OFFICIAL COUNCIL PROCEEDINGS A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open session on March 6, 2023, and called to order by Mayor Knaack at 7:00 p.m. in the City Council Chambers. The following members were present: Chase, Burstad, Sutherland, Yonko, McCullough, Schwebs, Solberg, Schlough, Erdman and Sommerfeld. MOTION made by Erdman, seconded by Sommerfeld, and carried unanimously to approve the minutes of the February 20th, 2023 council meeting. PUBLIC HEARING – None. PUBLIC COMMENTS – Dana Neil was present on behalf of Stepping Stones of Dunn County to address any questions regarding agenda items 6(A), 6(D), 6(E) and 7(I). Mark Wallskog was present on behalf of Tanglewood Greens for any questions regarding agenda Tanglewood Greens Class B Combination Liquor license. MOTION made by Schwebs, seconded by Chase, and carried unanimously to approve the temporary trailer storage extension for Stepping Stones of Dunn County, Inc. at 1602 Stout Road for another 90 days through May 2023. MOTION made by Sutherland, seconded by Solberg, and carried unanimously to approve the Menomonie Jr. Mustangs request for Wakanda Park road closures for a softball tournament from June 16-18, 2023, contingent on proof of liability insurance. ORDINANCE to adopt the Title 9, Chapter 6, article 5, subsection H ordinance amendment allowing for ballfield signage at 720 19th Avenue East was INTRODUCED by Burstad. MOTION to waive the first reading of the ordinance amendment made by Erdman, seconded by Sommerfeld, and carried. MOTION to waive the second reading of the ordinance amendment made by Chase, seconded by Sommerfeld, and carried. MOTION to adopt the Title 9, Chapter 6, article 5, subsection H ordinance amendment made by Burstad, seconded by Erdman, and carried unanimously. MOTION to waive the rules to allow Sean Lentz, representing Ehlers, to address the council was made by Erdman, seconded by Solberg, and carried. MOTION made by Solberg, seconded by Schwebs, and carried unanimously on roll call vote to authorize a total incentive of $1,300,000 plus interest from TID #17 and the execution of an associated developer’s agreement with Capital Investment Partners, LLC. ORDINANCE to amend zoning ordinance at 1620 Stout Road for Volunteers Inc. Dunn County Interfaith (Stepping Stones) from Limited Multiple Family Residential (R-2) District to Local Commercial (B-2) District was  INTRODUCED by Erdman. MOTION was made by Erdman, seconded by McCullough, and carried unanimously to refer the 1620 Stout Road rezoning ordinance to the Plan Commission. ORDINANCE to amend zoning ordinance at 1602 Stout Road for Volunteers Inc. Dunn County Interfaith (Stepping Stones) from Neighborhood Office (B-4) District to Limited Multiple Family Residential (R-2) District was INTRODUCED by Chase. MOTION was made by Chase, seconded by Solberg, and carried unanimously to refer the 1602 Stout Road rezoning ordinance to the Plan Commission. RESOLUTION - MOTION made by Solberg, seconded by Sommerfeld, and carried unanimously on roll call vote to adopt the special assessment resolution extending water and sewer utilities south from Walton Avenue to 578th Avenue adjacent to CTH B. MOTION made by Sutherland, seconded by Burstad, and carried unanimously to extend the 120-acre agricultural lease with Quilling Farms, LLC in TID #13 for five years through 2028. MOTION made by Schlough, seconded by Chase, and passed unanimously on roll call vote to award the three water tower washing contract bids in the amount of $10,500 per tank, for a total amount of $41,500, to Lane Tank. MOTION made by McCullough, seconded by Schlough, and carried unanimously to award the Stepping Stones homeless shelter building bids (round #2) to the recommended subcontractors as presented. MOTION made by Erdman, seconded by Solberg, and carried unanimously to approve the recommended appointments and re-appointments to the Urban Forestry Board: Liz Usborne, Bob Giede, Monika Herrmann, Dennis Kropp, and Cynthia Gilberts, all with terms expiring in December 2025. MAYOR’S REPORT – The Mayor shared his progress on his work with the Sportsman Alliance who would like to help with the financing of installing some additional “courtesy” docks on the lake. The Mayor shared that the beacons at the crosswalks on Stout Road are working. The Mayor has been working with the governor and the Chief of Police on a project to expand Project Hope on a state level, with the involvement and financial assistance of the Department of Health Services. COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Prange shared that the State Supreme Court has upheld City of Delaven in their legal action against Lowes Building Centers and it appears that dark store assessments will be eliminated – positive news for WI communities. MOTION was made by Solberg, seconded by Chase, and carried unanimously to approve the following license: LICENSE YEAR – 2022-2023 (expires June 30th, 2023) CLASS B COMBINATION LIQUOR LICENSE: Mark Wallskog, N10884 Hoinville Rd., Trego, WI 54888 Eaglewood Golf, LLC dba Tanglewood Greens, 2200 Crestwood Dr. MOTION to adjourn was made by Yonko, seconded by McCullough, and carried unanimously.
