “B” Beer & “CLASS B” Wine LICENSE: Downtown Menomonie – 503 S Broadway, Suite 20 Alley behind the 200 Block of Main St., next to Harvey Hall, UW-Stout 05/19/22 – Rally in the Alley MOTION to adjourn was made by Merrill, seconded by Solberg, and carried unanimously.
