OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on June 6, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Chase, McCullough, Yonko, Schwebs, Sommerfeld, Solberg, Schlough, and Erdman. Burstad arrived at 7:25 p.m. Sutherland was absent. MOTION made by Chase, seconded by Yonko, and carried to approve the minutes of the May 16, 2022 council meeting. PUBLIC HEARING – None PUBLIC COMMENTS – Cynthia Bland, Tammy Simon, Jerry Hui, Stewart Parins, Dustyn Dubuque, Julie Pangallo, and Andrew Williams spoke in favor of the proposed sculpture tour from the Tourism Commission. Joyce Uhlir, Kim Leach, and Laurie Christianson spoke in opposition to the proposed sculpture tour as presented by the Tourism Commission. (Agenda Item 6.A.) Mary Lotten spoke in favor of the Menomonie Community Garden agreement extension and site expansion (Agenda item 6.D.) MOTION made by Erdman, seconded by Sommerfeld and carried unanimously to extend public comments. Larry Lightfield spoke in favor of the renovation and expansion of the Lions Club Memorial Garden. (Agenda Item 6.B.) Ryan Dolan spoke in favor of the request from the Menomonie Area Disc Golf Organization to host the Wakanda Open Disc Golf Tournament. (Agenda Item 6.C.) MOTION made by Erdman, seconded by Schlough, and carried unanimously to approve the temporary trailer storage extension up to 90 days for Stepping Stones through September, 2022. MOTION made by McCullough, seconded by Chase, and carried unanimously to approve the proposed sculpture tour from the Tourism Commission. MOTION made by Erdman, seconded by Solberg, and carried to waive the rules for members to discuss the Menomonie Lions Club Memorial Garden renovation plans. Larry Lightfield and Gary Brummeyer answered questions from the council to satisfaction. MOTION made by McCullough, seconded by Solberg and carried unanimously to approve the Menomonie Lions Club Memorial Wakanda Park improvement project as presented. MOTION made by Yonko, seconded by Burstad, and carried unanimously to approve the Wakanda Open disc golf tournament at both the Wakanda and Brickyard courses on August 20-21, 2022. MOTION made by Chase, seconded by Erdman, and carried unanimously to approve the Main Street Mingle block party on June 25, 2022, and the rescheduled Rally in the Alley on August 4, 2022. MOTION made by Schlough, seconded by Erdman and carried unanimously to approve the Menomonie Community Garden 10-year agreement and 0.5 acre property use extension. MOTION made by Schwebs, seconded by Sommerfeld, and carried unanimously on a roll call vote to approve a contract with Bartingale Mechanical, Inc. for air handling and controller equipment upgrades at City Hall for a cost not to exceed $53,200. MOTION made by Burstad, seconded by McCullough, and carried unanimously to approve the appointment of Councilperson Yonko to the Chippewa-St. Croix Passenger Rail Commission. MOTION made by McCullough, seconded by Yonko and carried on roll call vote to approve the bid award to Northtown Ford for a replacement utility truck for the Water Department in the amount of $32,950. Schlough voted no. NO MOTION was made on the process to fill the vacant Ward 7 Council position. MOTION was made by Erdman, seconded by Yonko, and carried unanimously to approve the appointments of Monika Herrmann to the Urban Forestry board, and Stacy Erickson and Barbara Bauer-Chen to the Downtown Menomonie board. BUDGET TRANSFERS – MOTION made by Yonko, seconded by Schwebs and carried unanimously on roll call vote to approve the budget transfer for the Leisure Services Center repairs. MAYOR’S REPORT – Mayor Knaack invited council members to visit the Community Services Building at any time if they weren’t able to attend the recent Open House on June 3rd. Mayor Knaack shared with Council that City Hall has interested parties in the leasing of space in City Hall and that the Administration will be moving to the first level soon. Mayor Knaack mentioned that there’s the possibility of a new business going into the Industrial Park and that the Council would need to re-initiate the TID in that area in the near future. Mayor Knaack relayed that Dunn County Housing study is underway and that he would like to see the City also conduct a housing study. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – None.
