OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on August 15, 2022, and called to order by Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Chase, McCullough, Yonko, Schwebs, Sommerfeld,
Schlough, Burstad, and Erdman. Sutherland and Solberg were absent.
MOTION made by Erdman, seconded by McCullough, and carried to approve the minutes of the August 1, 2022
council meeting.
PUBLIC HEARING – None
PUBLIC COMMENTS – Padraig Gallagher spoke on behalf of Stepping Stones in support of agenda items A-C.
MOTION made by Erdman, seconded by Yonko, and carried unanimously to approve the State of WI ARPA-NIF-
137 grant agreement (Stepping Stones Homeless Shelter Grant).
MOTION to waive the rules made by Erdman, seconded by McCullough, and carried to allow Gallagher to address
the Council and clarify items included in the building plans.
MOTION made by Schwebs, seconded by McCullough, and carried unanimously to approve the Memorandum of
Understanding with Stepping Stones of Dunn County Inc. for the receipt and disbursement of
Neighborhood Investment funds.
MOTION made by McCullough, seconded by Burstad, and carried unanimously to approve the Administrative
Services Agreement between City of Menomonie, Stepping Stones and West Central WI Regional Planning
Commission for Grant Administration of the Neighborhood Investment Funds.
ORDINANCE to adopt the proposed Title 6-4-1 ordinance amendment increasing the hourly parking rate to
$1.00/hour for credit card supported electronic parking meters on city streets was INTRODUCED by
Burstad. MOTION to waive the first reading made by Chase, seconded by Erdman, and carried. Motion to
waive the second reading made by Yonko, seconded by Schwebs, and carried. MOTION to adopt Title 6-
4-1 ordinance amendment Chase, seconded by Burstad, and carried unanimously.
MOTION made by Chase, seconded by Erdman, and carried unanimously on roll call vote to approve the purchase
of parcel 1725122813270060011 (3.39 acres of land east of CTH P and west of Riverside Park) for
$15,600.
MOTION made by McCullough, seconded by Schwebs, and carried unanimously on roll call vote to award Visu-
Sewer from Pewaukee, WI, the Stout Road and the Broadway sewer slip lining project bid for $214,760.
MOTION made by Erdman, seconded by Schlough, and carried unanimously to approve the Mayor’s
recommendations for the appointment of John Sobota to the Historic Preservation Committee and Brian
Sequin to the Municipal Library Board.
BUDGET TRANSFERS – MOTION made by Schwebs, seconded by Burstad, and carried unanimously on roll call
vote to approve the $2000 budget transfer for the Recreation Department from the Contingency Account to
cover contracted repair costs with Bartingale Mechanical. MOTION made by McCullough, seconded by
Schwebs, and carried unanimously on roll call vote to approve year-end 2021 budget transfers as
presented.
MAYOR’S REPORT – Mayor Knaack gave his report on community events, reporting that the Airfest and Autorama
was well attended, as well as the last Ludington Guard Band performance of the summer. Mayor reminded
everyone of the Community Garden’s Harvest Picnic tomorrow, August 16th.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Prange shared with council a memo to the Mayor with
the City’s staff recommendation for the expenditure of ARPA monies, which need to be obligated by
December 31, 2024.
