OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on September 6, 2022, and called to order by Mayor Knaack at 6:00 p.m. in the City Council
Chambers. The following members were present: Sutherland, McCullough, Solberg, Yonko, Sommerfeld,
Schlough, Burstad, and Erdman. Schwebs and Chase were absent.
MOTION made by Burstad, seconded by Erdman, and carried to approve the minutes of the August 15, 2022
council meeting.
PUBLIC HEARING – None
PUBLIC COMMENTS – Tony Bauhaus was present on behalf of agenda items 10 (B) liquor license for Love’s
Travel Stop.
MOTION made by Erdman, seconded by Schlough, and carried unanimously to approve the temporary trailer
storage extension for Stepping Stones of Dunn County, Inc. at 1602 Stout Road for another 90 days
through November 2022.
MOTION made by Erdman, seconded by McCullough, and carried unanimously to waive the rules to allow Brian
Roemer of Ehlers, Inc. to speak on the water rate increase process. MOTION made by Yonko, seconded
by Solberg, and carried unanimously on a roll call vote to approve the submission of the Water Utility 2023
Rate Case application as presented to the Public Service Commission at a 4% rate of return.
MOTION made by Schlough, seconded by Burstad, and carried unanimously to approve the execution of a contract
extension with The Ellefson Group, LLC for an additional year, ending in September 2023.
MOTION made by McCullough, seconded by Burstad, and carried unanimously to approve the Menomonie High
School special events request for the Homecoming Parade on September 30, 2022.
MAYOR’S REPORT – Mayor Knaack gave his report on community events. The Rotary Club put together and
donated new picnic tables for Wilson Park and had a small celebration and gathering with some of the
international students. Work on Stout Road continues with some minor delays.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Prange encouraged folks to take the housing survey, if
they have not already. Prange also mentioned that the creation of TID #17 will be coming to council in the
next couple months for review.
CLAIMS - MOTION was made by McCullough, seconded by Burstad, and carried unanimously on roll call vote to
approve payment of the following claims:

MOTION made by Schlough, seconded by Erdman and carried unanimously to approve the amended normal
license list, excluding the Love’s Travel Stop retail alcohol license application.
MOTION made by Schlough, seconded by Erdman, and was approved unanimously on roll call vote to approve the
Love’s Travel Stop Class “A” retail beer and cider license application for the property at 5930 Badger Drive.
MOTION made by Burstad, seconded by Sommerfeld, and carried on a roll call vote to approve the Love’s Travel
Stop “Class A” retail liquor license application for the property at 5930 Badger Drive. Ayes (5): Sutherland,
Solberg, McCullough, Sommerfeld, and Burstad; Noes (3): Yonko, Erdman and Schlough.
MOTION to convene in closed session under Wisconsin Statues 19.85 (1) (c), for the purpose of considering
employment, promotion, compensation or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility, was made by Burstad,
seconded by Sutherland, and carried unanimously on a roll call vote.
MOTION to reconvene in open session under Wisconsin Statutes 19.85 (2) was made by Sutherland, seconded by
Erdman, and carried unanimously on a roll call vote.
NO ACTION was taken on the discussion of the proposed employment succession plans in closed session.
MOTION made by McCullough, seconded by Sutherland, and carried to adjourn.
